MINUTES of the Annual Meeting of the Parish Council meeting held in the Council Chambers at Warsop Town Hall on MONDAY 15TH May 2023 at 6.30pm.

1/1505. ELECTION OF CHAIRMAN

Cllr A. Burgin proposed Cllr K. Hardy and Cllr D. Barlow seconded it.

RESOLVED: It was unanimously agreed that Cllr K. Hardy would become Chairperson of Warsop Parish Council.

2/1505. ELECTION OF VICE-CHAIRMAN

Cllr G. Morris proposed Cllr D. Barlow and Cllr K. Hardy seconded it.

RESOLVED: It was unanimously agreed that Cllr D. Barlow would become the Vice-Chairperson of Warsop Parish Council.

3/1505. DECLARATIONS OF ACCEPTANCE OF OFFICE

Declarations of Acceptance of Office for the Chairperson, Vice-Chairperson and Cllrs from the uncontested election were signed and witnessed by A. Cooper, The Proper Officer.

RESOLVED: It was agreed that members who were not present would need to sign their declarations before 5th June.

4/1505. ELECTION OF FINANCE & GENRAL-PURPOSE WORKING PARTY MEMBERS

6 members are required for the working party and this includes the Chairperson and Vice-Chairperson. Cllrs raised their hands if they wanted to join the working party.

RESOLVED: The new members of the F&GP Working Party are Cllrs K. Hardy, D. Barlow, G. Morris, A. Burgin and D. Scaysbrook. There is one vacancy left.

5/1505. ELECTION OF STAFFING WORKING PARTY

6 members are required for the working party and this includes the Chair and Vice-Chair. Cllrs raised their hands if they wanted to join the working party.

RESOLVED: The new members of the Staffing Working Party are Cllrs K. Hardy, D. Barlow, G. Morris, A. Burgin and D. Scaysbrook. There is one vacancy left.

7/1505. APOLOGIES

Cllrs R. Butler (Holiday) and J. Stephenson (MDC) (Training).

RESOLVED: Council accepted the apologies of Cllrs Butler and Stephenson.

8/1505. DISCUSS AND DECIDE ON THE CO-OPTION OG GRANT SIMPSON AND DISCUSS THE OTHER VACANCIES

The Clerk spoke to the elections manager at MDC, and she confirmed that she would be ok for the council to co-opt Grant Simpson due to election date and this meeting date being within a certain time period however, other vacancies will need to follow the notice of vacancy and then move to co-option if no election is called. The Clerk asked the council if they wish to choose a date for applications and interviews if an election isn’t called.

RESOLVED: If no election is called then a co-option notice will be advertised during June with Interviews taking place at the beginning of July. The interview results will be discussed and decided at the July meeting.

9/1505. MINUTES OF THE PARISH COUNCIL MEETING – Monday 20th March 2023

Cllr Scaysbrook proposed they be accepted, and Cllr Burgin seconded it.

RESOLVED: Agreed and accepted as a true record.

10/1505. CRIME AND DISORDER – REPORT FROM THE WARSOP POLICE TEAM

PC Kev Agar and PC Luke Tuffley gave a brief update to Cllrs due to the police dealing with a software error and not being able to retrieve the required statistics.
PC Agar stated that there were no real changes from this year to last year. There are some warrants that will be actioned in the Parish over the coming weeks, ASB has gone down, but the summer months are approaching and can often lead to an increase and an arrest was made in relation to the GBH incident that happened on Sherwood Street.

Cllr Barlow asked if the new camera system was working well. Both PCs agreed that the system has been very useful and is flagging cars with no insurance, other teams within the force are able to use it and because it covers a wider area, they are able to have a clearer picture of the directions vehicles are traveling.

Cllr Burgin reported potential drug activity on Stonebridge Lane and off-road bikes. PC Tuffley said in order to have the off-road bike team attend an area, he will need to write a bid which means the more incidents are reported with days and times, the successful the bid will be. He will look into the drug issue on Stonebridge Lane.

The Chairperson thanked the police for the speed gun training and asked if they had any updates on the equipment that was still outstanding. PC Tuffley stated he would speak to Sgt Kate Long for an update. Cllr Burgin mentioned the risk assessments that Sgt Long was going to send and if the PC could ask for an update on that too.

