3/3003. CRIME AND DISORDER – REPORT FROM THE WARSOP PARISH TEAM - PUBLIC PARTICIPATION:
PC Kieran Loftus introduced himself and gave some background information on his Neighbourhood Policing career.
He gave an update on the figures for the same 3-month period in 2021 and 2022. He said that the trends for these 3 months look bad, but this is due to being in and coming out of a Covid lockdown. There has been a 70% increase in crime figures for Church Warsop and Meden Vale. ASB and drug incidents are down but theft of motor vehicles has increased by 200%. The police team have been working with local pubs and as well as MDC in regard to fly tipping with the Sookholme area being a hot spot.
PC Kev Agar said they have installed ANPR cameras around the outskirts of Warsop Parish to track stolen cars.
PC Loftus mentioned the meetings he would like to set up that work around his schedule for those Cllrs who wish to attend.
Cllr Burgin said that the council have agreed that Cllrs who can attend or have an interest should inform the Clerk.
The Clerk said that this is not a formal meeting and she would take meeting notes so they can be brought back to council.

RESOLVED: Agreed and accepted as a true record.

5/3003. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
None.
6/3003. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED
The Clerk had items to discuss with members.
- Front door quotes
Jet Joinery - £2,941.84 +VAT
KHTE - £3,500 +VAT
Oakfield Builders - £2,900 +VAT
The quotes from KHTE and Oakfield Builders were verbal quotes. Jet Joinery did works to the other doors and the council would need to buy new locks and bolts. KHTE quote is a company that the council have used previously, and their quote includes everything plus painting. The council have not used Oakfield Builders before.
RESOLVED: The council voted to use KHTE but the Clerk will need to discuss the issue of the blown floor before any works take place. - A section 137 application from Lifespring Church and Centre has been received. There project is to turn Woodside Hall in Church Warsop back into a community project that will serve the whole Parish. They will continue to provide food and telephone support as they did during Covid. They are looking at setting up holiday activities plus meals for the children and parents during school holidays. They want to run an Autism Unlimited group which offers support to families where there is autism or a disability. They will also be working with Freedom to provide free financial/benefit and form filling support. They are asking for £3,750. The Clerk said there is £6,250 left in the s137 budget pot, and it will need to be used or earmarked before the of 31st March.
RESOLVED: The council agree to support this application and earmark the funds (£6,250) due to the other online banking signatory being ill. The Council will also consider increasing the s137 budget to £15,000 to be able to support more local groups/organisations. Cllr Burgin left the room due to a conflict of interest. - The room hire agreements have had the terms and conditions amended and requires agreement.
RESOLVED: All highlighted amendments for the room hire agreements were agreed. - An update from the Assistant Clerk for the Clean Up Event - Update in clean up:
- 7 stalls confirmed (pushing on social media and website for more)
- Purchased – bunting, balloon & other decorations for location (payment approved on this agenda)
- Enquired with NCC again for bunting – NO to lamp posts and NO to asking the businesses to use buildings! (going to decorate car park and get businesses involved)
- Applied for hanging basket license from NCC – waiting on response – Baskets are approx. £10 each we will need 45 depending on bracket stability (KHTE will install and check brackets for a fee – waiting on quote) and maintenance, watering, and removal agreement from the shops!
- Working with Wayne to try and provide community transport to and from the event – waiting on response from Lesley Watkins about community bus – Logistics TBC …. Thinking pickups at MV, WV, SK, the burns, George shooter etc.
- Bethan Eddy NCC has donated some divisional allowance for cleaning materials – litter pickers, trolleys etc.
- Glynn painting trucks on a60 and Kenny painting headstock images before the event.
- Hoping to get ward councilors involved to coordinate a cleanup on same day in all wards …. Emailed Phil Shields but had no response! Was thinking to provide clean up stations in predominant areas such as, shops at MV, Premier at Church Warsop, Speak to AB re Warsop vale etc.
- Arranging some activities for families with children (encourage to buy at market, sweet stalls etc) – face painting, games …. Waiting on quotes.
- Hoping to purchase folding tables – we hired them at Christmas and borrowed from shed at the last clean up….. the shed ones are old, heavy, damaged, and uneven and have to rely on grant (who’s away and JPB for lifting and tugging) best value to not hire just buy and reuse new easily portable ones.

Advertise car park closure
Source hanging baskets and arrange putting up if license agreed by NCC
Advertise Queen jubilee competition for best dressed street – prize is new street sign like VE day
Email local groups and call out for cleaning volunteers
Source folding tables
Speak to rest of ward councillors to coordinate clean up

Purchase more decorations required – table covers etc, when know number of tables standing
- An update on CAB from a previous meeting update – the only condition that CAB will struggle to adhere to is sending someone to cover the normal advisors’ holidays.
RESOLVED: The council will monitor holiday leave but understand that CAB have lost volunteers during Covid. - MDC have been in contact to say they have no elections this year but would like to use room 9 in the Town Hall for 2023.
- There is a HMRC outstanding payment. The Clerk has spoken to MDC who deal with WPCs payroll and HMRC. The Clerk will write to HMRC and provide them contact details for Michelle Stevenson and MDC Payroll.
- Warsop Carnival – the Clerk was invited to a meeting. There is a new chair in place, and they are slightly behind schedule in planning the event and they have £9k in the bank. The event normally costs £21k in total. Funding from local authorities and local Cllrs was discussed. A meeting was arranged between the new chair and the Clerk and Assistant Clerk to go over the funding application and SAG requirements. The group need new committee members as well as volunteers on the day. The Clerk will save space for a piece in the paper.
7/3003. BIG WARSOP – UPDATE FROM CLLRS BURGIN, SIMPSON AND WILLIAMSON-COOPER
Cllr Burgin gave an update. Applications are in for the last pot of money. They are working on a story of Big Warsop over the years.
8/3003. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK
The Clerk informed members that the deadline date is 18th April and could all Cllrs try and write something for the paper and send it to warsopnews@aol.com. The Clerk said she was happy to work with Cllr Simpson on his piece.

11/3003. NOTTINGHAMSHIRE COUNTY COUNCIL – UPDATE FROM THE COUNTY COUNCILLOR
As per the council’s decision, any update received will be forwarded to Cllrs by email. There was no report received.
12/3003. MANSFIELD DISTRICT COUNCIL – UPDATE FROM DISTRICT COUNCILLORS
Cllr Burgin gave an update. The Community Hub funding from MDC was voted on and agreed. Sport England are tentatively looking at granting funding of 1 million. There are more hurdles to jump through and then there are planning matters that will need to be resolved.
The Parliamentary Boundary commission are now accepting comments for the second round.
Works have started on the Stonebridge planning application.
