MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 31st MARCH 2025 at 6.30pm.

The meeting started at 6.36pm.

2/3103. APOLOGIES

RESOLVED: The council accepted the apologies of all Cllrs.

ABSENT: Cllr A. Wetton.

3/3103. MINUTES OF THE PARISH COUNCIL MEETING - Monday 17th February 2025

RESOLVED: Agreed and accepted as a true record.

4/3103. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

Swallows Green was mentioned, and the council expressed their deepest condolences for the passing of one of the group’s members.

It was reported that the Co-op on the A60 near the car garage does not have EV chargers.

The website works are still ongoing and part of the updated job descriptions.

5/3103.MINUTES OF THE F&GP MEETING - Thursday 6th March 2025

1/0603 – Cllr Sorrell filling the vacancy for finance.

RESOLVED: The council agreed that Cllr Sorrell would fill the last vacancy on the finance and general-purpose working party.

3/0603 – The Clerk gave an update on the church yard tree works. Both companies had viewed the site again and were confident that the removal of the Elm Trees would not impact the church yard boundary wall.

RESOLVED: The council agreed to accept the quote from Maplebeck of £200+VAT

4/0603 – Members discussed the benefits of having a .gov domain name.

RESOLVED: The council agreed to follow best practice and retrieve costs for changing to a .gov domain name and include an email address for all Cllrs.

5/0603 – the Chairperson read the recommendation for the NI cost increases.

RESOLVED: The council agreed to use money from an underspend or the reserves to cover the costs.

6/0603 – There were 18 council policies and a list of others that were required.

RESOLVED: The Clerk and Vice-Chairperson will start working on the policies and bringing them through council for approval.

7/0603 – training courses available to Cllrs and employees.
Basic finance

RESOLVED: The council agreed that all finance members should attend this training.

VAT

RESOLVED: The council agreed that the Clerk and a Cllr attend this training.

Policies and Procedures
Cllr Bonsall stated that her and Cllr Mcguiness had already attended the training.
The Clerk asked if this had been paid for by themselves as this had not been agreed by full council.
She said that it was booked through council by the events co-ordinator.
The Clerk stated that public money should not be spent with the approval of full council.

RESOLVED: The council agreed that Cllrs Hardy, Bonsall and Mcguiness can attend the training.

8/0603 – Warsop News costs

RESOLVED: The council would produce a 16-24 page paper using all the money in the budget and change the printing company for the paper. Employees and Cllrs will start using the free design trail software and bring the design of the paper in house. Any more editions would need to be decided once the budget comes back to council in April and May.

RESOLVED: Minutes agreed and accepted as a true record.

6/3103. MINUTES OF THE STAFFING MEETING - Thursday 6th March 2025

1/0603 – Cllr Sorrell filling the vacancy for staffing.

RESOLVED: The council agreed that Cllr Sorrell would fill the last vacancy on the staffing working party.

3/0603 - The Clerk suggested that the staffing items be deferred and re-discussed, and other implications be considered due to the resignation of the events co-ordinator.
Cllr Bonsall agreed but Cllr Dackombe and the Chairperson disagreed and wanted to continue with the recommendations.
The job descriptions required approval for the Clerk/RFO and events co-ordinator.

RESOLVED: The job descriptions were approved by the council.
Cllr N. Hughes abstained from the vote due to not seeing the job descriptions which was an error by the Clerk.

4/0603 – appraisals and workstation assessment.

RESOLVED: There was no further action on the appraisals. The council agreed to ask members of staff to sign and date the workstation assessments to make sure they agree that they are still up to date from when the assessment took place last year. The council will also look into a working from home assessment and laptops.

5/0603 – employee contracts

RESOLVED: The Clerk will use the latest version on the modal contract and update them. A consultation date of 1st April was agreed by council for the employees and final draft of the contract.

7/3103. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

Cllr D. Hughes gave a brief update on matters raised by the police. The matters/issues raised included:

  • The Circus on the Carrs
  • A rise in ASB
  • E-bikes – the police are conducting random checks
  • Broken down vehicle on Netherfield Lane – the car is MOT’d and taxed. He would speak to MDC on advice on how to remove the vehicle from the roadside.

Cllr Hardy asked about the beat meetings that the local team have been holding around the parish and if they have been well attended.

Cllr N. Hughes stated that 2 people attend the surgery at the Town Hall but the surgery at the Vibrant Venue was well attended with 7/8 queuing before it started. The feedback from residents was positive and the next surgery is Thursday in Warsop Vale. This has been shared on social media.

8/3103. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Eddy was in attendance and gave an update.

Highways statistics

Customers reports received – 780
Streetlight repairs – 219
Sign repairs – 6
Electrical unit repairs – 8
Planned inspections – 968
Potholes repair – 502 (CAT 1 only – 232)
Patch repairs – 357sq.m

There are a number of works being done or scheduled for certain bus stops in the parish. There has been a delay to one due to electrical wiring being too close to the surface. The bus stops will see some improvements such as solar lighting and seating.

