Meeting Minutes 17 February 2025

MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 17TH FEBRUARY 2025 at 6.30pm.

Present:

2/1702. APOLOGIES

RESOLVED: The council accepted the apologies of all Cllrs.

6/1702. THE CHAIRPERSON TO PRESENT THE 2024 WPC COMMUNITY AWARD TO THE SWALLOWS GREEN COMMUNITY GROUP

The Chairperson moved this item to allow members of the group to leave before council business was discussed. The Chairperson presented the award to Swallows Green members and thanked them for their achievements. A photo of the group members and the Chairperson presenting the award was taken.

3/1702. MINUTES OF THE PARISH COUNCIL MEETING - Monday 20th January 2025

RESOLVED: Agreed and accepted as a true record.

4/1702. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

Cllr Bonsall asked for another update on the OH report and the Job Descriptions.

The Clerk stated that an update on the OH report could be given at the end of the meeting if press and public were excluded.

The Vice-Chairperson said meetings are being conducted with staff and there is some tweaking to the job descriptions that should be resolved very soon.

Cllr Bonsall asked about if anything further had been discussed on the possible carboot sales suggested.

The Clerk said that Gemma is working on it as this is an event and will be worked on under her new role.

Cllr Burgin stated that he had managed to resolve the toilet invoice issue.

5/1702. MINUTES OF THE F&GP MEETING - Wednesday 12th February 2025

2/1202 – Cllr Sorrell said she would be interested in joining the F&GP Working Party.

RESOLVED: Cllr Sorrell is added to the F&GP Working Party.

3/1202 – no comments were made. Council decided on who would sign the lease agreement once a complete version was drafted.

RESOLVED: The Chairperson and Vice-Chairperson were selected to sign on behalf of the council.

4/1202 – the Clerk has already started looking into different accounts and the suggestions from the F&GP meeting.

Cllr Dackombe arrived at 6.45pm.

RESOLVED:

5/1202 – Cllr N. Hughes asked if there were any underspends expected, and Cllr Bonsall asked for an explanation on the different bank accounts the council has.

The Chairperson proposed that a council banner could be paid for from the Chairs Allowance.

RESOLVED: The council agreed to use funds from the Chairs Allowance to pay for a banner for the Parish Council.

6/1202 – Cllr Burgin left the meeting due to a conflict of interest on the s137 item for Friends of Warsop Vale CIC.
Cllrs discussed the application.

RESOLVED: The council agreed to award a s137 grant of £171 to Friends of Warsop Vale CIC.

Cllr Burgin was invited back to the meeting to take part in discussions for the other 2 s137 applications.

Cllrs discussed the applications from Derbyshire Unemployed Workers Centre (DUWC) and The Oaklands Centre.

RESOLVED: The council agreed to award a s137 grant of £500 to the DUWC to continue advising residents from Warsop Parish.

RESOLVED: The council agreed to award a s137 grant of £1,200 to The Oaklands Centre. This was the remaining amount left in the s137 budget.

The Vice-Chairperson proposed that Warsop Carnival invoice the council for the hire of walkie talkies for the Remembrance event.

Cllrs Stephenson, Sorrell and Dackombe removed themselves form the discussion and vote due to a conflict of interest.

RESOLVED: Cllr Simpson abstained from the vote. The council agree to pay the invoice from Warsop Carnival for equipment hire.

7/1202 – The tree inspection recommendation was reviewed.

RESOLVED: The council agree to the quotes from John Booth.

8/1202 – Council discussed that the job descriptions were nearly completed, and Chris had stated that if staff happy to agree them then the council should go ahead and implement them.

RESOLVED: The council agree to terminate the contract with Chris Moses.

9/1202 (budgets/precept), 10/1202 (EV chargers) and 11/1202 (Warsop toilets) were discussed by the council in great depth.

RESOLVED: The council agreed to the increases to NALC and Acer Grounds Maintenance.

RESOLVED: The council agreed to a £2.00 Precept increase on a band D property. The percentage increase works out to be 5.37% on a band D property and this equates to a 17p a month increase for band D properties.

This increase will cover the additional funding required to keep the toilets open for another year and increase the s137 funding.

Any underspend from 24-25 will be used to replace the funds removed from the contingency fund and cover the shortfall in the budget. Any other funds after that will be added to reserves and discussed at the start of the new financial year.

The Clerk stated that she could not guarantee that there would be an underspend.
The Vice-Chairperson asked for the following statement to be recorded – the council should not set a budget by using an underspend from the previous year.

RESOLVED: The Clerk would write to Mrs Briggs with the information from MDC regarding why EV chargers are unable to be installed at this time and to check if the Co-op on the A60 has EV charging.

Cllr Simpson left due to work commitments.

12/1202 – Cllr Bonsall raised questions about an allowance payment from a District Cllr to the Parish Council and its intended use. She was concerned that council funds were being used to fund a private business.

The Clerk explained that was not the case and the money given by the District Cllr was declined by the private business and asked if the council would use it towards funding other tubs for the following year and this would be the council’s contribution towards the project started by the private business.

Cllr Bonsall explained that her hanging basket project is underway and KHTE have checked all the brackets on the properties in the Town Centre. They are continuing with funding and Cllr Andy Wetton has given £200.

13/1202 – Council discussed taking ownership of the memorial bench.

