Meeting Minutes 17 June 2024

MINUTES of the Parish Council meeting held in the Council Chambers at Warsop Town Hall on MONDAY 17TH June 2024 at 6.30pm.

Amanda Cooper (Clerk) asked the meeting to appoint a temporary Chairperson to start the meeting. Cllr K Hardy took this role.

3/1706. ELECTION OF CHAIRPERSON

Cllr A Burgin proposed Cllr J Stephenson and Cllr D Hughes seconded it.

RESOLVED: It was unanimously agreed that Cllr J Stephenson would become Chairperson of Warsop Parish Council.

4/1706. ELECTION OF VICE-CHAIRPERSON

Cllr R Butler’s email was read out. Cllr A. Burgin proposed Cllr K Hardy and Cllr J. Stephenson seconded it.

RESOLVED: It was unanimously agreed that Cllr K Hardy would become Vice-Chairperson of Warsop Parish Council.

DECLARATIONS OF ACCEPTANCE OF OFFICE

Declarations of Acceptance of Office for the Chairperson and Vice-Chairperson were signed and witnessed by A. Cooper, The Proper Officer.

5/1706. MINUTES OF THE PARISH COUNCIL MEETING - Monday 13th May 2024

Cllr Burgin proposed they be accepted, and Cllr Hardy seconded it.

RESOLVED: Agreed and accepted as a true record.

6/1706. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

Cllr K Bonsall asked for clarification on voting for someone who isn’t present. A Cooper confirmed that the Chairperson needs to be present as they have to sign the paperwork, but there is no official information available regarding Vice-Chairperson.

Cllr K Hardy asked for confirmation on the F&GP and Staffing Working Party vacancies after the recent changes. It was confirmed that the current members are Cllrs J Stephenson, K Hardy, K Bonsall, N McGuiness and P Dackombe (PD to be confirmed since stepping down as Vice- Chairperson.) There is currently one vacancy on each working party.

Cllr K Bonsall confirmed that the training was now group training 24th June 2024: currently confirmed are Cllrs K Bonsall, N McGuiness, P Dackombe, D Barlow and K Hardy. There are still spaces if any other councillors wish to attend.

The work done on workstations needs to be looked at as D Scaysbrook’s wife did the initial assessments.

7/1706. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

PC Kev Agar provided a report.

Thanks were given to the police for providing a report. Cllr Stephenson was concerned regarding the numbers re violence and ASB however there was no comparison available. Cllr Burgin wanted to acknowledge the work they had done resolving Carr Lane Park damage. Cllr Bonsall wondered that if it would be possible for a councillor to meet with the police outside of the meeting so they can ask questions and bring the report to the meeting.

8/1706. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

No report from NCC.

9/1706. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Cllr Burgin said that the Hub opening has been moved to 18th July due to the General Election. He will check to ensure the Chairperson receives an invite. Because of the election/purdah things are quiet at the moment.

Cllr Hughes asked if there has been a reply from Bassetlaw regarding the concerns on the planned new housing. A. Cooper said we have not had a reply yet and she will chase.

Cllr Stephenson said that things are progressing well with the Beale site in Mansfield Town Centre and most groups are still signed up to be part of it. (NTU have dropped out, but this won’t derail plans.)

10/1706. PUBLIC PARTICIPATION

No questions.

11/1706. MATTERS ARISING FROM PUBLIC PARTICIPATION:

No matters arising.

12/1706. TO DISCUSS AND APPROVE THE INTERNAL AUDIT REPORT AND THE AGAR

Cllr Stephenson advised that due to timescales it was not possible to provide this information until the meeting. In view of this he asked if anyone wanted more time to read through the document.

A Cooper said it was completed 3rd June and she spoke to the auditor last week on Monday (10th. She has a number of issues to raise with the council about the outcome – it won’t change the audit but we can acknowledge them.

The auditor stated there is no 137 policy. This is incorrect as we have a policy in place. The auditor never asked to see this.

Website: some items are not correct on the website – error notification, document in wrong place – these had been sent to the website developer and he hadn’t actioned them.

The figure from the insurance company had same asset register as last year and it wasn’t flagged up.

A couple of councillors said they would like more time to view the documents as they hadn’t seen an audit previously. And would therefore abstain in any vote. It was agreed that they could arrange time with Amanda to call in the office for her to go through this with them.

RESOLVED: The audit was accepted; 4 votes in favour and 2 abstentions.

A Cooper left the meeting.

13/1706. TO DISCUSS THE s137 APPLICATION FROM WARSOP CARNIVAL

Warsop Carnival committee have requested £4000 towards this year’s carnival. Cllr Stephenson went through the application including costs, income streams and bank details.

There was discussion about the application and the number of events being included this year. Whilst the event has grown in size they are still only asking for £4000.

RESOLVED: The council unanimously agreed to the £4000 s137 contribution to the Carnival Committee.

14/1706. TO DISCUSS AND DECIDE ON A COUNCILLOR(S) TAKING ON THE FOLLOWING TASKS, TREE MEMORIAL FOR CLLR MORRIS AND EXTRA FLORAL DISPLAYS

A request was made for Councillors to take these items forward.

RESOLVED: Cllr Bonsall agreed to liaise with Mrs C Morris regarding the tree planting.
Cllrs K Bonsall and N McGuiness will arrange for the two floral displays to be collected from MDC to be sited near Boyes and the Fashion Shop.

15/1706. BUSINESS PLAN 2024-25

Cllr Hardy went through the draft Business Plan with councillors. There was discussion around different areas and also prioritising each area.
Cllr Bonsall requested an update on the Noticeboards.

RESOLVED: Cllr Hardy to update the Business Plan following the discussion and send it out to councillors to be agreed at the next meeting.

16/1706. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

Cllr Stephenson brought up the following items:
Bingo Site Working Party: needs to be started as we need to show progress in attracting business to the town.

Review of WPC: this is a high priority for the council and needs to be started.
Archive: Cllr Hardy asked for councillor input to be sent to her for the Yearbook.
Warsop Carnival Stall: Cllr McGuiness asked for the council to agree a stall on this year’s carnival, and for support from councillors to man this for a couple of hours.

RESOLVED: The council unanimously agreed a payment of £50 from the Chair’s Allowance towards the cost of the stall and any items needed.

17/1706. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

Cllr Stephenson went through the dates in place for the next issues and asked for councilors to submit any articles or updates by 17th July 2024.

18/1706. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH

Cllr Burgin said that grass cutting has been a challenge this year. He’s had to pass on some complaints about the cemetery, and this has improved since he had a meeting with the Park’s Manager. The rain has made it more difficult to cut to a schedule.

Cllr Stephenson said that Swallow’s Green have added an addition to the original path, and they’re planning to put flowers beds along the path as well. A huge amount of rubbish has been pulled out and put in a skip. Amazing job done by the park volunteers.

    • 25 Rectory Road, Church Warsop - SINGLE STOREY REAR EXTENSION.
    • 67 Ocean Drive, Warsop - REPLACEMENT ROOF (INCORPORATING INCREASED PITCH AND DORMER WINDOWS), SINGLE STOREY REAR EXTENSION AND TWO STOREY FRONT EXTENSION.

Cllr Stephenson updated the meeting regarding a planning matter on Sherwood St.
