7/1906. APOLOGIES
Cllrs D. Barlow (Vice-Chairperson) (Hospital Appointment), A. Burgin (Holiday) and D. Scaysbrook (Another Meeting).
RESOLVED: The council accepted the apologies of Cllrs Barlow, Burgin and Scaysbrook.
The Chairperson moved Crime and Disorder to allow them to give an update and leave as they were dealing with an ongoing incident.
3/1906. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM
The police team provided members with a 5-page report with data from the Warsop Parish area. The overall picture shows that crime figures have decreased however they are expecting a spike in ASB over the summer months which is a normal occurrence. They spoke about the issue of kids ripping the fencing down around the Leisure Hub site. MDC have installed cameras, there will be 24hr security as of tonight and the police team will add the area to their patrols.

5/1906. MINUTES OF THE PARISH COUNCIL MEETING – Monday 15th May 2023.
The Clerk gave some updates on some items from the minutes.
The last items/equipment were received for the Speed Awareness group just before tonight’s meeting so arrangements between the police and volunteers can now be made to get the group up and running.
Mansfield District Council confirmed they had received the objection letter from WPC for the housing development on the old Strand Bingo site.
Cllr Scaysbrook wished to resign from the F&GP and staffing working parties.
RESOLVED: The council accepted Cllr Scaysbrooks resignation from F&GP and staffing.
Cllr Butler wished to join the F&GP and staffing working parties.
RESOLVED: The council accepted Cllr Butlers request to join both working parties.
The Chairperson and Clerk asked the council to consider reversing the decision on making the F&GP a committee. The reason for this is due to struggling to fill positions on the working party. This would mean that a minimum of 3 members could be present to make recommendations due to the last meeting being cancelled due to not being quorate.
One application has been received for the current vacancies. The deadline is 30th June. The Clerk asked about interviews.
RESOLVED: Cllrs Hardy, Stephenson and Butler volunteered for the interview panel. Interviews would be held on Thursday 6th July at 6pm.
The council received a telephone response to their letter to the ICB regarding Riverbank Medical Services. The ICB reiterated what was in the letters that patients of the practice had received. They did not answer the questions asked by the council and they did not provide any further information.
Cllr Stephenson stated he had asked to attend the Patient Participation Group meeting on 28th June. He had been informed that Riverbank patients that lived in Warsop Parish would be transferred to Meden Medical Services and those outside of the Parish would be transferred to the nearest surgery in the area they live.
Mike Robinson emailed an update to the Clerk stating that the decision on removing the clauses would be a delegated decision and could be made by the end of July.
Liz Philips from Lifespring Church met with the Chairperson and Clerk. She is ready and has plans of a new layout for the Town Hall. The removal of the clauses is vital and needs to be done as quickly as possible, so it does not impact the funding applications submitted by Lifespring. Liz has asked if she would be able start running some of her groups from the Town Hall.
RESOLVED: A set of keys can be provided for the purpose of Lifespring running some of their groups/activities. These will need to be discussed with the Clerk so an agreement and T&Cs can be created. The keys are only provided for Lifespring to run groups and activities, there will be no material works carried out.
The plumber used by Lifespring will be providing quotes for the replacement of the boilers, pipes, and to re-site the boilers. The asbestos company will need to visit to co-ordinate any works taking place due to the asbestos in the cellar.
RESOLVED: The council discussed potential costs for these works and the outcome from MDC and decided to hold all maintenance works until further clarification from MDC on the removal of the clauses.
The Chairperson asked Cllrs if there were any amendments to the business plan she submitted.
RESOLVED: There were no amendments, and the plan was accepted.
6/1906. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL
Cllr Bethan Eddy gave an update.
She commented that it was good news that the speed awareness project can finally start.
A petition had been handed in to NCC for Spion Kop along with discussions on a crossing at the south of Spion Kop, double yellow lines and extra markings near the opening of the car park entrance.
There was another petition regarding the closure of the road near Vale Avenue to stop the area being used as a cut through for traffic due to the new housing development. She stated that MDC planning should have included this at the planning stage when the application was being discussed.
Wood Lane in Church Warsop is on the road works list for resurfacing. There has been no date given yet, but the cost will be around £250,000.
The double yellow lines on Elkesley Road in Meden Vale consultation for yellow lines on one side of the road has now finished.
Double yellow lines will be added on the corners of the junction at the Stonebridge development.
She met with the Clerk and Assistant Clerk to discuss potholes, road traffic on the A60, lighting columns and floral displays.
Cllr Eddy explained that she can choose 3 priorities a year. One priority is a feasibility study for a crossing on Bishops Walk.
The County Councillor divisional fund has now been reduced to £3,000. £1,000 is for the road closure for the Remembrance Parade. Warsop Carnival have had £500, and she would like to give the Christmas Smile Campaign £500. This leaves £1,000 available for local groups/projects.
As part of her role as Vice-Chair of health scrutiny, she will be having a meeting tomorrow about the Riverbank Medical Services closure. She asked if anyone wanted any issues raising then they should let her know.
Cllr Butler requested that Dawney Hill be reviewed and consider making it one-way due to the limited space and large vehicles making it a very dangerous road. All Cllrs agreed.
Cllr Wetton stated that Eastlands Lane junction on to Church Road is also extremely dangerous that should also be considered reviewing.
The Chairperson asked Cllr Eddy to raise concerns about the way surgeries communicate and interact with the public.
7/1906. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS
Stephenson said he has only been in the role for 8 weeks. He has joined the planning committee and suggested that the bingo site application may be discussed at the end of July. He stated that work has started on the Leisure Hub on Carr Lane.
Cllr Wetton said he was selected as the Chair of planning.
PUBLIC PARTICIPATION
There was a lady and 2 gentlemen who raised concerns over the closure of the Riverbank GP surgery in Warsop.
8/1906. MATTERS ARISING FROM PUBLIC PARTICIPATION:
The issue raised was mainly covered under minute 4/1906. Cllrs reiterated what had already been stated and Cllr Wetton added that the system and process of this closure has been chaotic and the way it has been communicated has been shambolic.
9/1906. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED
The Clerk gave an update and some of the items would have been discussed at the F&GP meeting if it had taken place.
Internal Audit/AGAR
The Clerk read through the internal audit report. There were no comments from the council.
RESOLVED: The Council accepted the report and AGAR. The Chairperson and the Clerk signed the AGAR.
Bank Reconciliation
April Expenditure £10,147.41

