6/2002. THE MAYOR TO DISCUSS THE TOWN HALL AND GIVE A GENERAL UPDATE

The Mayor thanked the council for the invite. The Mayor spoke about the current Town Hall agreement that has 2 clauses in, the first one is if the building is sold then £165,000 will need to be given to MDC and the second is if the Parish Council can no longer financially maintain or run the building then the keys will be handed back to MDC. He said in order for the clauses to be removed, MDC will need to see a business plan that shows the project is for the community, there is a constitution and it shows sustainability. The Mayor has stated he is supportive of the project.

Cllr Barlow said although the Mayor has been supportive of this project, the officers have not shown the same support. The Town Hall was originally bought and paid for by Warsop. The Town Hall was given to MDC when the Urban District Council were disbanded. NCC ran the building for some time and in 2009 gave the management of the building back to MDC. In 2011, the then Mayor, Kate Allsop wanted to sell the building, but the Parish Council stepped in to save the building from being sold/demolished. The building never seemed to have the money spent on it for maintenance that it required. Cllr Barlow stated she had started a petition regarding MDC removing the clauses within the Town Hall agreement. She was hoping that this could have been resolved before purdah and election rules are enforced. She asked if the Mayor would call an extraordinary council meeting to discuss the removal of the clauses if a business plan is submitted before the elections.
The Mayor reiterated that a business plan is required and that he would not ignore the legal points that need to be met. He said the timeline is important but the business plan is required.

Cllr Hardy agreed with Cllr Barlow. She stated that she doesn’t feel confident that MDC have a will to make this happen.
The Mayor said he is supportive of the project and the business plan and its delivery will be key to making this successful.

Cllr Stephenson asked what the criteria is that MDC are looking for.
The Mayor stated that the project should focus on being a community project and that its sustainable.

Cllr Butler said he previously held the role of Vice-Chair at MDC and the officers he worked with were devious and working behind the scenes to bring projects down.
The Mayor stated that he was elected in 2019 and cannot comment on any previous to his tenure. He reiterated what he’d said about being community focused and there seems to be an air of positivity and confidence in regard to working with Lifesprings.
Cllr Wetton agreed with what had been said and Warsop Parish has been treated badly in the past by MDC. Neither MDC nor NCC spent the money on the building that they should of. He thanked the Mayor for being candid with his answers.

The Mayor also spoke about Safer Streets and the appalling decision at planning regarding the Health Hub.
The site for the Health Hub have scheduled a site visit and the application should go back to planning on 13th March. He believed the reason for the delay was more political than concern over the site.
Safer Streets is about making women and girls feel safe. Market Warsop has been highlighted as an area for improvements to the CCTV cameras; there will also be staff that support this. There will be some additional cameras being installed and 190 women/girls will have access to an app called Hollie Guard. There will be automatic number plate recognition technology and funding for youth work/activities for the young as part of the program as well.

Cllr Barlow said she welcomes the Safer Streets funding but wanted to clarify that the funding is not for the whole of Market Warsop, only the centre of Warsop. She expressed her disappointment that Cllrs were not asked to be involved in this especially as there are 2 female Cllrs and one of those is the Ward Cllr for Market Warsop. She asked who determined the boundary.
The Mayor stated that the funding was from the Government with a short time frame and with specific criteria. It has been introduced due to women’s safety issues over the past few years. The boundary for Safer Streets was dictated to them and the time frame was very compressed but MDC have managed to be successful in obtaining the funding. This funding came through the Crime Commissioner, but he was not sure how the area was identified.

Cllr Hardy asked if the County Councillor had been consulted on Safer Streets. Cllr Bethan Eddy said she had not been consulted.

Cllr Barlow said her, and other Cllrs are here to represent the people of the Parish and officers shouldn’t be making decisions.
Cllr Scaysbrook agreed that officers that do not live in this area or are not aware of the Parish should be including Cllrs that are representing the area.

PUBLIC PARTICIPATION

Mr Dave Spivey asked the council why MDC planning didn’t scrutinise the Stonebridge housing development but the Health Hub is being over scrutinised. He asked if the Parish council go back to having an Urban District Council.

7/2002. MATTERS ARISING FROM PUBLIC PARTICIPATION:

The Chair agreed with Mr Spivey about the different levels of scrutiny between the 2 projects and that it is unjust. He said he attended the meeting and fully expected planning permission to be granted. The Mansfield Independents, Conservatives and Cllr Phil Shields should have accepted the officers recommendations. The information and plans was available over the past 2 years and he is amazed that none of the Cllrs had taken the opportunity to gather more information or visit the site. When planning decided on the Stonebridge development they were told it could not be stopped.
He said it is very unlikely that we would be able to go back to being an Urban District Council.

Cllr Hardy said she was at the planning for both the Stonebridge development and the Heath Hub and it was obvious it was obvious that the same level of scrutiny was not applied.

Cllr Scaysbrook stated he believed the difference between the two developments is 106 monies that’s generated for MDC and the Hub is costing money.

Cllr Barlow agrees with what Cllrs have said and reiterated that they fought incredibly hard to stop the Stonebridge development.

Cllr Stephenson stated he agreed with all Cllrs points on the matter.

Cllr Wetton said that planning did not listen to Warsop Parish Cllrs.

8/2002. DISCUSS AND AGREE THE FINANCIAL REGULATIONS AND RISK POLICIES

Members discussed the policies and made a suggestion to add bank runs to the risks. The Clerk added that these policies will come back to council after the elections in May.

