PC Kev Agar introduced a new PC and Beat Sgt that have been assigned to the Warsop beat team. Cllrs spoke to the team about certain roads within the Parish that are particularly problematic. Cllr Burgin mentioned Carter Lane at Warsop Vale and Cllr Scaysbrook mentioned Netherfield Lane in Meden Vale.

The Chair moved the county councillor’s item forward on the agenda.

15/2809. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Eddy apologised for not being as proactive over the past couple of months. This was due to an emergency operation.
She said there would be a highways inspector working within a grid section looking at the potholes around the Parish.
She has been working with residents in Spion Kop regarding a number of traffic concerns. These are average speed cameras, a pedestrian crossing near the bus stop and the access in and out of the driveway that leads to the residents parking area. A meeting is being arranged with herself, highways, Cllr Ben Bradley, Cllr Karen Hardy and the police.
There will be a road safety team outside Co-op on 20th October from 10am-1pm to discuss how to fit a child’s car seat properly.
She would also be looking into the matter of Stagecoach cancelling a number of buses for the Parish of Warsop.
She informed the council that she has been given the role of Vice-Chair on a health committee. The current issues the committee is looking at is dentist availability and health visitors carrying out assessments over the phone rather than face-to-face.

Cllr Hardy proposed that Warsop Parish Council support Cllr Scaysbrook Stagecoach campaign.

RESOLVED: The agreed to support the campaign.

7/2809. MATTERS ARISING FROM PUBLIC PARTICIPATION:

8/2809. RECEIVE AN UPDATE FROM THE STONEBRIDGE DEVELOPMENT MEETINGS/DISCUSSIONS

Cllr Hardy read out an update on Cllr Barlow’s behalf.
Today, 15th September, I met with Developers, MDC planning, Enforcement and Environmental Officers on what is to be known as Stonebridge fields, to discuss progress, get an idea of when houses will be completed and about ongoing problems.
Some issues still have to be ironed out. I can explain the reasoning why Sookholme hedge was pulled out so early when we know they won’t be building in the far field (Sookholme field) until toward 2024.
The hedge had to be removed now as the electric substation will be in this field and the connections will be on Sookholme lane. No house can be occupied until Sookholme lane is completed.
It was confirmed again today that no construction traffic is allowed along Sookholme lane or the Hawthorns. They should use Vale Ave and Stonebridge Lane.
They intend to address the parking problem on Sookholme lane near the Hawthorns Oct/Nov; grassed area.
The intention in the next month or so is to pass the drains across Sookholme lane. There will be traffic control. Currently there will be access for pedestrians along Sookholme lane toward the river, but vehicles will be restricted, probably blocked.
The Developers will be leaflet dropping Stonebridge Lane to warn about some further drilling at the bottom of Stonebridge Lane, from the Attenuation ponds toward the sewers. They will not be using the pecker. They have a different machine where it’s thought there’s less noise and disruption; note LESS. I ask residents if they would prefer for this to happen shorter hours per day but will take longer to complete. Or to just get on with it and complete as quickly as possible? Operating times will be restricted possibly 8/9-4; I will confirm when I know.
They will be opening up the 2 permanent entrances within weeks, and then the current entrance will be for staff/visitor parking only. Any heavy wagons will be able to access the site through the first entrance and wait on site there.
I talked about noise and dust/mud and the Developers were empathic but currently feel they’ve done all they can.
I’ve asked them to clean the pavements and gully’s, which they say they will. Also to clear the weeds.
I suggested to them that they employ a window cleaner and car cleaner to clean property along Stonebridge Lane at least monthly. Their argument against this was if they did that and your vehicle got scratched, they’d get blame. So, I’ve asked them to use disclaimers. They will take this back to head office. Please be aware that if they do this, you don’t have to accept.
Finally, I asked about the leaflet they dropped to the Hawthorn residents along Sookholme lane regarding surveying their properties prior to work commencing along Sookholme lane, and why they didn’t do the same along Stonebridge Lane. Their answer is that they will be much closer to the Hawthorn properties. Hence why they feel the need to do this.
My advice for anybody who lives on Stonebridge lane who has incurred cracks to their property to seek their own legal advice.
They are hoping to have show houses ready by February 2023 and a row of Barrat homes along the Hawthorns boundary, and a row of David Wilson homes along the H&H boundary after the show homes are open. However as already stated they can’t occupy any until Sookholme lane is completed. They envisage to build 50 properties per year.
Please accept this was a discussion today and subject to change, but I will endeavour to give any alterations as soon as I know them.

