MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 21ST OCTOBER 2024 at 6.30pm.

RESOLVED: The council accepted the apologies of all Cllrs.
3/2110. MINUTES OF THE PARISH COUNCIL MEETING - Monday 15th July 2024
RESOLVED: Agreed and accepted as a true record.
4/2110. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING
Cllr Burgin asked if the council had received a response from the new Co-op regarding the litter and possibly providing a bin. The Clerk said there was no response yet but she would chase it.
5/2110. MINUTES OF THE STAFFING MEETING – Wednesday 16th October 2024
The following three recommendations were agreed by council:
RESOLVED: The council enter into a consultation period with its employees and seek some advice on the length of the consultation from Chris Moses. The Clerk will also contact the council’s insurance company to see what HR services are covered by them.
RESOLVED: The Chairperson will chase the OH referral and the Clerk will list the requirements from the workplace assessments.
RESOLVED: The council agree to adopt the new sexual and general harassment policy and procedure.
RESOLVED: The minutes were agreed and accepted as a true record.
6/2110. MINUTES OF THE F&GP MEETING - Wednesday 16th October 2024
The Chairperson read through the F&GP minutes and the council either agreed the recommendations or amended them slightly.
RESOLVED: The council agreed as recommended to award £1,000 s137 funding to the Christmas Smile Campaign.
RECOMMENDATION: The council changed the recommendation from the Clerk is tasked with finding actual figures for the Christmas event and design software/training and the rest of the possible reserves list will be discussed at full council.
RESOLVED: The Clerk would provide more in-depth figures and information for all the possible reserves.
RECOMMENDATION: The council increase the precept to cover the £3,177.37 that is required to save the toilets from being closed by MDC.
RESOLVED: The council agreed to cover the remaining monies required to keep the toilets open but would not agree that it would be funded by the Precept. This would be discussed closer to the precept and budget setting meeting.
RECOMMENDATION ONE: The Chairperson recommended that the council should not pay this as the Town Hall was no longer in the council’s possession. The evidence shows the council’s bill for a year is around £700 and Lifespring are asking for above half of that amount for 2 months.
RECOMMENDATION TWO: The Vice-Chairperson recommended that the council ask Lifespring to investigate this matter further. The council can provide them with details from records and come back to the council with an update from their investigation.
RESOLVED: The Chairperson rescinded his recommendation, and the council agreed to follow recommendation two.
RESOLVED: The council agreed as recommended to purchase the High Street Christmas tree only.
RESOLVED: The council accepts the external audit report and amends the errors for next year as per the recommendation.
RESOLVED: The council accept Cllr Butlers resignation, and the Clerk will write to him officially for his service to the council as per the recommendation.
RESOLVED: The council agreed as recommended that Cllr Hardy will continue to monitor the situation once MDC have enforced their new rules. She will bring the information back to full council. The Clerk will find costings for signage or noticeboards as the computer shop will not allow anything to be attached to their wall.
RESOLVED: The council agreed as recommended that they would trial this agenda item to give Parish Councillors a chance to give an update on the works they have been undertaking for the Parish Council. The trial will last 6 months. The Chairperson will ask if anyone wants to share an update and then allow each member their turn to speak.
RESOLVED: The council agreed as per the recommendation that the Clerk will contact highways and the councils’ insurers to obtain the relevant information regarding siting a bench on council property that will be the responsibility of an outside organisation and not the Parish Council.
RESOLVED: As per the recommendation, the Clerk is to investigate the funding options available and help KHTE achieve their funding that way.
RESOLVED: The council agreed as recommended to follow its previous decision and seek legal advice for the lease agreement. The money will be used from the relocation budget pot as originally agreed.
RESOLVED: As recommended the interview panel will give a summary of the candidates, and each member can cast their vote as they see fit. The voting will be by a show of hands as per transparency and council rules unless a member of the council proposes a paper ballet.
The Chairperson proposed a paper for the voting of the co-option.
Each candidate introduced themselves to the council and gave a speech.
RESOLVED: The council co-opted Siobhan Sorrell who received a majority of the votes.
RESOLVED: The minutes were agreed and accepted as a true record.
7/2110. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM
The police team were on rest days but provided a report.
8/2110. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL
Cllr Eddy congratulated the new candidate co-opted on to the Parish Council and then read through her update. She informed members that the highways manager had visited the Parish today. The following items were discussed –
The road markings near to the new Leisure Hub development.
Various areas and streets with resurfacing issues and potholes.
Visited a property on the A60 regarding vibrations from large vehicles on the road.
Sookholme has seen repainted road markings but there was no suitable place to install a camera. She asked if the speed watch project could add this area as a hotspot.
She is still chasing an update on the adoption of the road on Woodlands Way in Spion Kop.
She has contacted the County Cllr for the Bassetlaw development that causes highways issues for Netherfield Ward.
Most of her allowance has been spent but still has enough to donate to Christmas Smile and the Youth Club.
She asked if the Parish Council would work with her to try and improve the declining High St due to the latest Co-op development.
She informed members that she has undertaken a new role – Chair of health and well-being. They have been reviewing food sustainability in Notts.
Parish Cllrs asked if Sycamore Street and York Terrace had been discussed further for resurfacing.
Cllr Eddy said the highways inspector will be scheduling a visit to the worst areas in the Parish.
Cllr Bonsall asked for Sherwood St to be included in promoting our local shops/businesses.
Cllr Hardy stated that the council should work with Cllr Eddy on promoting our town centre.
The Chairperson asked if there was any update on the traffic lights for Stonebridge.
Cllr Eddy said there hasn’t been any update.
9/2110. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS
Cllr Hughes reminded members that the Pencil Park clean up would be on Wednesday 23rd October in Meden Vale. He is looking for volunteers to work alongside Mansfield District Council employees to tidy up the park.
Cllr Burgin gave an update on the Leisure Hub. The usage and membership figures show that the Hub is doing much better than originally anticipated. He stated it was one of his proudest achievements. He thanked all the members of the public who took part in the budget consultation. The results have been collected and he will be reviewing them shortly.
Cllr Stephenson informed members that the development on Longden Terrace has ceased due to the developer going bust. The hope is that a new developer will agree terms to take over the project.