RESOLVED: It was agreed to accept the policies with an amendment to the financial risks. Handling cash, bank runs, and an amount will be added to the risks.

9/2002. DISCUSS AND AGREE THE HEALTH & SAFETY AND EQUALITIES & DIVERSITY POLICIES

Members discussed the policies. The Clerk added that these policies needed agreement due to council staff applying for some funding and these policies need to be confirmed as being up to date.

RESOLVED: It was agreed to accept these policies.

10/2002. CLLR HARDY TO UPDATE THE COUNCIL ON THE COUNCIL’S BUSINESS PLAN

Cllr Hardy updated Cllrs on the plan and added that she will be including evidence under each objective and will aim to bring this back at the end of the financial year.

11/2002. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

There were 4 items that the Clerk discussed with the council.

  • The company who installed the hearing loop had quoted for a service of all the equipment. The cost would be £450.00.
    RESOLVED: The council agreed to accept the quote.
  • The council are starting a community award and the first recipients will be Warsop’s Poppy Gang. The Clerk asked what the council would like to present to the group.
    RESOLVED: The council agreed to purchase a plague engraved to the Poppy Gang and install at the Carrs if possible.
  • The Assistant Clerk read out a list of the Parish Councils events coming this year.
    Easter egg hunt - 27 March to 5th April
    Action week - 3rd April
    Drop-in sessions - 17th April start (Mon 10am-1pm)
    Kings’ coronation - street party comp (weekend of 5th may)

    Cllr Hardy asked if the leftover money from the High Street budget section can be used on cleaning up the car park.
    RESOLVED: The council agreed the money could be used to clean up the car park and provide a noticeboard that’s specific to the car park notices.
  • Lifesprings had asked the Clerk to inform them of what space the council would need to hire if they were the building owners. The Clerk gave 2 options that were around 110 to 111 sq meters.
    RESOLVED: The council were agreed that both options are ok the Clerk should speak to Lifesprings.
    The Clerk asked the council to discuss and decide on some deadlines for the project with Lifesprings. The Chair said this should be deferred till the March meeting and Cllr Barlow added that the council must make a decision by April 2023.
    Liz and Mike Phillips provided the council with an update. They thank the Mayor for his comments on the Town Hall and understand the council must do its due diligence. They hope that MDC can see that this project will benefit the community, WPC and MDC.
    There are 2 parts to the plan, one is the sustainability, and the other is the capital project. They have considered the current hirers, one off hirers and group hirers for the income part of the plan. They have looked in to having a commercial space, i.e. shop and they would like to carrying running projects they currently run like the food parcels. They stated that they would be here to compliment the community and not compete with what is already here.
    Liz and Mike spoke about the 2 projects they have already completed in Ollerton and how similar they are to the Town Hall project. They believe they will need around £360,000 for this project. They have submitted an interest to the Community Ownership Fund for around £180,000 and the would need to raise the other £180,000 which could be done by selling assets and applying for other funding. The church are doing their due diligence and are waiting costs from the professionals, i.e. quality surveyor, structural engineer, etc. They invited Cllrs to visit their premises in Ollerton.
    The Mayor thanked them for their passionate and clear vision and including the community. Liz spoke to the Mayor about the clauses and why they needed to be removed. She also mentioned that they were due to take over Woodside Hall in Church Warsop before the arson attack.
    The Chair thanked Liz and Mike Phillips for the attending and providing an update.

12/2002. BIG WARSOP – UPDATE FROM CLLRS BURGIN AND SIMPSON

Cllr Simpson said funding was agreed for Lifesprings Church and Warsop Footpaths Group.

13/2002. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

The Chair said it was 24 pages and the Clerk explained that she spent last week on her annual leave working on the paper due to an incredible amount of issues in the design of the paper. She expressed her concern and informed the council that this cannot happen again. She asked for members to join a working party that will be set up to discuss and review Warsop Parish News.

RESOLVED: Cllrs Hardy, Scaysbrook and Barlow will work with the Clerk and Assistant Clerk in the review.

15/2002. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Bethan Eddy gave an update to members. She had attended meetings with the Shed and the new Chair, Richard Radford along with Cllr Ben Bradley to discuss what current problems and what help is available. She will be attending a health security meeting as part of her vice-chair role and they will be discussing GP access. Her county allowance has been used for Remembrance, Carnival, Youth Club, the Bowls Club, u3a, and for the speed watch equipment that is being run alongside WPC and the police. Nest year Cllrs allowance will be reduced from £5,000 to £3,000.
She is facilitating some free CPR and first aid training and asked if anyone would be interested.

She gave an update on the roads and potholes. The removal of yellow lines on Elksley Road in Meden vale has been met with mixed reviews. She has asked for a crossing to be installed in Spion Kop and the petition regarding speeding and enforcement measures is due to go to NCC at the March meeting. A meeting with residents, herself, Cllr Barlow, Cllr Bradley and the police has been arranged for April.

Cllr Burgin asked for an update on the potholes he reported on Woodlane, York Terrace and Sycamore Street.
Cllr Eddy said she will chase these up.

Cllr Barlow said she would challenge why the road island had been removed.
Cllr Eddy stated that in order to make the repairs needed, the council would have need to close the A60 which is not an easy task.

      RESOLVED: The council agreed to write a letter of objection to planning application number 4.

    Cllr Barlow arranged a litter pick with the Swallows Green group on the park.
