MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 18TH NOVEMBER 2024 at 6.30pm.

RESOLVED: The council accepted the apologies of all Cllrs.
3/1811. MINUTES OF THE PARISH COUNCIL MEETING - Monday 21st October 2024
Cllr Dackombe made an observation that his name was not listed on the list of councillors who gave their apologies.
RESOLVED: The Clerk will rectify the error.
RESOLVED: Agreed and accepted as a true record.
4/1811. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING
Cllr Burgin asked if the council had received a response from the new Co-op regarding the litter and possibly providing a bin. The Clerk said the letter hadn’t been received by the Co-op, but they responded to the email that was sent. The Co-op will ask their maintenance team to monitor that area.
Cllr Bonsall asked for an update on the following resolved items:
- Contract consultation process for employees.
- The OH referral process
- The water invoice from Lifespring Church
- Has the letter been sent to Roy Butler
- Have costings been found for the signage/noticeboard for the council car park
- Has highways and the council’s insurer been contacted regarding the memorial bench that was purchased by an outside organisation
- Has a meeting been arranged with KHTE about funding
The Vice-Chairperson and Clerk responded to the points raised by Cllr Bonsall.
- The Vice-Chairperson responded to point 1 and said that was on her list of jobs
- The OH referral is processing as it should
- The water invoice would be discussed under the F&GP agenda item as this is where it was discussed on 13th November
- The letter to Roy Butler is still on the Clerks to do list
- The Clerk gave an update on the research she’d done into the signage and noticeboards. This will come back to a F&GP meeting
- Highways have been contacted and will not pose an issue as its Parish Council land. The insurance company is still to be contacted
- The Clerk has spoken to Jenni and will be arranging a meeting
5/1811. REVIEW THE MEETING NOTES FROM A LIFESPRING CHURCH MEETING WITH THE CHAIRPERSON AND VICE-CHAIRPERSON
The council made no comments on the notes. The Vice-Chairperson said they would communication open between the council and Lifespring Church.
6/1811. MINUTES OF THE F&GP MEETING - Wednesday 16th October 2024
Updates
3/1311 – The council hadn’t received any s137 applications.
4/1311 – The council had already resolved to pay any increases from the NJC and process the back pay from April.
5/1311 – The Assistant Clerks salary payments will be resolved in Novembers pay.
8/1311 – KHTE were going to monitor the maintenance of the noticeboards free of charge along with Cllr Bonsall.
Decisions
6/1311 – Water invoice from Lifespring Church
RESOLVED: The Clerk is to contact Lifespring again and reiterate the original decision made by full council and ask them to investigate the matter by contacting the water company and providing official evidence on the outstanding amount. A meeting will then be arranged between the council and Lifespring Church.
7/1311 – Co-option and interview panel
RESOLVED:
Cllrs Burgin, Dackombe and Mcguiness will form the interview panel and arrange a time and date amongst themselves and then liaise with the candidates.
RESOLVED:
9/1311 – Budget and reserve funds
RESOLVED: The Christmas fund be increased to £15,000 but the Assistant Clerk is to work towards a total of no more than £13,500
RESOLVED: The council try the 30-day free trial and report back after the 30 days. Consider who will use this software and seek assurances before committing to sign up to a monthly cost. The Vice-Chairperson will obtain some advice on what training is required.
RESOLVED: Agreed and accepted as a true record.
7/1811. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM
The police were unable to attend but were keen to start liaising with a council representative for them to update the council at every meeting.
RESOLVED: The council agreed that Cllrs Sorrell and Hughes would arrange a liaison meeting with the police and report an update at the next council meeting.
The Vice-Chairperson shared a brief update from PC Kev Agar. The crime figures overall seemed to be level. An issue with a bike driving dangerously around the parish has been a problem and the horse box parked on the pavement and road on Carr Lane had been reported to the council by multiple members of public. PC Agar said he would look into the matter.
8/1811. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL
Cllr Eddy gave her apologies for not being able to attend.
9/1811. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS
Cllr Burgin said that next week will be their full council meeting. The budgets will be reviewed by the scrutiny committee before going back to the cabinet and full council in January for approval.
The Hub will be running indoor bowling sessions.
Cllr Hughes shared his disappointment that no volunteers turned up to the Pencil Park clean up that he’d arranged. He thanked MDC for the work they did.
The Meden Vale Remembrance service was better attended than last year.
10/1811. RECEIVE AN UPDATE FROM WARSOP PARISH COUNCILLORS
Cllr Dackombe spoke about a bereavement group he runs once a month with Cllr Stephenson at Mansfield Refillery on High Street. He shared that he would be arranging another Christmas memorial service to be held on 17th December at the Vibrant Venue.

