2/2102. APOLOGIES

The Chair moved Crime and Disorder to the beginning of the meeting due to the police’s work commitments.
5/2102. CRIME AND DISORDER – REPORT FROM THE WARSOP PARISH TEAM - PUBLIC PARTICIPATION:
PCSOs Dee Eyre and Kathrine Spowage attended the meeting and read out a report on crime figures on the same 3-month period of this year and compared those with last year’s figures. They reassured the Parish Council that they are working from the Town Hall and are keeping a presence within Warsop Parish. They gave Cllrs the names and numbers of all the Warsop Parish beat team and the contact information for the new Inspector.

PCSO Dee Eyre made members aware of gangs of children around the Parish who are carrying knifes and when reporting issues that involve drugs the public should call 101 or Crimestoppers. The police need 3 independent, credible pieces of intel in order for a warrant to be issued.
The Chair thanked the PCSOs for attending and for reassuring the council that there is still a police presence in the Parish. The council have faith in both the PCSOs.
Cllr Butler left the meeting due to being unable to hear members speaking at the meeting.
3/2102. MINUTES OF THE PARISH COUNCIL – Monday 24th January 2022.
RESOLVED: Agreed and accepted as a true record.
4/2102. MINUTES OF THE F&GP MEETING – Wednesday 9th February 2022.
RESOLVED: 3/0902 – recommendations one, two and three were agreed.
RESOLVED: 4/0902 – recommendations one and two were agreed.
RESOLVED: 5/0902 – The Clerk gave an update on funding applications from The National Lottery Community Fund. There are currently no funding pots for the Parish Council with regard to the Town Hall.
RESOLVED: 6/0902 – the recommendation was agreed.
RESOLVED: 7/0902 – the recommendation was agreed.
RESOLVED: 8/0902 – The Clerk had another application that was submitted on time, but the email went to her junk box. The interview panel will be Cllrs Andy Burgin, Karen Hardy and Wayne Williamson-Cooper. The Clerk will try and schedule the interviews for a Wednesday and after 6pm.
RESOLVED: 9/0902 – The first recommendation was changed slightly to speak to the County Councillor about the land in front of the shops on Ossington Close as well as MDC for the cost. The second recommendation was also changed. The council won’t be seeking quotes for the works to the noticeboards as Cllr Glynn Morris has offered to do the work and the council buy the materials.
RESOLVED: 10/0902 – the recommendation was agreed.

RESOLVED: 12/0902 – the recommendation was agreed. The council also added that staff should isolate if they catch covid.

6/2102. MINUTES OF THE STAFFING MEETING – Thursday 17th February 2022
A member of public left the meeting.
RESOLVED: 3/1702 – recommendations one and two were agreed.
RESOLVED: 4/1702 – recommendations one and two were agreed. The Clerk would send the letter with the amendments agreed by full council to the Chair and Vice-Chair.

