2/1609. APOLOGIES
Cllrs A. Wetton (work), D. Barlow (extended) and G. Simpson (family emergency).
RESOLVED: The council accepted the apologies of all Cllrs.
The Chairperson moved crime and disorder to accommodate the police team’s schedule.
5/1609. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM
PCSO Dee Eyre introduced the new Sgt for the Mansfield North team which includes the Parish of Warsop. Sgt Jim Bray introduced himself and explained that he had been placed as Sgt for Mansfield North on a permanent basis after temporarily being in charge of the team for the past few months. He said that figures for crime are showing a reduction, however, this area shows a higher than proportionate drug problem. From 7th October there will be 2 beat managers on the team, and these will be split into 2 groups of 4. He has plans to run 2 separate operations and the Parish of Warsop will be the main target of these operations. These operations will concentrate on drugs, speeding vehicles and uninsured vehicles. There will also be a dedicated anti-social behaviour car that will be used on Friday and Saturday nights to alleviate any inappropriate behaviour or incidents.
3/1609. MINUTES OF THE PARISH COUNCIL MEETING - Monday 15th July 2024
The Chairperson added the minutes of the Finance and General-Purpose meeting and Staffing meeting on Wednesday 10th July and the Extraordinary Parish Council meeting on Wednesday 31st July.
Cllr Stephenson’s name was spelt incorrect and the date on the staffing minutes which read 25th August needing amending to the 10th August.
RESOLVED: Agreed and accepted as a true record.
4/1609. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING
Cllr Bonsall asked that council to monitor the attendance numbers at the staffing working party meetings with the intention of changing it to a committee if the quorate rules are being met. The F&GP working party meeting attendance is also being monitored.
6/1609. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL
Cllr Bethan Eddy gave her apologies but provided the following update.
I have just over £1000 of my councillor divisional fund. I have donated to the carnival, the road closure for remembrance parade and to the hygiene poverty campaign. But if there are any other community groups that would like to apply then please email me and I will look into it.
I have been chasing up a number of outstanding issues, mostly highways that seem to be taking longer than normal to sort. I have been in contact with the highways manager regarding numerous road surfaces but if there are any further, please let me know and I know in the Summer they have tried to catch up on the issues. I have asked for an update on the traffic lights at Vale Avenue and Sookholme. I have asked the highways manager to meet with me again, so if you would like to join me then please let me know. With regards to the Warsop signs (picture ones) we are struggling to find out who is responsible, but I will keep chasing. 7/1609. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS
The next full council meeting will be Tuesday 17th September. The council currently has a public consultation running until 6th October on budgets for the next financial year. In the next few months there will be more lighting installed at the Carrs towards the bungalow. The council are still trying to resolve the housing block issues in London and are having to adhere to the new rules brought in from the Grenfell Tower incident. The Beales redevelopment is still moving forward as planned.
PUBLIC PARTICIPATION
Nicola Hughes raised concerns about the buildup of litter around the bus shelter area near Hetts Lane since the new Co-op has been operating. She said her and a friend had been collecting rubbish 3 times a week while out walking around the Carrs and surrounding area.
8/1609. MATTERS ARISING FROM PUBLIC PARTICIPATION:
The Chairperson proposed that the Parish Council write to the Co-op asking for assistance and their co-operation regarding this matter.
Cllr Burgin informed members that a few years ago there was a problem with bins being set on fire which meant some were removed. Most have been replaced with a closed lid bin, but some have been missed off the list.
RESOLVED: The council will write to Lincolnshire Co-op regarding this matter.
9/1609. DISCUSS AN UPDATE ON THE COUNCIL’S BUSINESS PLAN – CLLR HARDY
Cllr Hardy read through each high priority and gave a brief update on each. Christmas was covered by the Clerk.
Christmas – a list of roles was given to Cllrs and a request for others to volunteer was made. Cllr Hughes confirmed he and his wife would volunteer, and Cllr Dackombe might be able to volunteer on the night too.
Noticeboards – these are now being monitored by Cllr Bonsall and a number of the noticeboards are in a poor state. The Clerk suggested that Cllr Bonsall and KHTE do a site visit to discuss any maintenance issues.
Carnival – the council’s stall at the carnival was successful.
Website/social media – there is more work to do on these.
Bingo site – Cllr Butler has started a working party and is trying to find ways to oppose the planning for houses on the site. He would like to seek the help and advise from the new MP. Cllr Burgin stated that the MP could not get involved.
Warsop toilets – this is likely to be discussed in more depth over the coming months when MDC start setting budgets. The Clerk explained that MDC had not invoiced WPCs part of the payment and had been told the money would be taken from the precept. The Clerk explained she had asked for an invoice but was told we didn’t need one. Cllr Burgin would contact MDCs finance officer to get this matter resolved. Cllr Mcguiness was still trying to find funding options to help with the cost of the toilets.
