Annual Meeting Minutes 13 May 2024

MINUTES of the Annual Meeting of the Parish Council meeting held in the Council Chambers at Warsop Town Hall on MONDAY 13TH May 2024 at 6.30pm.

Present:

Minutes

1/1305. ELECTION OF CHAIRMAN

Cllr K. Hardy proposed Cllr D. Scaysbrook and Cllr A. Burgin seconded it.

RESOLVED: It was unanimously agreed that Cllr D. Scaysbrook would become Chairperson of Warsop Parish Council.

2/1305. ELECTION OF CHAIRPERSON

Cllr A. Burgin proposed Cllr J. Stephenson and Cllr K. Hardy seconded it.

The Clerk gave some information on voting for someone who wasn’t present at the meeting –

Votes should be cast in person at the meeting of the item that’s being decided.
The strict rules of signing the Acceptance of Office at the meeting to which he or she is elected are only applicable to the Chairperson. The council normally asks the Vice-Chairperson to sign the Acceptance of Office, but I could not find any legislation to confirm this is a requirement.

I could not find any information relating to the member of council being nominated for Vice-Chairperson to be present at the meeting. A Vice-Chairperson is not a required role.

The Clerks’ conclusion would be that the correct and proper way would be for the council member being nominated, either by themselves or by others, should be present at the meeting. A proxy vote should not be allowed. However, there isn’t much information relating to this issue and nothing states the absent member cannot be nominated. It would be wise for the council to consider this decision and any possible consequences.

Cllr D. Scaysbrook proposed Cllr P. Dackombe and Cllr K. Bonsall seconded it.
Each candidate gave a brief speech about the role and what they could bring to it. Cllr Burgin read out Cllr Stephenson’s speech.

RESOLVED: A vote was carried out for the 2 possible candidates. There were 2 votes for Cllr Stephenson, 3 votes for Cllr Dackombe and 1 abstention. Cllr P. Dackombe would become the Vice-Chairperson of Warsop Parish Council.

3/1305. DECLARATIONS OF ACCEPTANCE OF OFFICE

Declarations of Acceptance of Office for the Chairperson and Vice-Chairperson were signed and witnessed by A. Cooper, The Proper Officer.

4/1305. ELECTION OF FINANCE & GENERAL-PURPOSE WORKING PARTY MEMBERS

6 members are required for the working party, and this includes the Chairperson and Vice-Chairperson. Cllrs raised their hands if they wanted to join the working party.

RESOLVED: The new members of the F&GP Working Party are Cllrs D. Scaysbrook, P. Dackombe, K. Hardy, K. Bonsall and N. Mcguiness. There is one vacancy left.

5/1305. ELECTION OF STAFFING WORKING PARTY

6 members are required for the working party, and this includes the Chairperson and Vice-Chairperson. Cllrs raised their hands if they wanted to join the working party.

RESOLVED: The new members of the Staffing Working Party are Cllrs D. Scaysbrook, P. Dackombe, K. Hardy, K. Bonsall and N. Mcguiness. There is one vacancy left.

7/1305. APOLOGIES

Cllrs A. Wetton and Stephenson (planning meeting), R. Butler and D. Barlow (ill), D. Hughes (holiday) and G. Simpson (family commitment).

RESOLVED: Council accepted the apologies of all Cllrs.

8/1305. MINUTES OF THE PARISH COUNCIL MEETING – Monday 15th April 2024

Cllr Burgin proposed they be accepted, and Cllr Hardy seconded it.

RESOLVED: Agreed and accepted as a true record.

9/1305. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

The Clerk updated members on the planning letter to Bassetlaw District Council. There has been no acknowledgement or response.

10/1305. MINUTES OF THE EXTRAORDINARY PARISH COUNCIL MEETING - Wednesday 24th April 2024

Cllr Burgin proposed they be accepted, and Cllr Hardy seconded it.

RESOLVED: Agreed and accepted as a true record.

11/1305. AGREE AND APPROVE THE RECOMMENDATIONS AND MINUTES OF THE F&GP MEETING - Tuesday 7th May 2024

3/0705 – s137 application for Target 1 (formally Warsop Youth Club).

RESOLVED: The council agreed to the recommendation of £1,000 for either match funding or towards repairs.

4/0705 – Standing Orders

RESOLVED: The council agreed to amend 9.b on page 13 from 10 days to 5 days.
Cllr Bonsall proposed that meeting dates are set in place and Cllr Burgin seconded it. The Clerk explained that this is already in place so the proposed motion would need changing.

Cllr Bonsall the proposed that meeting dates should not be changed, and Cllr Burgin seconded it.

RESOLVED: There were 5 votes in agreement and 1 abstention.

