MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 20TH JANUARY 2025 at 6.30pm.

3/2001. MINUTES OF THE PARISH COUNCIL MEETING - Monday 18th November 2024

RESOLVED: Agreed and accepted as a true record.

4/2001. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

Over the next 4-6 weeks Cllr Hardy will be arranging with council employees to discuss finalising the job descriptions, appraisals and the OH report.

Cllr Bonsall requested permission from the council to contact the insurance company to resolve the matter of the memorial bench.

RESOLVED: It was agreed that Cllr Bonsall could ask a council employee to contact the insurance company in her presence to get the answer required.

5/2001. MINUTES OF THE EXTRAORDINARY PARISH COUNCIL MEETING - Wednesday 18th December 2024

RESOLVED: Agreed and accepted as a true record.

6/2001. THE CHAIRPERSON TO PRESENT THE 2024 WPC COMMUNITY AWARD TO THE SWALLOWS GREEN COMMUNITY GROUP

This has been deferred to the February meeting.

7/2001. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

There has been a total of 165 crimes recorded for our priority crimes. Top of the list is violence against the person which also includes domestic assaults.

Overall Crime is currently on a downward trend in our area. There was a spike just before Christmas but that was to be expected. With the weather being cold that is also helping reduce some of the crime in our area.

Update from the team

Good news story from Nov 2024

Police received a report from a concerned member of the public regarding the smell of cannabis coming from an address on Vale Ave Warsop. Officers have attended the address and located approx. £30,000 worth of cannabis, 1 suspect was arrested at the scene and charged with possession with the intent to supply

Brief update on this matter.
There has been an increase in vehicle related crime and this is something we are trying to get on top of by being in the area in marked vehicles with ANPR also the use of plain clothes officers.

Since October 24 we have seized 6 vehicles for no insurance and other traffic related offences in our area, this is something we are passionate about. Making the roads safer in our community.
We also working on trying to get the E scooters that seem to think they can do what they want in our community off the road and prosecute were necessary.

Update on Motorbikes

Most weekends seem to be when we are getting calls placed in regarding off road vehicles in our area. We have now lunched a problem-solving approach to this by looking at the data and making the best use of our vehicle capability by using off road vehicles ourselves and working with landowners.

Most weekends you will see officers around the petrol forecourt Sherwood Street WArsop as this has been known to be a regular location for them to visit. We are currently also working with the garage in bring the riders to justice.

We are also in the process of finalising some beat surgery dates for the community to come and speak with us face to face and you are more than welcome to attend when the dates have been finalised.

Cllrs Hughes and Sorrell will liaise with the police before the next meeting.

8/2001. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

No update given.

9/2001. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Cllr Burgin gave an update regarding the budget which will go to the Full Council meeting in February. He also mentioned about local government reform and what impact that might have. He said it’s not clear at this stage what will happen with Parish Councils but he wants to see what the outcome of it is.

Cllr Wetton gave an update that the Bingo Site went to an appeal and the Government Inspector has overturned MDCs decision to turn down the housing planning. He is disappointed that it couldn’t be kept as commercial land.

Cllr Stephenson explained he was still working on the goal posts for Swallows Green and there was not much progress over Christmas. They will need to do a consult about them to make sure there are no issues with this project.

10/2001. RECEIVE AN UPDATE FROM WARSOP PARISH COUNCILLORS

Cllr Hardy thanked everybody for their support on Christmas Smile. Planning and completing Smile was incredibly tight this year. Nicola Hughes and others around the council chambers were a huge help with wrapping, Lifespring gave the group the use of a room and didn't charge rent, there were people turning up to give gifts and money and people helping with lots of deliveries. She thanked them all for helping make sure Smile was successful. Smile supported 44 families - last year there were 33. Around 30 pounds per child in terms of gifts and they were as bespoke. It worked out to be about 130 children, 8 silver smiles plus George Shooter Court.

A discussion took place about adding additional councillors.

RESOLVED: The council agreed not to take this proposal any further.

10/2001. PUBLIC PARTICIPATION

None.

11/2001. MATTERS ARISING FROM PUBLIC PARTICIPATION:

None.

12/2001. DISCUSS THE 3 CANDIDATES FOR THE MEDEN WARD CLLR VACANCY AND VOTE TO CO-OPT 1 CANDIDATE

One candidate withdrew their application. Nicola Hughes and Andy Hawkins attended the meeting to give a 2-minute presentation. Andy explained that he mixed up the interview dates, but the council had interviewed on a previous occasion.
Cllrs discussed if Cllr David Hughes would be able to vote as his wife was a candidate.

RESOLVED: Cllrs agreed that everyone should vote due to a number of Cllrs knowing each candidate in their personal lives.
A vote was taken and the successful candidate announced.

RESOLVED: The vote was 6 to 3 in favour of co-opting Nicola Hughes. The candidates were thanked, with congratulations being given to Nicola and commiserations to Andy.

13/2001. RECEIVE AN UPDATE FROM WARSOP CARNIVAL COMMITTEE

No new update.

14/2001. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

Cllr Burgin is chasing the toilet invoice and is hoping its resolved soon.

A quote for the car park drains needs agreeing.

RESOLVED: The council agrees to the quote for the drains.

The tree inspection quotes for the church yard and car park will need to be moved to the following meeting due to more advice being required.

The following Parish Council events were discussed – an Easter event, VE Day celebrations, litter picking and more through the year. The Christmas event was a bit of a blow to the town centre in terms of trade due to the storm weather warnings in place and unavoidable. Cllr Burgin is concerned that the weather could also be an issue in April.

There were discussions about using the Library carpark for regular Car Boot sales.
Cllrs suggested that signs in the carpark and a noticeboard should be a priority.

RESOLVED: The Clerk will look into costs for this.

Gemma has asked for the council to consider her working pattern in terms of days and she feels her role would be better served by working Tuesday Wednesday Thursday from rather than Monday Wednesday Thursday. A number of reasons were given to support this working pattern.

RESOLVED: The council agreed this changed in the Clerks absence.

There is no new update on the lease agreement from Lifespring.

15/2001. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

There was no edition produced due to time constraints and not having enough content. It would not be financially responsible to produce a paper that would be very similar to the previous edition. In order to produce a full paper, the businesses and advertisers need contacting and a new advertising structure needs developing. The designer software trail needs to be started as soon as possible. Cllr Sorrell offered her support with the use of the design software.

Due to the businesses losing out at the Christmas event, the council would like to offer free advertising.

RESOLVED: The council offered free advertising to all the businesses who missed out on the Christmas event due to the change of venue.

16/2001. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH

There was a discussion on the park equipment on the Carrs and how it needs updating. There was another discussion about the amount of dog poo and the need for people to pick up after their pets on Swallow’s Green. A discussion took place between Cllr Barlow and Cllr Burgin on whether MDC should give WPC some of the rental funds they received for The Carrs.
