MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 15th JANUARY 2024 at 6.30pm.

2/1501. APOLOGIES

Cllrs A. Wetton (planning meeting), J. Stephenson (planning meeting) and D. Barlow (extended apologies).

RESOLVED: The council accepted the apologies of all Cllrs.

The Chairperson announced a minute’s silence would be held for the passing of Cllr Glynn Morris.

3/1501. MINUTES OF THE PARISH COUNCIL MEETING – Monday 20th November 2023

Cllr Burgin proposed they be accepted.

RESOLVED: Agreed and accepted as a true record.

4/1501. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

There were no matters reported.

5/1501. AGREE AND APPROVE THE RECOMMENDATIONS AND MINUTES OF THE F&GP MEETING – Wednesday 10th January 2024.

3/1001 – As per the recommendation, the council discussed the progress of the asset transfer. The answered document from Lifesprings solicitor was reviewed and the EPC that is required by the council for the Town Hall was considered.

RESOLVED: The document can be sent to the council’s solicitor and delegated powers are given to the Clerk to arrange and book an EPC.

4/1001 – The first recommendation was discussed under 3/1001 and all others were discussed.

RESOLVED: The council agreed to cancel the February meeting due to the relocation of the Parish Council and completing the asset transfer.

RESOLVED: It was agreed that the items and equipment needed for the relocation would be added to the budgets and discussed at the precept meeting.

5/1001 – Cllrs read through the quarterly budget information and asked if money could be moved from the war memorial section into the phones/broadband section to remove the loss that is currently showing.

RESOLVED: The March edition of Warsop Parish News would be cancelled due to the printing firm closing at Christmas.

RESOLVED: The quarterly budgets were accepted, and the council agreed to move the war memorial section into the phones/broadband.

6/1001 – The precept recommendation was discussed, and the Chairperson made a new proposal to move the precept decision considering the information for the public toilet and giving officers time to provide the most accurate figures. Cllr Dackombe asked about the WPN review and if he could get involved.

RESOLVED: The council agreed to move the precept decision to Wednesday 7th February.

RESOLVED: It was agreed that Cllr Dackombe would join the WPN review.

8/1001 – The council discussed the resignation letter and new Vice-Chairperson position.

RESOLVED: The council accepted Cllr Barlow’s resignation from the Vice-Chairperson position. A letter of thanks will be sent to Cllr Barlow.

RESOLVED: Cllr Derek Scaysbrook was recommended for the Vice-Chairperson position and the council agreed.

9/1001 – The council spoke about Cllr Glynn Morris and all his hard work during his time as a Parish Cllr.

RESOLVED: The vacancy notice will not be published until February and the council agreed to plant a tree in the Parish Council car park in Cllr Morris’s memory.

RESOLVED: The agreement that candidate Nadine Mcguiness would bypass the interview stage of the next Cllr vacancy was extended by 3 months.

10/1001 – Discussions on the community award took place and the following agreements made.

RESOLVED: The council will write to Graham Hall to congratulate him on his BEM award.

RESOLVED: The recommendations on the community award were discussed but the council agreed to defer this item until March.

11/1001 – The bingo site discussions were halted, and it was suggested that this item be deferred.

RESOLVED: The council agreed that this item be deferred to the March meeting due to the current asset transfer being the current priority.

12/1001 – A brief discussion on the current situation on cleaning needs was spoken about.

RESOLVED: The council agreed that they should ask Lifespring to inspect and monitor the toilets after each group’s use.

6/1501. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

PCSO Kath Spowage and Dee Eyre were called out so were unable to give an update.

7/1501. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Bethan Eddy gave her apologies due to illness.

8/1501. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Councillor Burgin gave an update.
The budget meeting is next week and will see the council needing to make 5 million pounds of savings. He is hoping that with WPC support, the public toilets can be kept open.

The Health Hub is still running to schedule and will hopefully be open this summer.

Friends of the Carrs have had the water bailiffs reporting that fish are being removed from the Mill Dam. This is illegal and should be reported.

The Chairperson asked if MDC Cllrs were receiving a 5% increase in their allowance.

Cllr Burgin confirmed that the independent panel who sets the budgets on the allowances had recommended an increase in line with the increase in staff wages. However, they are planning to propose that it’s not accepted, and the money used for funding towards CIC groups.

PUBLIC PARTICIPATION

David Spivey asked about more information on the planning item number 2 for Stonebridge.

09/1501. MATTERS ARISING FROM PUBLIC PARTICIPATION:

Cllr Hughes mentioned solar panels or the provision for solar panels was a new consideration for the application.

Cllr Burgin had some information that suggested the developers were trying to remove some of the original conditions of the application that allowed it to be passed by planning. This included the buffer zones and would impact the SSSI.

10/1501. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

1) Members were given some meeting notes form the Christmas debrief from 10th January. The Assistant Clerk gave an overview of the meeting. The event was well attended with a few issues that were overcome on the day and there was an under spend of around £2,000. It was discussed that the layout used for 2023 would stay the same with the same road closure in place. Entertainment will need to be booked in as soon as possible. Extra security would also be arranged to cover the road closure. There were 2 dates given for the 2024 Christmas event.

RESOLVED: The council agreed Saturday 7th December 2024 for the Christmas open night.

The Chairperson asked for her thanks to be recorded for organisation that goes into the Christmas event.
Cllr Burgin asked if a thank you email could be sent to Barry Snowdon for his role at the Christmas event.

2) Staff appraisals are booked in for the end of January and will lead into the council’s vision for the Parish Council without the Town Hall.
Cllr Bonsall asked to join the staffing working party in place of Cllr Glynn Morris.

RESOLVED: Cllr Bonsall will be added to the staffing working party.

3) Cllrs discussed the meeting notes and information sent from MDC regarding the public toilets in Warsop and the huge savings that the District Council must make. All Cllrs agreed that they would like the toilets to stay open and that one of the ways this could be achieved is by increasing the Parish Precept. Other options on how many days they would stay open, coin operated or allowing access to the disabled toilet for everyone were considered. Suggestions were made on finding a solution in the short term but planning for the future and if a CIC or charity could become involved in operating the toilets.

RESOLVED: The council would take this decision to the precept budget meeting on Wednesday 7th February. The Clerk will provide a list of questions that Cllrs can ask members of public for feedback on this issue. A detailed description will be given on the Parish Precept, the amounts considered by WPC for the increase and information that other authorities could or have increased their portion of the council tax.

11/1501. WARSOP PARISH NEWS – UPDATE FROM THE CLERK

Any updates had been discussed under minutes of the F&GP meeting.

12/1501. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH

Cllr Burgins update was given under the Mansfield District Council update. No other updates given.