PUBLIC PARTICIPATION

Mr Dave Spivey asked if there was an update on the questions, he asked about extra parking spaces on the Stonebridge development at the March meeting. He also raised concerns over the possible closure of the Riverbank doctor’s surgery that has been reported in the Chad newspaper.

11/1505. MATTERS ARISING FROM PUBLIC PARTICIPATION:

Cllr Burgin said he was still chasing a meeting.

Cllr Barlow added that the parking area on Sookholme Lane where the Hawthorns is, should be completed in 2 weeks and Sookholme Lane should be open in 2 weeks as well.

Cllr Burgin stated the issue with the doctor’s surgery is not something the Parish Council have any control over.
The Chair said he knew Cllr Eddy had spoken to the CCG and that Cllr Stephenson had contacted the MP.

Cllr Barlow proposed that the council write to the CCG about this matter and Cllr Scaysbrook seconded it.

RESOLVED: The council agreed to send a letter to the CCG regarding the Riverbank surgery.

12/1505. DISCUSS THE QUARTERLY BUDGET AND YEAR END ACCOUNTS

The Clerk presented the finished 2022-23 quarterly budgets, the updated income and expenditure for 2023-24 and a new reserve list. Cllrs discussed the information provided and asked questions. The Clerk explained that the local branch of the RBL has still not applied for s137 monies. They have been passed all details/information on the parade from both the Clerk and Assistant Clerk.

RESOLVED: The quarterly budgets and updated income and expenditure were accepted. The reserve list was agreed with the following changes - £3,000 in the Parish Projects budget is ring fenced for a possible RBL s137 application for Remembrance and the events reserves will be added to the Parish Projects budget.

13/1505. REVIEW THE STANDING ORDERS POLICY

The Clerk explained that the Standing Orders template is from NALC. She asked the council to consider the highlighted sections and if the council wish to make any changes. She also gave an explanation on Working Groups and that are normally set up for the short term.
Cllr Burgin proposed that the council make the F&GP a committee but staffing stays as a working party.

RESOLVED: The council agreed to change F&GP to a committee and keep staffing as a working party. Cllr Scaysbrook proposed that the word Chair be replaced by Chairperson.

RESOLVED: There were 4 votes for changing the wording and 2 against. This means there was a majority to change Chair to Chairperson.

14/1505. CLLR HARDY TO PRESENT THE REVIEW OF THE BUSINESS PLAN THAT WAS DEFERRED FROM THE MARCH MEETING

Cllr Hardy asked Cllrs if they were happy to sign off the 2022-23 review of the business plan.

RESOLVED: The council agreed to sign off the 2022-23 review of the business plan.
A 2023-24 business plan was handed to councillors and will brought back to the June meeting.

15/1505. DECIDE ON THE KINGS CORONATION COMPETITION WINNERS

were shown 3 sets of pictures from those who nominated themselves for the street competition. The street names were not given to members and instead each set of pictures was numbered, and councillors voted on which number they thought was the best. The Chair asked that those who submitted nominations were thanked for their efforts and taking part.

RESOLVED: The Chair used her casting vote due to a tie and then the Assistant Clerk announced the winning street was Rectory Road, Old Church Warsop.

7/1505. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk gave an update.

The social drop-in sessions have been quite successful since they started on 17th April. Unfortunately, they aren’t open much in May due to the 3 bank holidays. There will be a Town Hall 90th anniversary celebration on Thursday 13th July. Action week has been rescheduled for Monday 7th August – Thursday 10th August.
The Chairperson asked if Cllrs could come along to the social drop in if they were available.

Meeting with Val Spencer, Church Warden – Tree concerns in the closed church yard

This is the response to the Church Warden after the meeting.
Hi Val,

Thank you for meeting with me this morning.

As promised, I am emailing you everything we spoke about and ask that you share this around to all your church members.

Having viewed the last tree inspection report this morning, you can see that the trees you have raised concerns about have not been flagged from the inspection that took place in October 2022. From a Parish Council point I would like to confirm that the council are undertaking what is required as per the request from the Parochial Church Council. I think it would be useful for me to share why the Parish Council have some responsibilities in the closed church yard and to clarify what those responsibilities are.