10/2110. MATTERS ARISING FROM PUBLIC PARTICIPATION:

11/2110. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED
There was no update from the Clerk. The Chairperson asked members to consider adding a duty to the Chairperson role for now and in the future. The Chairperson would be expected to attend all Warsop Carnival meetings and feedback an update to full council. Cllrs Bonsall and Burgin agreed that a member of the council should attend the meetings but not the Chairperson due to the role already having many duties to carry out and then the Chairperson would need to declare an interest, meaning they would have to abstain from any votes on funding, etc. Cllr Simpson suggested that someone from the Carnival Committee attend the Parish Council meetings considering the funding provided every year. The Clerk informed members that the full council agenda used to include a carnival update. Cllr Hardy proposed that the item be included back on the agenda. The Chairperson proposed that the council nominate a member of the council to attend the carnival meetings.
RESOLVED: The council agreed to add the carnival update item back on the agenda and that the council will nominate a member to attend Carnival Committee meetings. This could be one of the Cllrs already on the committee.
17/2110. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK
Cllrs need to send their articles through to the Assistant Clerk as the deadline has now passed.
13/2110. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH
Due to the development of the Leisure Hub on Carr Lane, some hedgerows were removed. Cllr Burgin is arranging for some new hedgerows to be planted within the next month or 2 and asked if anyone would like to take part in the planting of these.

RESOLVED: Council agreed unanimously to pay the outstanding payments, however the Lifespring payment is dependent on the contract being agreed. Proposed Cllr Stephenson, Seconded Cllr McGuiness – agreed unanimously.