There are ongoing issues with speeding at Spion Kop and Sookholme.

The County Council voted to separate the county into Nottingham City and then the other areas would make up the rest of Nottinghamshire. The reason for this decision was to make sure services aren’t diminished.

She thanked all Cllrs and shared her frustrations on how slow the progress can be within the County Council. This will be the last meeting she attends as she will be standing down.

Cllr Hardy expressed her thanks to Cllr Eddy for the past 4 years. She asked why only Sycamore had been scheduled for resurfacing works when Berry Hill has a number of proposed works on the schedule especially when the A60 is in the poor state it is.
Cllr Eddy said that the A60 has different rules/restrictions in place due to it being a main road. It will be a big job that requires a system putting in place with surveys and finances.

Cllr Hughes asked for height signs for the bridge and weight limits of lorries to be monitored.
Cllr Eddy will pass this request to highways.

The Chairperson thank Cllr Eddy for the work she has done and knows that it’s a difficult role to undertake.
He asked if there was an update on the traffic lights at Stonebridge.
Cllr Eddy said that application and the Vale Rd one are still with planners.
He asked about yellow lines on Woodlands Way in Spion Kop.
Cllr Eddy said yellow lines are in the plans as well as a concealed entrance sign but there is no time scale assigned to the works.
He mentioned the poor state of the zebra crossing on Sherwood Street near the Talbot pub.
Cllr Eddy will pass this request to highways.

9/3103. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Hughes spoke about licences required for rubbish removal and disposal. He would speak to the District Council about this growing issue.
He said there are ongoing works to Pencil Park. These include cleaning up, flowerbeds, benches and noticeboard.
He gave an update on the railway half wheels that he’s trying to install. There are some works needed to the wheels and then plans can move forward.
Melville Court has now been levelled.
He is working with the school on some disused classrooms.
He spoke about a few issues with vandalism around his ward.

Cllr Stephenson spoke about the decision MDC made on the Gov reform for the councils within Nottingham/Nottinghamshire. This will form a new council, and the District and Borough Councils will cease to exist.
The goal posts have now been installed on Swallows Green.

Cllr Bonsall asked who’s ward the shop on High Street fell into because the broken glass hanging from the upstairs windows is a huge safety concern and something needs doing immediately.
Cllr Stephenson said it isn’t his ward, but he would ask MDC for advice.
Cllr Hardy said the council should consider starting the Neighbourhood Plan again as the state of repair of shops can be added and gives another level of protection. Cllrs would need to volunteer their time to start this project again.

Cllr Hardy asked for the thoughts of District Cllrs on Armed Forces Day being cancelled.
Cllr Stephenson said it was disappointing, and that MDC were not in charge of the event but would provide support and help. A possible reason given was works in the town centre.

10/3103. RECEIVE AN UPDATE FROM WARSOP PARISH COUNCILLORS

Cllr Dackombe expressed his sadness at the closure of Mansfield Refillary on High Street and informed members that his Grief and Bereavement Group would be moving to the library for the next 2 months. He will update members once a permanent venue has been decided.

Cllr N. Hughes gave an update on the sign near the footbridge. The sign has been freshly painted free of charge by Riley & Co. She asked if the council would send a letter of thanks.
The Chairperson allowed for a resolution to be made under this item.

RESOLVED: The council agree to write to Riley & Co expressing the council’s gratitude for their work on this project.

11/3103. DISCUSS THE COUNCIL’S INSURANCE RENEWAL POLICY DOCUMENTS

The Clerk explained that council needed to agree the insurance renewal as per audit purposes. The new cover section on Trustee indemnities has now been included in the policy. It was also mentioned that the noticeboards would need to be added if the Parish Council are taking responsibility for them and high-risk activities for events that are not covered and would require confirmation or extra cover from the provider. The examples used by the Clerk were inflatables and water sports activities.

13/3103. RECEIVE AN UPDATE FROM WARSOP CARNIVAL COMMITTEE

Exclusion of Public

In accordance with Public Bodies (admission to meetings) Act 1960 section 1 (2) the Council exclude the public and press from the meeting by reason of the confidential nature of the business to be transacted.

14/3103. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk read out a thank you letter from The Oaklands to the Parish Council for the support of the s137 grant funding.

15/3103. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

The update was provided by the Vice Chairperson. The next edition deadline is 14th April. Due to the editor leaving her role, the Vice-Chairperson is going to help produce the next paper and asked for other Cllrs to support this too.

The Vice-Chairperson asked if the council could discuss a new planning application regarding the footpath between Church Street and Burns Lane at the side of the old bingo site.

The Chairperson left while discussions took place due to being a planning committee member.

The Vice-Chairperson and Clerk explained the new applications and the impact that the closure could have.

RESOLVED: The council will submit an objection to the planning application.