The Parochial Church Council agreed to close the church yard and submitted the request to MDC. MDC then contacted the Parish Council asking if they would take responsibility of the specific items requested by the church. With this request came a deadline that was missed by previous staff of the Parish Council, meaning that WPC had to be the responsible authority. The responsibilities are:

  • Obtaining a tree inspection report
  • Undertaking any works from the report within the priority risk level that is set by the inspector
  • Cutting the grass
  • Weeding/spraying

I can confirm that the Parish Council have adhered to those responsibilities and will continue to be responsible for the points specified. In the past they have even provided some pest control for the moles which is not part of the agreement and unfortunately cannot continue to be provided due to increased financial pressures. In terms of the tree inspection, the Parish Council will always take direction and advice from the professional undertaking the report.

On a separate note to the trees, you mentioned that Angela had asked the gardener to maintain the memorial garden area. I have previously told the gardener not to tend that area due to concerns we received from Keith about the area stinking. I would like to clarify that you are happy for the area to be maintained as you have requested and are aware that if anything should happen, i.e. stinking ground, that this will be the responsibility of the church, is that ok?

Lifespring business plan update from MDC
This is the email the Clerk received from Mike Robinson at MDC.

Good morning, Amanda,

The initial thoughts on the Lifespring BP are positive from MDC officer perspective as this appears to be well considered. We do have some queries and points to follow up on which require Legal input from our perspective too, which we have not yet secured. Any decision on formal release of the restriction will be progressed after the election now anyway once we have a new settled Administration and relevant roles confirmed. All this being the case it is not possible to offer a formal response before into June. Please feel free to nudge again from mid-May onwards.

20/1505. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Bethan Eddy submitted her apologies but sent a written update that will be emailed to Cllrs.

Report for 15/5/23 Warsop Parish Council

Congratulations for everyone who got elected a couple of weeks ago, but a special thank you to Debra Barlow and Phil Shields who I know worked hard for Warsop.

Firstly, at full council last week I presented a petition for the ‘blocking of the service Road at Vale Avenue’, residents are concerned this will be a cut through for traffic when the lights are installed. As soon as I get a response from it, I will let you know.

Spion Kop, I am still waiting on feasibility studies to help with the road safety and will update everyone when I have it. Thank you to Cllr Barlow for the public meeting and I will organise another when we have the information back.

Regarding the double yellow line’s consultation on Elkesley Road, there were concerns about removing them both sides so a new consultation should be going out this week about only removing them on the side of the Rugby Club. This makes sense to me and will hopefully be a good compromise for the concerns residents raised but also to allow extra parking.

I have raised issues with the over enthusiastic parking warden outside the Town Hall, the floral displays, the railings and road condition to highways and I will continue to chase. Wood Lane is in the program, but I haven’t got a date yet and York Terrace is being programmed for patching.

Finally, I have contacted the Integrated Care Board regarding the Riverbank Medical Centre. The statement I have been given is below, however I have asked for further clarification on when notice was given and if there is further information for the public. I will pass to Amanda when I have it, for everyone’s information.
‘Dr Kaistha at Riverbank Medical Services in Warsop, has taken the decision to serve three months’ notice on his GP contract and stop providing GP services at Riverbank. NHS Nottingham and Nottinghamshire are currently working through plans to ensure patients registered at Riverbank Medical Services continue to have access to GP services. Once the process has been finalised, patients will receive a letter about how they can access GP services. Patients do not need to take any action at this current time and can continue to contact Riverbank for their healthcare needs.’

    Cllr Burgin stated he had spoken to Martyn Saxton at MDC planning. The information given was that the applicant would have to prove that the land is not longer needed for retail. Cllr Burgin also said that he was disappointed with ARBA and that they still have a contract on the land.

    Cllr Barlow said that the site was dangerous and an eyesore when the Strand Bingo Hall was still standing and now the land that’s bare since the building has been demolition is an eyesore.

    It was proposed that a letter of objection be sent to MDC planning for the houses and state that the site should stay as retail. It was also proposed that the council write to ARBA.

    RESOLVED: The Clerk will write to MDC planning and ARBA regarding the planning application for 19 houses on the old bingo hall site.

  • Parks within the Parish

    Cllr Barlow asked if the Parish Council would lobby the District Council for better parks/recreation facilities for all areas of the Parish.