9/2809. RECEIVE AN UPDATE ON THE TOUR OF BRITAIN

The Chair said it was a good day that was well attended.

10/2809. CLLR HARDY TO PROPOSE THE NOVEMBER MEETING BE HELD IN MEDEN VALE ON THURSDAY 17TH NOVEMBER

Cllrs agreed that Thursday 10th November would be good if that date was available. Cllr Hardy would email after she has found if the date is available.

11/2809. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

S137 application from Warsop & District U3a

A group for retired or semi-retired people. Members are from the Parish, District and surrounding areas. They are asking for their room hire costs to be covered along with money going towards the cost of printing their newsletter, stationery and postage costs. The total is £1,140 and they are asking WPC for £1,000. The £140 will come from membership fee’s which they are trying to keep low.

RESOLVED: The council have asked the Clerk to go back to u3a with questions about how many members they have and how many are from the Parish of Warsop.

Warsop Infotech

Warsop Infotech have handed in their notice on their room hire agreement.

July Accounts and budgeting group

Cllr Hardy asked to put together a small group of Cllrs to give some projections on what the second half of the years finances for the council could look like.

Casual Vacancy

The council currently have 2 vacancies but being close to an election year, the council can choose not to advertise within 6 months of those elections.

RESOLVED: The council would like to continue to advertise the vacancies.

Hygiene Poverty

Gemma Blagg, Assistant Clerk gave an update on the hygiene poverty packs project. The packs are being distributed throughout the Parish for those in need. She thanked those for donations so far and hopes to continue the project while there is a demand.

Remembrance and Christmas Events

Gemma Blagg, Assistant Clerk said she has almost completed the events management plans for both events but expressed her concerns for the Remembrance plan. This event is run by RBL, but the council are the ones completing a management plan which creates an issue in terms of liability. The Clerk agreed and said she doesn’t think the insurance would cover the event as its not run by WPC. Gemma suggested that when a review of the event takes place that serious consideration is given to changing the council’s role in the event.

Queens death and the Kings proclamation service

Members of Warsop Parish Council and staff followed the Operation London Bridge policy and attended services at MDC for the new King.

Devolution Deal

I was asked to contact NCC regarding the information on a devolution deal and what that means for WPC – This was the response - there shouldn’t be any direct impact on Parish Councils. In the short term there will be work taking place between now and spring 2024 (when the first election for a regional mayor is expected to take place) so keen to keep dialogue between different local councils open on this, as we want to get all involved and working together. Just something to be aware of at the moment.

Vaccine Bus

The Clerk updated councils on the arrangements that had been made for visits to the Parish by the Covid vaccine bus. Unfortunately, the bus never turned on the agreed days, times and locations. Those who were working on the project from the NHS have now moved roles and communication has been stopped.

SWITCH

The Clerk has asked for a meeting, they said they couldn’t do a meeting until the new survey had been issued to them and they could start looking at quotes.

Clock winder quote

The quote for an auto winder for the clock was over £5,000.

RESOLVED: The council are not in a position to afford the works that are required so it was agreed that the council would continue to wind the clock manually.

Building survey and valuation

Members were given a copy of the new building survey which was very similar to the first survey in 2019. The only difference was that the new survey gave a timeline for the works over a 10-year period rather than 5 years. The valuation for the Town Hall given by WA Barnes was £220,000.

Staffing meeting

A staff meeting is required to discuss the staff consultation.

Keys for Cllrs

Only have Cllrs Barlow and Hardy have a set of keys for the building and it would be a benefit to have at least 2 more members become key holders.

Lengthsman Scheme

UPDATE - NCC sent another email with some more information while the Clerk was on annual leave in August. There was a list of sessions that they were running for someone from the Parish Council to attend and this was a requirement. The Parish Council had already agreed that it cannot afford to employ a lengthsman.

M/V noticeboard

The Clerk asked if the Parish Council would be paying to have the noticeboard relocated at Meden Vale.

RESOLVED: Council agreed to pay for the noticeboard to be relocated near the shops on Ossington Close.

CAB cover

Cover for CAB over the next few weeks is required and the Clerk asked Cllrs if they would be able to help with cover.

Gemma’s op and my annual leave

The Clerk reminded the council that Gemma’s operation was at the beginning of October at the same time as the Clerks annual leave.

FiLCA course

The Clerk has a deadline of 1st October to finish the FiLCA course.

Christmas opening times

The council discussed the Christmas opening hours for 2022.

RESOLVED: The council agreed the dates, 19th December to 2nd January.