£53,074.00 of the income was the first half of the Parish Precept.

Parking Complaint Response
The council received a response to the parking enforcement letter. The letter did not answer the questions asked and was very contradictory at the end.
RESOLVED: The council have asked the Clerk to write back to NCC regarding the questions asked and send photos of the area that needs clarification.
Via Notice: Via have issued a notice of consultation for the relocation of a road hump on Longden Terrace.
Financial Regulations
Amendments to the financial regs.
Eventing spending for under £1,000 – the Clerk and Assistant Clerk have delegated powers to spend up to £1,000 on event items with monthly updates being emailed to the Chairperson and Vice-Chairperson along with at least 3 scheduled face-to-face meetings. The Chairperson and Vice-Chairperson are there to support and oversee the work of the Clerk and Assistant Clerk.
Payments – consider the Warsop Parish News and stamp payments as yearly payments as the Shirebrook Lloyds branch is due to close and the nearest branch will be Mansfield.
Bank Mandate – the bank mandate needs updating. Gemma needs to be added as a online payer, more Cllrs need to be on the signatory list and another Cllr needs to authorise online payments.
RESOLVED: Amendments to the events spending, payments and bank mandate were agreed. Cllrs Hardy and Morris volunteered to be added as new signatories.
Service/Maintenance List
Amendments to the financial regs.
Due to the ongoing talks with MDC regrading the Town Hall, the Clerk asked what services and maintenance works should be scheduled.
RESOLVED: The council agreed that the following services should be carried out as a matter of health and safety. Legionella, fire extinguishers, fire alarm, smoke alarm, intruder alarm and emergency lighting. All other works are on hold until the end of July.
Warsop carnival
A section 137 application was received from the Warsop Carnival Committee. They have seen some price increases on materials/equipment hire. They have asked for £4,000.
RESOLVED: The council agreed to award £4,000 to Warsop Carnival.
Business Cards
The Assistant Clerk doesn’t have any business cards which would be ideal for when she is arranging events and the Clerk has almost run out since the last ones were brought in 2017.
The Chairperson gave an update.
Neighbourhood Plan
The NP will be re-launched in September and new members will be needed.
DD 80 Beacon
Next year will see the 80th anniversary of D-Day and the Chairperson asked if the council would be interested in being a part of this.
The Clerk suggested that the Poppy Gang might be the organisation to work with as they are already planning for the anniversary.
Poppy Gang
The Chairperson asked the Clerk for an update on the ‘Services to the Community’ award. The Clerk said the group will be invited to the July meeting to be presented with the award.
Communications
The Chairperson asked the District Councillors in attendance that better communications are required between the Parish and District Council and could they help to improve this. There are events arranged by MDC that are taking place within the Parish and these have not been communicated to PC staff.

There was no update due to Cllrs Burgin being absent and Cllr Simpson not attending the Big Warsop meeting.
11/1906. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK
The July edition ran much smoother than the previous one. It is 24 pages and will be delivered to the Town Hall this week. Another meeting will now be scheduled with the Warsop Parish News review working party.
