2/1104. MINUTES OF THE PARISH COUNCIL MEETING – Wednesday 30th March 2022.

The Clerk said there was an amendment from the minutes sent to members via email - The Council will also consider increasing the s137 budget to £15,000 to be able to support more local groups/organisations. Cllr Burgin left the room due to a conflict of interest.

RESOLVED: Agreed and accepted as a true record.

4/1104. CRIME AND DISORDER – REPORT FROM THE WARSOP PARISH TEAM - PUBLIC PARTICIPATION:

No report or police presence. The Clerk will email Cllrs and Kieran for a list of dates for the informal meetings to discuss police matters.

5/1104. MATTERS ARISING OUT OF PUBLIC PARTICIPATION

6/1104. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk had items to discuss with members.

  • Town Hall cover with the Clerk is required on Monday 25th April and Monday 9th May. The Clerk will email these dates to Cllrs.
  • Cllr vacancy interviews for the 2 applicants will take place on Wednesday 20th April.
  • Notts County Council have given an update to the Clerks questions regarding the boundary of the Parish Council car park next to the library. Their records are different to the ones held by WPC. The Clerk will check the council’s paperwork again.
    RESOLVED: It was agreed that the Clerk should take this further depending on re-checking the files the council holds.
  • The Assistant Clerk, Gemma Blagg, had a meeting with Michael Smith from Big Warsop regarding some funding that was provided to the Parish Council for the Christmas event. Mr Smith asked for a general update on the event, the concept of the event and if the Parish Council had achieved what it wanted. Gemma explained the concept of the Welcome Back funding and the aim was to support local businesses and bring more footfall to the Town Centre. This was confirmed by the feedback from the businesses. Mr Smith asked about the cost of the event and if the Parish Council would be planning to do it again this year. He said if Big Warsop were to help with funding again, they would look to support the council on being more sustainable. Gemma said the council was planning the event for this year and she explained that the council do not and are not able to do these events to make money as per the legal requirements the council have to follow. Mr Smith did suggest the moving forward, Big Warsop could support by helping a group form to apply for funding and run the event. He suggested members from the Parish Council and Big Warsop as well as others could run the event.
    Mr Smith mentioned that he would still like to meet with the Chair regarding the Town Hall. He said the only reason Big Warsop gave their notice on the room hire was due to accessibility for the public. Gemma explained that the council had informed Big Warsop that they could open the doors to allow the public to use their service. Mr Smith said that wasn’t the information he was given from Maddy Pritchard. He also mentioned that his response to the TH consultation was not included. He said he sent an email to the Clerk.
    The Clerk respond to the last point made by Mr Smith. No email was received and even if it was received, he would have been told that the only way to respond to the consultation was either by Survey Monkey or by Warsop Parish News.

7/1104. BIG WARSOP – UPDATE FROM CLLRS BURGIN, SIMPSON AND WILLIAMSON-COOPER

Cllr Burgin gave an update.
Mr Smith, Chair of Big Warsop gave an update on the meeting he had with the Assistant Clerk.

The Woodside Hall project by Lifesprings Church has now achieved the required amount of funding.

Friends of Warsop Vale are trying to re-open the Malcolm Sargisons Resource Centre. The group are working with a resident that’s new to the area and works in construction and is looking to lease the top half of the building.

Big Warsop are working on telling the story of Big Warsop over the next 18 months.
The deadline for the money to be spent is 2025 and there is £60,000 left.

8/1104. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

The Clerk informed members that the deadline date is 18th April and Cllrs can send their article to warsopnews@aol.com.

10/1104. NOTTINGHAMSHIRE COUNTY COUNCIL – UPDATE FROM THE COUNTY COUNCILLOR

As per the council’s decision, any update received will be forwarded to Cllrs by email. There was no report received.

11/1104. MANSFIELD DISTRICT COUNCIL – UPDATE FROM DISTRICT COUNCILLORS

Cllrs Burgin and Wetton gave an update.
As part of the Welcome Back funding some of the railings in the centre have been painting black. MDC did try to paint the other railings on the A60 but Via would not allow MDC to close part of the road.
Cllr Wetton proposed that the Parish Council should write a letter of complaint. Cllr Hardy seconded it.

RESOLVED: The Clerk will write a letter of complaint to NCC/Via.
There are 3 seating planters for Warsop Parish, and Cllr Wetton has used his allowance to purchase 4 planter tubs.

Cllrs Burgin and Wetton gave credit to the Mayor for his support in the Community Hub. Cllr Burgin has a meeting with the project group tomorrow and will do his best to keep to the timetable for the project.

    Cllr Butler asked about planning item number 3 and if there was a way to get more information as the amendments to this application always seem vague.

    Cllr Burgin said the online portal is the main source of more information but as a Cllr you can ring MDC as the online portal isn’t very easy to navigate.

    Cllr Wetton said he had spoken to the District Council about the campsite that has set up on Bainbridge Road behind the bungalows on Pavilion Close. Cllr Burgin said that Cllr Morris mentioned this at the last meeting and the Parish Council have received an email from a member of the public.

  • Parks within the Parish
    Friends of the Carrs had a meeting to discuss trying to get the weir and bridge project up and running again.
