MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 16TH JANUARY 2023 at 6.30pm.

3/1601. MINUTES OF THE PARISH COUNCIL MEETING – Thursday 10th November 2022.

RESOLVED: Agreed and accepted as a true record.

4/1601. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

No police in attendance or written report submitted.

The Chair moved the county councillor’s item forward on the agenda.

5/1601. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

The County Councillor wished everyone a happy new year and gave an update on what she has been working on. She is the Vice-Chair of a health committee at NCC and asked Cllrs and the public to share any good or bad experiences with GPs or Dentists. She is still working on the speed measures with a group of residents at Spion Kop and would like to discuss a speed gun project with the Parish Council. She could provide £600 funding for the council to purchase the equipment required.

The Chair said he had members of public interested in volunteering to be a part of the speed gun project. He mentioned the potholes that he had reported in a few different areas around the parish.

Cllr Hardy said she was in support of the speed gun project.

Cllr Butler asked Cllr Eddy to share road budget figures at the next Parish Council meeting.

Cllr Scaysbrook asked about the yellow lines on Elksley Road in Meden Vale and if there had been any information on those yellow lines being removed.
Cllr Eddy said she would chase the progress of the request.

6/1601. RECEIVE AN UPDATE FROM LIZ AND MIKE PHILLIPS FROM LIFESPRING REGARDING THE TOWN HALL OWNERSHIP

Liz Phillips gave an update to council. Architects had visited the Town Hall to determine what works need to be done. Stage 2 will include a budget plan. They are considering removing the wall in room 9, looking to resolve issues with the flat roofs and removing the suspended ceilings. The current figures are estimated to be around £25,000. Stage will include sending out tenders, having a health & safety plan and construction. The church will also decide what to do with the building in Church Warsop and how this project will be financed. Both Liz and Mike Phillips were positive about the project.

Cllr Scaysbrook asked if they had looked at what the timescales would be. Liz said yes and no. They are working to complete phase 1 and 2 by the end of Feb if everything goes to plan. She said the District Council’s clauses in the Parish Council’s agreement are a big concern and the church will not sell assets to fund this project until they have been removed.

Mike asked the council if they were still serious about working with Lifesprings Church on the transfer of the Town Hall.
Cllr Hardy said the council had agreed to rent office space for the parish Council to still be based in the Town Hall.

The Chair proposed that the Parish Council write to MDC again about removing the clauses. Cllr Scaysbrook seconded the proposal.

RESOLVED: The council agreed to send another letter to MDC requesting that the clauses from the Town Hall agreement be removed.

7/1601. MINUTES OF THE F&GP MEETING – Wednesday 11th January 2023

The Chair asked Cllrs to listen to all the recommendations before commenting and deciding to agree them.

Cllr Butler left the meeting.

Minute 3/1101 – There were 7 recommendations on the budget and precept.

RESOLVED: All 7 recommendations were agreed

Cllr Hardy said that the council should not approve a budget where the expenditure exceeds the income. Please be aware in voting for this budget you are recognising that our expenditure is greater than our income. We can do that this year as we have funds available, however this won't be the case next year.
Cllr Burgin agreed that it is not sustainable to rely on reserves and moving forward room hires and the precept may need to be increased.

Minute 4/1101 – There was 1 recommendation on the tree inspections from the church yard and High St car park.

RESOLVED: It was agreed that all trees with a priority of works of 6 months or less need to have the required works carried out. Due to the priority timescale of some of the trees, the council suggested using the same company who provided the inspection to carry out the works. The Clerk will contact Forest Farms Tree Services.

RESOLVED: Agreed and accepted as a true record.

8/1601. MATTERS ARISING FROM PUBLIC PARTICIPATION:

None.

9/1601. CLLR SCAYSBROOK WILL UPDATE CLLRS ON A NEW GARDEN PROJECT RUNNING IN NETHERFIELD WARD AND WOULD LIKE TO INVITE OTHER CLLRS TO DO THE SAME IN THEIR WARDS

Cllr Scaysbrook and Cllr Hardy will be running a garden competition in their Ward. There will be 5 categories and he will source sponsorship so there is no cost to the council. He will share the details with other Cllrs for them to decide if they want to run this competition in their Wards.

10/1601. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk stated that there is no update as she has been busying working on accounts and budgets. Cllr Hardy asked for a staffing meeting to be scheduled. The Chair said he would arrange a date with the Clerk.

11/1601. BIG WARSOP – UPDATE FROM CLLRS BURGIN AND SIMPSON

The Big Warsop project is almost finished. There is around £30,000 left but closing down fees will need to be factored into the remaining balance.

12/1601. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

There were some issues with the last edition that were created by the designer changing deadline dates. The Clerk will be contacting the designer to reiterate that this is unacceptable and decisions like that are for the editors only. The deadline for the March edition is 16th January.

14/1601. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Cllr Burgin gave an update on MDC. The Community Leisure Hub planning has been submitted and are open to comments. The council will be setting budgets at next week’s council meeting.

      Cllr Burgin spoke about application number 2. He asked the council if they would submit a letter of support for the project.

      RESOLVED: The council agreed to send a letter of support from Warsop Parish Council and that individual Cllrs should write a letter of support too.

      Cllr Morris raised concerns about application number 5. Cllrs Burgin and Hardy recommended that he checks the full details on the application via the planning portal on MDC’s website.

      Cllr Hardy questioned application number 7. Cllr Stephenson stated that he had looked into the main issue from the public which is the gate/pathway at the side of the shop will be closed off to the public. He said that the extra distance of walking round was very minimal.

  • Parks within the Parish

    The only update from Cllr Burgin was that the Community Leisure Hub planning has been submitted for the Carr Lane site.