11/1811. MATTERS ARISING FROM PUBLIC PARTICIPATION:

12/1811. RECEIVE AN UPDATE FROM WARSOP CARNIVAL COMMITTEE
Cllr Dackombe said that funding was going to be an issue for 2025. They no longer have the carnival charity shop and may have to look at cutting free activities from the event program.
Cllr Eddy has already provided money from last year’s carnival and is unable to give anything else or committee to give more next year due to her not standing for re-election.
Sherwood Outlaws will be performing and character walking at the 2025 event.
Cllr Burgin offered some of his ward allowance in the new financial year.
13/1811. RECEIVE AN UPDATE ON THE PARISH COUNCIL BUSINESS PLAN – CLLR HARDY
Cllr Hardy read through the plan and gave updates that were available on the main priorities.
Speed awareness – this will be scheduled to start in spring when the weather should be better.
WPN – the paper is due to be printed on Friday and delivered to the Town Hall next Wednesday.
Noticeboards – Cllr Bonsall reiterated what was in the F&GP minutes that were discussed under 6/1811.
Cllr surgeries – Cllr Stephenson will be holding a District Councillor surgery once a month after the bereavement group meeting at Mansfield Refillery. Cllr Dackombe will also be present, and other Cllrs can join to include Warsop Parish Councillors.
Website/social media – The will be starting in 2025.
Bingo site – This has stalled since the resignation of Cllr Butler.
WPC review – This has been moved to 2025.
Training – This is ongoing.
14/1811. RECEIVE AN UPDATE FROM THE REMEMBRANCE EVENT – CLLR HARDY
Cllr Hardy gave members a written update from the event and added that the drummers were amazing and really helped create a good atmosphere. The service was good, and the working party made a lot of improvements to this year’s event.
Cllr Hardy thanked everyone involved and in particular the Air Cadets and Maddy Pritchard at Vibrant Warsop who were instrumental in arranging the drummers.
RESOLVED: The council agreed to write to thank the Air Cadets and Maddy Pritchard. The Clerk thanked Cllr hardy for her tireless effort and hard work in arranging the Remembrance event for the Parish Council.
15/1811. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIRPERSON/CLERK IF REQUIRED
All Cllrs received a Christmas event sheet that confirmed their roles for the Christmas open night on Saturday 7th December.
A list of points regarding the lease for the Town Hall raised by the council’s solicitor was given to all members. Some comments were made on the points raised and a decision was made to extend the time for Cllrs to go over the points due to only receiving the information on the day of the meeting.
RESOLVED: Cllrs will have until the end of the week to submit comments to the Clerk about the points raised. The Clerk will contact the solicitor with any comments and ask her to communicate with Lifespring. The council will look to arrange a EPCM in December to agree the final copy of the lease.
16/1811. WARSOP PARISH NEWS – UPDATE FROM THE CLERK
This was discussed under item 13/1811.
17/1811. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH
Cllr Hughes already discussed his update under MDC.
Cllr Burgin informed members that there was a bin missing from The Carrs and MDC are trying to arrange a replacement. He is working with Cllr Stephenson on a possible project on Swallows Green and can hopefully share more details soon.