RESOLVED: The council will take ownership of the memorial bench once it’s been installed from or after 1st April. The council will need to create a maintenance budget, complete risk assessments and add this to the council’s audit.

14/1202 – The Clerk did look into the requirements for financial regulations due to the council no longer having an Assistant Clerk. There are some changes that would need to be made but most matters can be covered by adding the relevant tasks and wording to the financial regulations to cover the council and the employee undertaking the new job role.

RESOLVED: The Clerk will make the necessary changes and bring them to a F&GP meeting.

RESOLVED: Minutes agreed and accepted as a true record.

7/1702. CRIME AND DISORDER – REPORT FROM THE WARSOP PARISH TEAM

Apologies for nonattendance, again we are not on shift for tonight’s meeting.

We shall see a very steady increase in crime/ ASB as the days start to draw out.

Off-road motor bikes - ongoing patrols on weekends -appear to see decline in numbers recently although this ASB is weather related!!

Speeding - our mobile enforcement van is regular feature in Medan Vale/ Spion Kop and Bishops Walk.

Damage - with the increase in new houses been built, a lot of reports of damage caused / thefts on these building sites.

There is a national scheme for bike registering that will run on Friday 11th April 25 from 11-12:30 in the Town Hall carpark.

It will consist of residents bringing their cycles to us and we will apply two tamperproof stickers to the frame and completing the form with them and adding the information on the register.

8/1702. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Eddy apologised for not being in attendance due to a planned holiday. A written update was provided to all Cllrs - There are a couple of things to update on. They are looking at improving bus stops across the area and I’ve been following up on one for Cllr Hughes which has been approved in principle however there are issues with the depth of the utilities buried that they are having to look in to. I will send the list when I’m back and it’s fully approved.

I’m chasing up all the roads and have reported the bits outside the Town Hall and the junction on to the high street as well as others. I know there are lots of issues and I continue to chase them.

Budget is at the end of the month, and I will update on that when it’s confirmed. Also, local government reorganisation talks continue, and I proposal will be submitted by the end of March by the County Council.

The Vice Chairperson asked about the locations of the bus stops and the standard of the pothole repairs.

Cllr Burgin said he was disappointed at the repairs to Sycamore Street in Church Warsop. Some places were missed, and others were filled with a bit of tarmac.

9/1702. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Cllr Burgin said the last meeting was to discuss budgets. He mentioned that the Barclays mobile banking van is at the Health Hub on Tuesdays.

Cllr D. Hughes gave an update on Pencil Park and that some damage had been caused but it is unknown by what.

Cllr Stephenson said the comments from the consultation about goal posts on Swallows Green are positive so far.

10/1702. RECEIVE AN UPDATE FROM WARSOP PARISH COUNCILLORS

Cllr Bonsall will look at arranging a litter pick for an area that she has noticed needs some attention.

PUBLIC PARTICIPATION

Eric Hill asked the following questions –

1. Has the council saved any money now the Town Hall has been sold.

2. Does Warsop Parish have a new quota for new houses under the Governments housing increase.

3. Who is responsible for the church wall.

4.He asked why the VE Day event by the council was so early.
He also offered to write a supporting letter for the council in relation to the Precept decision.

5. Liz Phillips asked about how often the minutes are added to the website.

She said that there is now a door ringer installed, CCTV will be installed soon, heaters had been bought for the council office and the council can use the downstairs room for meetings.

11/1702. MATTERS ARISING FROM PUBLIC PARTICIPATION:

The Chairperson gave a response to most points.

1. There was no money saved by saving the Town Hall because it was a case of not being able to afford the costs of running the Town Hall.

3. The council’s responsibilities are for the grass cutting, weeding, tree inspection and tree works within the closed church yard.

4. The event is being tied in with other activities and events like Easter.

5. The website is due to be overhauled and there are some 404 errors being reported.

Cllr Burgin responded to point 2. He said that the new Government have given new targets, and the District Council are currently reviewing the local plan which will trigger a consultation.

12/1702. RECEIVE AN UPDATE FROM WARSOP CARNIVAL COMMITTEE

Planning is underway and going well. The main attraction will be Robin Hood – this will entail all the characters camping at the site, horses and reenacting a battle. The music acts have been confirmed. The date is Sunday 6th July.

13/1702. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Chairperson gave an update -

Amanda will be on annual leave for a week from tomorrow and Gemma will be on annual leave at the end of March.

A list of events has been shared from Gemma. Some Cllrs discussed if the day of the carboot is suitable. Cllr Sorrell stated that starting something new needs time and advertising the event will be key.

The Chairperson proposed that the council offer £200 to Target 1 for the last-minute change of venue for the Christmas event. The Vice-Chairperson asked if that could be increased to £250 due to what was provided.

RESOLVED: The council will pay Target 1 £250 for the use of The Shed for the Christmas event.

14/1702. WARSOP PARISH NEWS – UPDATE FROM THE CLERK

Dates for the forthcoming editions are being decided. The design software trial can be started at any time.

The Chairperson said the trial of the design software needs starting as soon as possible.

Cllr Sorrell asked when she should arrange to sit with Gemma to go through the software trial.

The Clerk and Vice-Chairperson both stated that it would be better for each individual to trial the software at their own time due to different learning methods.