5/0705 – Financial regulations and financial risk assessment.

RESOLVED: The council agreed to allow the Clerk time to go through the new financial regulations from NALC and defer the item to the June or July meeting.

6/0705 – End of year accounts and 2024-25 budget.

RESOLVED: The council agreed to increase the following –
Training – from £500 to £1,500
Chairperson Allowance – from £0 to £200
Parish Projects – from £15,000 to £17,000
Contingency Fund – from £0 to £10,000

The Clerk will update the council with accurate figures by the end of the first quarter to allow for outstanding invoices to be paid and refunds from monies spent on TH expenditure.

12/1305. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

PC Kev Agar provided a comparison report for 1st February to 1st May 2023 and 2024.

13/1305. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Eddy gave an update.

She thanked Cllr Hardy for her time as Chairperson. She apologised for missing some meetings due to covid, pneumonia and car issues. She is still chasing highways for issues relating to Sookholme, Spion Kop and Sycamore Street but is hoping that the summer weather will allow more works to take place om the roads. Peafield Lane will be resurfaced in June. Other tasks she has been focusing on are – the welcome signs around the parish, traffic lights on the a60 (sensor fault), school readiness and supporting Friends of the Carrs.

Cllr Burgin thanked Cllr Eddy for chasing Sycamore Street road surface issues and speaking to Pam from the Friends of the Carrs.

Cllr Hardy asked if there would be disabled access routes for the Peafield Lane closure for road works.

14/1305. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Officers are implementing the budget cuts, the hub will open on 1st June, MDC are working with Friends of the Carrs, the councils AGM is tomorrow and The Centre in Warsop Vale has moved bingo to every fortnight.

Cllr Dackombe had been told that the pool wasn’t big enough and was to be used for health and rehabilitation purposes. Cllr Bonsall and Mcguiness had also been told different information about who could use the pool.

Cllr Burgin confirmed that the pool will be open for all to use as part of the Sport England bid and he would speak to Vibrant Warsop about the communicating who can use the pool.

PUBLIC PARTICIPATION

Mrs Sally Allsop raised concerns about a possible development on Mansfield Road.

15/1305. MATTERS ARISING FROM PUBLIC PARTICIPATION:

Cllr Burgin said he was aware of plans, but nothing is official. The local plan would not allow for the type of development that has been suggested.

16/1305. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The council will put a signing in and out system on the council’s pin board for the Chambers, Clerks office and police room.

The movers will be coming back this week to complete the final parts of the move. A budget for the 2 movers for 2 days has been set aside.

The Clerk asked if the council wanted to buy hanging baskets for this year. The Clerk reiterated the response from previous meetings regarding the hanging basket brackets and how they cannot be moved. She explained that JOSONDIL had started their project with the planters and hoping to ask local businesses to sponsor them.

RESOLVED: The council decided not to purchase hanging baskets but support the project that JOSONDIL had started. The hanging basket reserve monies of £500 would be used towards this.

The Clerk asked the council to agree the payment for the insurance cover. She had tried to get a revised price without the TH included but they haven’t responded to her.

Cllr Stephenson arrived at 7.45pm.

A meeting will be arranged for those Cllrs who wish to discuss the bingo site and what assistance the Parish Council can provide at the beginning of June.

Cllr Hardy had provided a set of meeting notes from the Remembrance meeting. The only comment came from the Clerk who reminded the group that any final decisions would need to pass through council and she would need to check that insurance rules were being followed.

The latest training causes were shared with Cllrs.

RESOLVED: Cllrs Scaysbrook and Bonsall will attend the Chairpersons training and Cllrs Bonsall and Mcguiness will attend the code of conduct course. The Clerk advised that all Cllr attend the code of conduct course.

The Chairperson spoke about the personnel files, workstation assessment, advisory/championing roles in specific categories and the Parish Councils vision with an informal meeting. Cllr Dackombe said the vision should be dealt with first and then specific roles can be created. Cllr Burgin stated he was offended by the suggestion that he is not already a community champion. Cllr Stephenson said he would be happy to view a description of what the roles are but does not feel comfortable have a meeting that’s not minuted

17/1305. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

Information on the Warsop Parish News and its costs was shared with members. There were 2 officer recommendations. The first was to have a 4-page edition for August and then a December and March edition for the rest of the financial year and the second was that the Parish Council could afford to produce 4 editions of the paper for 2025-26.

RESOLVED: The council agreed to both of the officer recommendations subject to budgets and finances.

18/1305. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH

The grass has started to dry out, which is allowing the parks team to start the grass cutting schedule. The police caught the driver who damaged the Carr Lane field. Cllr Burgin asked Cllr to report any off-road bike incidents.
