MINUTES of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on MONDAY 18TH JULY 2022 at 6.30pm.

Due to the red weather warning in place for high temperatures, the Chair shortened the agenda and selected certain items that needed discussion. All other item updates will be presented at the next council meeting.

4/1807. MINUTES OF THE EXTRAORDINARY COUNCIL MEETING – CONFIDENTIAL - Monday 5th July 2022

5/1807. MINUTES OF THE F&GP MEETING - Wednesday 13th July 2022.

This item was moved to the end of the agenda.

3/1307 – It was agreed that the Clerk would ask Warsop Infotech Treasurer for some dates to arrange a meeting.
4/1307 – Agreed. The meeting with the group is 27th July and the meeting with the Mayor would be 20th July. Concerns were raised about the reporter writing the article due to conflicts of interest but the council agreed that they would review the article first and make comments if appropriate.
5/1307 – There was no recommendation as the accounts are being monitored closely by staff. The Vice-Chair said that Cllrs should visit the office and ask staff any finance questions they have.
6/1307 – This item was discussed on the main full council agenda.
7/1307 – Council agreed to trial holding full council meetings in as many areas of the Parish as possible.
8/1307 – Agreed. The s137 budget will be monitored.
9/1307 – Agreed. £400 s137 funding to Sherwood Forest Fishery.
10/1307 – Agreed to accept the quote from Forest Farm Tree Services.
11/1307 – The clock service amount was agreed along with asking about an auto winder.
12/1307 – The council agreed to allow Cllr G. Morris to make the doors secure, usable and add new bolts which would be much cheaper than the quote for new doors and help with the councils finances.
13/1307 – Agreed. The Clerk will email Anne regarding the CRY funding.
14/1307 – Agreed to accept the FS Electrical quote of £780 for CCTV.
15/1307 – Nothing to agree.
16/1307 – The recommendation was changed. ‘Not influence others to their way of thinking’ was changed to ‘come to meetings with an open mind and no predetermined decisions’.
Cllr Barlow suggested that the ‘Be non-political when conducting Parish Council business’ be changed to ‘Do not allow party politics to influence decisions in a Parish Council meeting’. Cllr Hardy seconded the proposal. The Chair didn’t allow a vote on the change of wording and instead suggested that the item is deferred and suitable rewording suggestions can be made.

6/1807. CRIME AND DISORDER – NEW INSPECTOR INTRODUCTIONS AND REPORT FROM THE WARSOP POLICE TEAM

Insp Davies and Acting Sgt Parsons stated there would be no statistics provide due to the police installing a new system that will work much better. Once the system is up and running, they will provide the Clerk with a copy each month. A/S Parsons said that a lot of time has been focused on local arson attacks and they are looking at changing the Warsop Beat Team. The PCSO’s will be staying but they are looking at changing the PCs.

Cllr Barlow asked if the police had seen the comments from Judge Rafferty regarding criminals in Warsop getting away with crimes and blaming the police.
A/S Parsons said it was his case and it was during Covid which meant they couldn’t get drug testing done as normal. He said he couldn’t fully disagree with the situation but disappointed by the comments made.

Cllr Hardy asked if anything was being done in Warsop Parish on ASB awareness week and she also wanted to thank PCSOs Kath Spowage and Dee Eyre for their help with the dangerous school parking in Netherfield Ward.
A/S Parsons said that they have decided on Mansfield Woodhouse for the ASB awareness week. This is due to the area being a hotspot for ASB and a girl purchasing drugs around the Yeoman Hill Park area and almost died from a drug overdose. He said there would be normal patrols in Warsop Parish. He also mentioned the Safer Streets 4 project that will help with CCTV, lighting, etc but they haven’t heard if the application has been successful yet.

The Chair asked if the police had found the culprit of the arson attack on Woodside Hall that was destroyed by the fire. He is hoping that MDC will do an asset transfer to Lifesprings so they can continue with their plans.

A/S Parsons said the witnesses couldn’t describe anything in detail. He said the police were constantly attending the premises before the fire.

