MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 17TH JULY 2023 at 6.30pm.

7/1707. APOLOGIES

RESOLVED: The council accepted the apologies of Cllrs Simpson and Butler.

3/1707. MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL – Monday 19th June 2023

Cllr A. Wetton proposed to accept the minutes and Cllr J. Stephenson seconded the motion.

RESOLVED: Agreed and accepted as a true record.

4/1707. MATTERS ARISING FROM THE MINUTES OF THE LAST PARISH COUNCIL MEETING

The Chairperson thanked Warsop Carnival Committee and proposed the council send them a letter.

RESOLVED: The Clerk will send a thank you letter on behalf of the council to Warsop Carnival Committee.

5/1707. PRESENT THE AWARD FOR ‘SERVICES TO THE COMMUNITY’ TO WARSOP POPPY GANG

The Chairperson gave a brief introduction and summary of what the group do. An award for ‘Services to the Community’ was presented to the group on behalf of WPC and the whole Parish. All Cllrs thanked the group for their unwavering dedication and hard work in creating the greatest displays for Remembrance Day.

6/1707. DISCUSS AND DECIDE THE CO-OPTION VACANCY RECOMMENDATIONS

Cllrs were given written details of the interview panel’s findings along with their collective recommendation. Cllr Wetton proposed that the panel’s recommendations be accepted, and Cllr Morris seconded the motion.

RESOLVED: The council agreed to accept the interview panel’s recommendations. The results are as follows:
David Hughes was co-opted onto Netherfield Ward
Phillip Dackombe and Karen Bonsall were co-opted onto Warsop Carrs Ward
The council thanked all candidates and made a proposal on the unsuccessful candidate.

RESOLVED: The council agreed that if a vacancy arises within the current year that Nadine Mcguiness would not require another interview.

7/1707. AGREE AND APPROVE THE RECOMMENDATIONS AND MINUTES OF THE F&GP MEETING - Wednesday 12th July

Minute 4/1207 – S137 application from Friends of Warsop Vale – the group answered the additional questions that were set by the F&GP members and were accepted as being reasonable. Cllr Burgin abstained from voting due to a conflict.

RESOLVED: The council agree to grant £1,000 to Friends of Warsop Vale.

Minute 6/1207 – Quarterly budgets and finance plan – members read through the information provided and commented on some of the areas of the budget that were a concern.

RESOLVED: The council agreed that the WPC finance plan 2023-24 be updated with the new information from the first quarterly budgets and to move the electric reserve into the gas budget to help reduce an overspend.

Minute 7/1207 – Leisure provision reserve – members voted on the recommendation given.

RESOLVED: The council agreed to add the £10,000 Leisure provision reserve to the events reserve which has £4,296 in. Then move the events reserves into the Parish Projects budget. This will allow the council to use the money for any Parish Council projects.

Minute 8/1207 – Remembrance Parade and Service – members were given a write up by the Clerk and voted on whether there should be a Remembrance Parade and how to move forward with the parade and Remembrance Service while adhering to the Event Management Plan and other rules that are in place for these events.

RESOLVED: Cllr D. Scaysbrook abstained from voting. All other Cllrs voted to accept the parade going ahead and that a working party made up of Parish Cllrs, RBL members, Air Cadets and Army Cadets should be created.

8/1707. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

No report or police in attendance.

9/1707. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Bethan Eddy gave her apologies, but the Chairperson was able to give a brief update on some items from the County Councillor.
Wood Lane in Church Warsop is due to be resurfaced on 2nd October and Riverbank Medical Services staff have yet to move across to Meden Medical Services due to employment contracts.
Cllr Burgin shared an FOI request to NCC with the Parish Council regarding works scheduled in the Parish. There were only 11 scheduled works.

RESOLVED: The Clerk is to write to Notts County Council along with Cllr Bethan Eddy and Cllr Ben Bradley about the FOI, 106 monies, Spion Kop crossing, welcome signs, drainage cleaning and more involvement/communication between WPC and the County Council.

10/1707. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Cllr Burgin attended the first MDC full council meeting after the elections. District Cllrs on the Parish Council have visited the new Community Leisure Hub site. Cllr Burgin is now on the Joint Waste Management Board.

Cllr Stephenson gave an update on the Stonebridge development. There have been issues throughout this development with the path at the Hawthorns/Sookholme Lane. The car park is open and resident only signs have been displayed. The builders have been warned about their conduct towards the residents as there have been reports of untoward behaviour. There are 2 weeks left of the closure notice and after that point the road will reopen.
He has also been involved with a grief support group which is run by Phil Dackombe. The sessions run from Mansfield Refillery on High Street from 9.30am to 11am and he invited all Cllrs to be a part of it.

12/1707. RECEIVE AN UPDATE ON THE STONEBRIDGE DEVELOPMENT FROM CLLR STEPHENSON

Cllr Stephenson gave an update on the Stonebridge development under the update from MDC Cllrs.

13/1707. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk gave an update.

Action Week

7th to 10th August is action week, Cllrs will be receiving more information on this shortly, but we would like to see Cllrs volunteering along with staff and members of the public.

Payment to Old Warsop Society
A payment was received on Thursday 13th July during the birthday celebrations for the posters/artwork created by the Old Warsop Society. The payment is £50.27 and needs agreement to be paid.

RESOLVED: The council agree to pay the Old Warsop Society with all other payments on the agenda.

Town Hall 90th birthday
The 90th birthday celebrations were fantastic, and members of public were genuinely wowed by the Town Hall Council Chambers. The Clerk thanked those who were able to attend.

Town Hall agreement update
A letter was sent to Mike Robinson, Phillip Colledge, and Mayor Andy Abrahams asking for an update on the removal of the clauses within the Town Hall agreement. The Mayor responded very quickly asking for an update to be provided. The letter stated an update was required before Wednesday 12th July, but no response was received by the Parish Council. An email was sent on Thursday 13th July asking again for an update to which Mike Robinson said Phillip Colledge will be writing the report shortly for consideration by MDC.

The Chairperson spoke about the Town Hall birthday and the photos that were on display from the council’s archive. She asked the council to consider creating a yearbook and asked members to share any photos they have that could be used.

RESOLVED: The council agreed to creating a yearbook and preserving the council’s history.

14/1707. BIG WARSOP – UPDATE FROM CLLRS BURGIN AND SIMPSON

Big Warsop are arranging a ‘Thank You’ event as their final project before closing the organisation.

15/1707. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

The next edition is December with an October deadline for adverts and articles.

17/1707. RECEIVE AN UPDATE ON THE PARKS WITHIN THE PARISH

Grass cutting season has been difficult due to MDC only having one tractor driver. This has now changed, and the proper service should resume.
