3/2011. MINUTES OF THE PARISH COUNCIL MEETING – Monday 16th October 2023
Cllr Stephenson proposed they be accepted.

4/2011. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING
There were no matters reported.
5/2011. AGREE AND APPROVE THE RECOMMENDATIONS AND MINUTES OF THE F&GP MEETING – Wednesday 15th November 2023.
This meeting was cancelled and the 2 items on the agenda were moved to the Chairperson and Clerk update.
The Chairperson moved the Notts County councillor update up the agenda.
6/2011. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL
Councillor Bethan Eddy thanked WPC for their efforts in organising the Remembrance Day event she thanked the Warsop Poppy Gang for their display and thank all those involved or in attendance.
She gave an update on her ongoing works/projects -
- Highways arranged a meeting with the NCC licencing manager to discuss bunting and where or if it can be hung within the conservation area.
- After a few cancelled meetings with the regeneration team, she is trying to arrange another meeting to discuss signage for advertising the shopping centre area.
- There will be improved signs for the allotments in Meden Vale and these have been added to the 24/25 budgets.
- The double yellow lines at Elksley Road have been completed, separate disabled bays were not suitable but blue badge holders can park on the double yellow lines.
- She's still waiting on information for a crossing on Bishop's Walk in Church Warsop.
- A speed survey has been completed at Sookholme and she's waiting for the results.
- Woodlands Way in Spion Kop has not been adopted, so double yellow lines cannot be authorised.
- She's still chasing repairs to the road surface on York terrace.
- The County Councillor divisional fund will reset in May.
- She's involved in a new project County Hole for school readiness. The first meeting will be the 21st of November and will address delayed development in children starting school due to the effects of Covid. Evidence was provided by Notts Trent University.
The chairperson reported that secondary school students have also been impacted by Covid.
Councillors reported potholes and poor road surfaces on Sycamore Street, Stonebridge Lane, Saville Way and Church Street.
Councillor Stephenson reported the poor state of some of the welcome signs in the parish.
7/2011. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM
PCSO Kath Spowage provided a written report that the Clerk read through.
The report shows there are some slight increases over the past three months but in general it is not massively on the increase. The economic climate is contributing towards an increase in shoplifting, burglary and theft from/of motor vehicles. The police are urging people to be extra vigilant, lock everything and leave nothing on display in cars or houses.
8/2011. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS
Councillor Burgin gave an update.
MDC are currently in budget setting mode. There are huge savings to be made and cuts to all services will be considered. The working group met last week to start discussions. MDC have had to contend with austerity measures and financial issues relating to properties purchased by the previous administration.
The Health Hub is currently on target for the summer completion that was predicted providing everything continues to go to plan.
Cllr Stephenson mentioned him, and Cllr Dackombe are continuing with the grief and bereavement group that takes place at Mansfield Fillery. The next meeting is Saturday 16th of December.
PUBLIC PARTICIPATION
Liz Phillips from Lifespring Church thanked the Parish and District Council for their help so far with the Town Hall asset transfer. She said Parish Council staff have been very helpful during this process. A Freedom clinic runs on Fridays and the local college are wanting to start running courses next year. Construction students from the college have offered to help with some of the works required in the Town Hall.
9/2011. MATTERS ARISING FROM PUBLIC PARTICIPATION:
The Chairperson and Cllr Burgen thank Lifespring Church for working with the parish council and taking on the Town Hall as a community asset.
10/2011. RECEIVE AN UPDATE FROM THE CHAIRPERSON ON THE REMEMBRANCE DAY PARADE AND SERVICE
Cllrs were provided a Remembrance event brief. All the positives and the areas for improvement were shared and plans were made to start the event planning earlier next year. The Chairperson thanked all those involved in the meetings and those who volunteered on the day.
11/2011. RECEIVE AN UPDATE ON THE TOWN HALL ASSET TRANSFER PROGRESS
There is no update from the solicitor on the questions raised form the last meeting.
12/2011. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED
Noticeboards Cllrs were presented with some photos and a brief of what the issues were. KHTE used a sub-contractor to carry out the maintenance works but the standard of work was incredibly poor. Cllr Stephenson proposed that KHTE are given four weeks to resolve the maintenance issues for the locks and the perspex.
RESOLVED: The council agreed to give KHTE 4 weeks to resolve the issues or the council will request their money back.
13/2011. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK
The paper has increased in size to 28 pages. Under the current agreement with Vibrant Warsop, they will need to pay the cost of printing for their 4 pages. The paper is very parish focused.
14/2011. RECEIVE AN UPDATE ON PARKS WITHIN THE PARISH
Cllr Stephenson said Swallows Green will receive some 106 monies from the agreed housing development on Oakfield Lane. Due to the development being worth more money, Notts County council have increased their share of the monies, meaning there will be less 106 monies available to Swallows Green than originally stated.