10/1609. RECEIVE AND DISCUSS THE REMEMBRANCE EVENT MEETING NOTES – CLLR HARDY
Meeting notes from the 24th July were shared with members. A spelling error was highlighted – Catherine should say Katherine. Cllr Dackombe offered to volunteer at the event and more volunteers were required for marshal roles.
11/1609. RECEIVE AN UPDATE AND DISCUSS FURTHER PROGRESS SINE JUNE ON THE MEMORIAL GARDEN FOR FORMER CLLR GLYNN MORRIS – CLLR BONSALL
Cllr Bonsall shared some photos of a mosaic piece on the floor near where the council’s car park is. She had looked at the area originally stated by council and some others along the A60 towards the Carrs. She suggested that a bench be placed near the mosaic and multiple plaques could be attached. She explained that her husband and Cllr Mcguiness’s husband could do the foundations of the bench, and the council could fund the other costs.
Cllr Burgin appreciated the efforts of Cllr Bonsall but stated that the council had agreed a memorial tree within the grounds of the Parish Councils car park. Council finances are very restrictive.
The Chairperson suggested that ideas and costs for a memorial tree should continue to be looked at.
The Clerk mentioned that the areas suggested could possibly be in the conservation area.
RESOLVED: It was agreed that the council would look into the costs for a memorial tree. Cllr Mcguiness would work with the Clerk to see if there was any funding available for any other options.
12/1609. DISCUSS THE TOWN HALL LEASE AGREEMENT WITH LIFESPRING AND DECIDE ON SEEKING LEGAL ADVICE FROM THE COUNCIL’S SOLICITOR
Cllrs Bonsall and Mcguiness left the meeting due to a conflict of interest.
A copy of the lease agreement from Lifespring Church drafted by their solicitor was distributed to all members. The Clerk suggested that the council’s solicitor should review and advise on the agreement. This advice was budgeted under the relocation fees.
Cllrs Bonsall and Mcguiness returned to the meeting.
13/1609. DISCUSS THE MDC CAR PARK CONSULTATION AND THE INCLUSION OF THE PARISH COUNCILS CAR PARK
Cllr Burgin left the meeting due to a conflict of interest.
The Chairperson briefly explained about Mansfield District Councils car park consultation and what effects that will have on the district owned car parks in Warsop Parish. Cllrs shared multiple options for the Parish Council owned car park.
RESOLVED: Further discussions should be held at the next F&GP meeting.
Cllr Burgin returned to the meeting.
14/1609. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED
Staff annual leave – Upcoming annual leave is as follows:
Amanda - 18th Sept – 1 week
Gemma – 25th Sept – 2 weeks
Christmas closure times – This year’s 2 weeks fall from 23rd December to 6th January.
New agenda item – A Parish Cllr update section – there is a section for MDC Cllrs so it would only seem fair to allow a section for Parish Cllrs. This would be for updates only, not proposals and motions. The actual rule around the agenda is that every item should be specific to the item the council are discussing and not allow for members to go off topic. Some rules could be put in place for any of the Cllr updates, this could be a time slot or only allow for a certain number of items to be brought up, etc. Standing Orders would need to be adhered to and how long the meeting can run for. Normally if the meeting over runs, you would move any items over to the next agenda.
RESOLVED: The Clerk will create some options on what rules could be enforced and discuss them at the next F&GP meeting.
Storage inventory – Cllrs have offered to organise and do an inventory of the storage unit due to both members of staff being short on time. Please speak to the Clerk to arrange access.
Thank you – The Clerk expressed her heartfelt gratitude to the Assistant Clerk. She has been amazing throughout the past few months and her support has been unwavering while managing the running of the council on her own. The Chairperson also added his and the councils’ thanks.
Speed awareness – The speed awareness training was scheduled for Sunday 15th September. There were 3 people in attendance and some practical experience was undertaken. The council will need to look into purchasing some bigger hi-vis jackets and smaller road signs. The Clerk explained that the items purchased were on the advice of the police and most of the budget was used. Cllr Burgin offered to use some of his Ward Allowance.
The Chairperson explained that the council has received 2 co-option applications and asked members to volunteer for the interview panel.
RESOLVED: Cllrs Stephenson, Hardy, Mcguiness, Burgin and Dackombe offered to be part of the interview panel. Only 3 Cllrs will make up the panel.
15/1609. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK
The Clerk read an update from the Assistant Clerk on the September edition. The 4-page paper was created with the new designer and printing company. A lot of information was cut from the paper due to it only being 4 pages – this is due to the current review of Warsop Parish News. It was discussed that the next edition would be 8 pages.
RESOLVED: It was agreed that the next edition of the paper would be 8 pages plus the 4 from Vibrant Warsop.
16/1609. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH
Cllr Hughes has a meeting with MDC parks department regarding some repairs to the Meden Vale park. Cllr Burgin said residents were concerned regarding the doorstep green as there has been no communication from the agent working for the Fitzherbet estate.