PUBLIC PARTICIPATION
Mr Spivey spoke about the Stonebridge planning application. He made the council aware of the terrible parking issues that residents will face while this development is being built. He said that MDC won’t allow residents to park on he grass verges, if they do, they will face being responsible for any damage.
He also spoke about the Fitzherbert crest and how he asked at a council meeting a few years ago that he would like to see it removed.
7/2102. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
The Chair proposed that the Parish Council write a letter of complaint to MDC regarding the way the Stonebridge planning application has been dealt with. The letter should include points on a consultation letter not being received by all residents near the development site, the ponds and how the parking will affect the lives of the residents near this development.
RESOLVED: The Clerk will write a letter of complaint to MDC.
Cllr Hardy said she was disgusted at MDC and the way they put barriers in place for anyone who wanted to object to the application. She felt concerns for the application were ignored.
Cllr Burgin thanked Cllr Wetton for his support on this application. The committee seemed to be led a certain way a complaint should be lodged. He said he will keep arguing the case and raise concerns on parking and the layout.
Cllr Wetton said there were excuses being used in regard to the access to the site. NCC had objected to the site entrance in the outline planning, but the developers were able to work around the objection by calling it an emergency exit.
The Chair was aware about the Mr Spivey’s request to remove the Fitzherbert crest. She said the council can put something in the paper and asking the public for their views.
8/2102. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED
The Chair spoke about the survey that Ben Bradley MP has done, regarding if the Parish Council are value for money, with Cllrs Bethan Eddy (NCC) and Philip Shields (MDC Netherfield Ward). There was no official communication from the MP that he was doing this survey and fortunately the Parish Council were able to add something in the paper about what it does.
RESOLVED: 4/1702 – recommendations one and two were agreed. The Clerk would send the letter with the amendments agreed by full council to the Chair and Vice-Chair.
Members looked through the meeting notes from the community group meeting. The Chair said it was a good meeting, but the group and the council were in a catch 22 situation and the only way to try and resolve this would be for MDC to remove the covenants from the agreement. The council had received a response from Philip Colledge at MDC that stated they would keep the agreement as it was.
RESOLVED: The Clerk will invite Philip Colledge to attend a Parish Council meeting and the Chair will arrange a face-to-face meeting with the Mayor and Philip Colledge to discuss the letter WPC sent asking for the covenants to be removed.
The community asked these questions via email for an answer from the council:
- What is the current model for charging for office space hire?
- What is the approach from the Parish council for the next 12 months for the building being open to the public? What services will be running to encourage use of the building for the future? If the doors are closed this will discourage usage and the use of rooms. This will reduce potential income for WPC and the opportunities for the working group for the future of the building.
- If the working group reach the 12-month timeline and still have some outstanding questions to resolve, is there potential for an extension?
- Whilst the WPC are in situ could the heating be zone controlled in order to reduce bills?
- Presently when questions are submitted to the Parish council, they have to be submitted to the Amanda Cooper (The Clerk) and Amanda has to seek further advice before responding. Sometimes Amanda has to wait for responses from a full Parish council meeting. As we have a 12-month timeline, we are asking if the turnaround from the Clerk could be reduced. Is there a possibility that a target response time could be introduced in order to expedite communication and clarification? We suggest that this works both ways.
The Chair answered the questions on behalf of the council:
- The room hire was being calculated based on sq meterage with considerations being made for charity and community groups.
- The group can use the Town Hall/open the doors under the councils covid guidance. Unfortunately, MDC housing and RBL have cancelled their surgeries.
- An extension will depend on what progress the group have made leading up to the 12-month deadline.
- The heating engineer gave the council specific instructions not to tamper with the thermostats. This is due to the area that the system has to cover within the Town Hall and the air locks and other issues it creates for the system.
- The Clerk can answer the majority of questions, but she will use her judgement and bring to council any question she is unsure of or would require the council’s authorisation.
The Chair said it would be beneficial for the group to create a constitution and amend it once they have decided what type of group they would set up as.
9/2102. BIG WARSOP – UPDATE FROM CLLRS BURGIN, SIMPSON AND WILLIAMSON-COOPER
Cllr Burgin said there wasn’t much to update. They are in the last year of the plan and working groups are being set up.
10/2102. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK
The paper will be 24 pages. This edition saw some changes on the print deadline day. A new article was added in response to the MPs survey. Mansfield Refillery are on the front page after winning an award.

12/2102. NOTTINGHAMSHIRE COUNTY COUNCIL – UPDATE FROM THE COUNTY COUNCILLOR
As per the council’s decision, any update received will be forwarded to Cllrs by email. There was no report received.
13/2102. MANSFIELD DISTRICT COUNCIL – UPDATE FROM DISTRICT COUNCILLORS
Cllr Burgin said the decision on the health hub would be coming to full council after a delegated decision is taken by Cllr Whitby. He is hoping that District Councillors support this and he will be asking for a recorded vote.
Cllr Burgin has also secured £2,000 for a defibrillator at Warsop Vale. He thanked Life Springs church and the Lee Bonsall Memorial fund for helping with funding.
