MINUTES of the Extraordinary Parish Council Meeting to discuss the Warsop Community Hub, held at the Town Hall in the Council Chambers on MONDAY 23RD MAY 2022 at 5.00pm.

Exclusion of Public

In accordance with Public Bodies (admission to meetings) Act 1960 section 1 (2) the Council exclude the public and press from the meeting by reason of the confidential nature of the business to be transacted.

Cllrs elected Cllr Debra Barlow to chair the meeting in place of Cllr Andy Burgin who was at the meeting as the MDC Portfolio Holder for Leisure and Environment.

3/2305. THE CHAIR TO OPEN THE MEETING AND MAKE INTRODUCTIONS

The Chair opened the meeting, and everyone introduced themselves.

4/2305. TO RECEIVE A PRESENTATION ON THE WARSOP COMMUNITY HUB

The Chair opened up items 4 and 5 on the agenda as per the request of the MDC representatives who were presenting the information.

Cllr Burgin stated that a lot of work on this project has been ongoing in the background and now they are at a point that they can share the information with the Parish Council.

George ??? started with an introduction of how this project came about and what the leisure needs of Warsop Parish were. They spent 8- or 9-months gathering information. The presentation had a number of different sections –

Objectives - Why they would do this project/development and what the local issues were.

Approach - Face-to-face consultations were done with all sports clubs, all schools, local groups (Sport 4 Kidz, Vibrant Warsop, etc), local businesses, a survey (online and paper) for the general public and they had a stand at Warsop Carnival. Sport England were also involved.

Key Issues - There were 2 main issues that the public referenced. These were the closing of Meden Sports Centre and the loss of swimming facilities.

Barriers to participation in physical activity in Warsop Parish - Barriers were transport (buses), locations, access to opportunities, range of activities available and accessibility.
Cllr Barlow said the bus service to the outer parts of the Parish have become significantly reduced.
Rachael asked Cllrs to inform the team of any issues that have become worse since they first did their research. This could help enhance all aspects of the project. She stated that some of the feedback from residents was that they feel forgotten in Warsop Parish.

Delivering proposed future provision - This included getting people back to having good physical health, the elderly and isolation, childhood obesity, adult obesity, ASB, increased engagement/involvement with young families

Community transport - trying to access the community minibus and consider employing a driver.
Cllr Barlow asked if the bus that Meden School have is for the community and community use.
Cllr Burgin said it was Meden Schools bus, but it can be hired for community use.

Outcome - It was evident that there was a need for leisure provisions in Warsop Parish, but it would not be the same as the closed Meden Sports Centre facilities. There will be a pool, changing village, café/viewing and reception area, fitness suite and a single multipurpose dividable hall.

Rachael Fowler presented the second part of the presentation. This included the Towns Funding and Sport England, the site, how much this would cost and a time frame.

Sport England - They have confirmed that they want to support this project and they are considering making this project their national pilot called leisure local. This would allow the project to progress very quickly.

Site - The team worked with MDC planners and suggested 8 possible sites to locate this development. The best site was determined to be Carr Lane as it has the bmx track, cadets, park and the multisport court. It has been agreed that the Carr Lane field will become a field in trust and the Swallows Green field has been added to this.

Cost - Capital cost for the Health Hub project - £7.8mil
Towns Fund - £3mil
Sport England - £1.5mil
MDC - £1.5mil
Mansfield District Council have secured an agreement to borrow £3.5mil.

Time frame - Stages 3-4 - autumn 2022
Planning application - autumn 2022
Green light – early spring 2023
On site – summer 2023
Open – early 2024

Costs for building have increased by about 30% and it would be 12 months to build.

Marie ??? said she has worked on the pre planning process with Notts County Council. NCC are happy that they have been approached early which will have a positive effect on the application. NCC have made comments on creating a bus stop, but the team will push back on this issue as the whole idea is to promote walking to the facility.

The team have had conversations with Vibrant Warsop and Serco about the operation management of the facility.
Cllr Barlow asked why the Parish Council had not been approached or been included in any of the previous discussions and consultations.
Rachael Fowler said that WPC could use the hall for meetings. She is hoping to have a model of the development made that can be viewed at this year’s carnival. The team will be doing more consultation. She asked if the council would like to be included in the consultations and regular updates via a meeting with the council every 6 months. Cllr Barlow said it would be added to the next council agenda.

Cllr Stephenson asked where the multisport court would move to.
The multisport court will be moved further up the field alongside the new single storey hub and floodlights would be installed. They are also looking at renewables and making the development as sustainable as possible.
Cllr Burgin said the hub should be accessible by all footpaths from each part of the Parish.

If Serco become the operation management team, they would look at leasing new gym equipment.

Other questions from Cllrs were – can schools book the pool, why are the disabled bays further away from the entrance and can the team schedule consultations to take place in all parts of the Parish.