Cllr D. Scaysbrook arrived at 6.42pm

The Chair also asked about the issues with off road motorbikes that he has been speaking to PC Loftus about and about some graffiti containing racial slurs and symbols that have appeared in Warsop Vale.
Cllr Barlow and Stephenson also made comments on the off-road bike issues.

Insp Davies said that PC Loftus has been on annual leave. A/S Parsons said it’s difficult to police off road biking, but they will be trailing the drone pilot and he invited Cllrs to attend.
He said there hadn’t been any reports of graffiti appearing in Warsop Vale.

Cllrs said they were very happy to see A/S Parsons back in Warsop Parish and the Chair thanked them both for attending the meeting.

PUBLIC PARTICIPATION

Halina Kochanowski asked who enforces the traffic/parking issues around the schools and who enforces parking issues for dropped kerbs.

7/1807. MATTERS ARISING FROM PUBLIC PARTICIPATION:

The council stated that the issues raised by the member of public would be a matter for the police or the traffic warden in some cases involving yellow lines.

10/1807. CLLR HARDY TO DISCUSS ANY AMENDMENTS FROM CLLRS ON THE WPC BUSINESS PLAN

Cllr Hardy thanked Cllrs for their suggestions and amendments. She met with the Chair and they reviewed the plan together with all the suggestions. She proposed that the plan be accepted by council with quarterly reviews being undertaken.

RESOLVED: Council agreed to accept the business plan and to review it quarterly. The plan would be published in the September edition of Warsop Parish News.

15/1807. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Eddy thanked the council for the invite to attend the meeting. She gave an update on what has been happening at the County Council and what she has doing in her role. She said there was currently a lot of changes happening at NCC as well as the devolution deal but there is no further news on this at the moment. She said most of her time or enquiries centre on highways. Highways officer visited the junction outside Warsop Town Hall. They have changed the timings to try and allow more time for those turning in the right turn lane. She hasn’t received any further complaints since the timer has been changed.
She has been working on the Eastlands/Cuckney junction but due to measures that were already put in place she will need to wait the required amount of time before any more works/measures can be added.
Her divisional fund has been split between Warsop Carnival, Warsop Parish Remembrance Service, litter pickers and garden trolley for the Parish Council, book boxes for one of the schools in Meden Vale and the Meden school holiday meal project.
She asked if Cllrs could let her know if there are any other projects that are local and that she can help with her divisional fund or if Cllrs have any ideas on starting a new project. She expressed a desire to work with the council.

Cllrs asked about a hedge on Oakfield Lane/Avenue that needs cutting back, more information on what works Cllr Eddy has completed in Spion Kop, vegetation/bushes/tree cutting especially around the Forest Rd area, speed limit changes on the a60, Via and who they are responsible to, welcome signs around the Parish, potholes (Wood Lane in Church Warsop and other areas in Warsop were mentioned), drain blockages, school parking along with crossing areas near Birklands School and on Carter Lane in Warsop Vale and the survey about the Parish Council.
Cllr Eddy said she would look into the hedge but asked if Cllrs Barlow and Stephenson could send some photos of it to her via email. She said there was new concealed entrance sign erected in Spion Kop and that the junction was being reviewed. She will ask about cutting and maintaining the vegetation. Questions had already been put forward regarding the speed limit changes but she was given an unsatisfactory answer. Via do work for NCC but it’s the officers that carry out its functions. She updated members that she had worked with the Clerk and Cllr Wetton on the welcome signs and these belonged to WPRA who dissolved a long time ago. Patching potholes is due to stop and a new scheme will be rolled out unless the pothole is considered an emergency and then it will need to be patched. She will look into the issues with drains and blockages. She has received an email about a crossing near Birklands school and is looking into it. She explained that the survey came about because residents complained or commented on the extra council tax that is paid by Warsop Parish residents because of the Parish Council. She apologised that the survey wasn’t presented the right way and she wants to work together and engage with residents on what they want.
