MINUTES of the Annual Meeting of the Parish Council meeting held at The John Fretwell Complex, Sookholme on MONDAY 16TH May 2022 at 6.30pm.

1/1605. ELECTION OF CHAIRMAN

Cllr D. Barlow proposed Cllr A. Burgin and Cllr A. Wetton seconded it.

RESOLVED: It was unanimously agreed that Cllr A. Burgin would become Chair of Warsop Parish Council.

2/1605. ELECTION OF VICE-CHAIRMAN

Cllr D. Barlow proposed Cllr K. Hardy and Cllr G. Morris seconded it.

RESOLVED: It was unanimously agreed that Cllr K. Hardy would become the Vice-Chair of Warsop Parish Council.

3/1605. DECLARATIONS OF ACCEPTANCE OF OFFICE

Declarations of Acceptance of Office for the Chair and Vice-Chair were signed and witnessed by A. Cooper, The Proper Officer.

4/1605. ELECTION OF FINANCE & GENRAL-PURPOSE WORKING PARTY MEMBERS

6 members are required for the working party and this includes the Chair and Vice-Chair. Cllrs raised their hands if they wanted to join the working party.

RESOLVED: The new members of the F&GP Working Party are Cllrs D. Barlow (Chair), A. Burgin (Vice-Chair), W. Williamson-Cooper, R. Butler, L. Davis and K. Hardy.

5/1605. ELECTION OF STAFFING WORKING PARTY

6 members are required for the working party and this includes the Chair and Vice-Chair. Cllrs raised their hands if they wanted to join the working party.

RESOLVED: The new members of the Staffing Working Party are Cllrs A. Burgin (Chair), K. Hardy (Vice-Chair), D. Barlow and G. Morris. This leaves 2 positions available.

Cllr Hardy asked for some changes to her declarations. She needed to remove being a member of the Liberal Democrat Party and add Christmas Smile.

8/1605. DISCUSS AND DECIDE ON THE CANDIDATES FOR THE VACANT CLLR POSITIONS

This item was discussed after the F&GP minutes due to the time the council asked the candidates to attend. The Chair opened the meeting to allow Cllrs to ask questions of the candidates and vice versa. Both candidates introduced themselves and gave some background details to Cllrs.

Cllr Hardy gave an update to members from the interviews and stated that she would recommend that both candidates are accepted for co-option on to the council.

RESOLVED: The council agreed to co-opt both Derek Scaysbrook and Jack Stephenson to the council.

9/1605. MINUTES OF THE PARISH COUNCIL MEETING – Monday 11th April 2022.

RESOLVED: Agreed and accepted as a true record.

10/1605. MINUTES OF THE F&GP MEETING – Wednesday 11th May 2022.

RESOLVED: Minute 3/1105 – The Clerk will fill in the KIN form for the police.

RESOLVED: Minute 4/1105 – This item will be deferred to the next F&GP meeting. The Clerk will also meet with Luke to go through the form.

RESOLVED: Minute 5/1105 – The s137 application of £500 from Meden Vale Colts was accepted.

RESOLVED: Minute 6/1105 – The s137 application of £500 from Swallows Green was accepted.

RESOLVED: Minute 7/1105 – This item will be deferred to the next F&GP meeting to allow the Clerk time to find out more information on what funding is available and to speak to C.R.Y. with questions from the Cllrs. The main question was, if the Parish Council give some funding to the Madeline Siddall session would this be used just for the residents of Warsop Parish.

RESOLVED: Minute 8/1105 - The Clerk spoke to FS Electrical to recorrect the pricing error noted. This item will be deferred until the next F&GP meeting to allow time for other quotes to come in.

RESOLVED: Minute 9/1105 – The Clerk is to contact Warsop infotech and ask if they are going to continue using all rooms and space they currently have.

RESOLVED: Minute 10/1105 – The council agreed to delegate powers to the Clerk and Assistant Clerk.

RESOLVED: Minute 11/1105 – The council agreed that the Clerk should take the 22/23 budget to the next F&GP meeting and a list of all legal and health and safety requirements for the Town Hall.

RESOLVED: Minute 12/1105 – The council agreed that the Clerk should contact Via for more information the funding.

RESOLVED: Minute 13/1105 – Cllr Hardy would seek some more information on restarting the NP and the Clerk will arrange a meeting with Paul Tebbitt from MDC planning policy team.

RESOLVED: Minute 14/1105 – This item will be deferred to the next F&GP meeting.

RESOLVED: Minute 15/1105 – The council accepted the price increase from Acer Grounds Maintenance.

RESOLVED: Minute 16/1105 – The council agreed to pay for a tree inspection at the High Street car park and to trial the Clerk surveying the church yard.

11/1605. CRIME AND DISORDER – REPORT FROM THE WARSOP BEAT TEAM

There were no police present and no statistics given however, an update was sent by PC Kieran Loftus.

I have been trying to get a report sorted for the Parish Council. Unfortunately, the software we use to generate the statistics has not been working. Once this is working again, I will write something up for the councillors to read over.

In effect, we are continuing to target those involved in anti-social behaviour within the Parish. We have a meeting arranged this week with the local housing association and Mansfield District Council in order to do some proactive work with some of the families which are causing issues in the community. We are also working with other local authorities to, hopefully, move other problematic families out of Warsop.

We are continuing to work with Mansfield District Council in reporting and dealing with fly tipping in the area, particularly on Sookholme Lane, Wood Lane, and Oakfield Lane. If anyone does come across any fly tipping, if they can report it directly to the council on the fly tipping section of their website.

We continue to look to deal with off-road motor vehicle use in the area. I have been in contact with the beat manager at Shirebrook, where we are looking at doing some proactive work in relation to this, particularly where they cross the county borders. As discussed previously, we do have some issues with pursuing these bikes due to their heightened risk. Our Operation Reacher team have also been conducting high visibility patrols in the Parish and have seized a number of cars involved in criminality. Kev and I have also seized several cars since the last meeting for numerous offences.

We have a number of beat surgeries planned, the dates of the upcoming meetings are in the Stakeholders newsletter and will also be advertised on Facebook.

The Clerk asked if the separate ASB/general update meetings are still going ahead. Cllrs commented that it was frustrating that the PCs had not made the effort to be available for council meetings. The PCSOs have previously changed their shift pattern in order to attend. Cllrs suggested arranging a meeting with Inspector Davis.

RESOLVED: The Clerk will contact Inspector Davis and arrange a meeting with Parish Councillors.

PUBLIC PARTICIPATION

The Chair allowed Karen Bonsall the chance to answer a question after the update from Cllr Barlow regarding the meeting with the Chair. Karen Bonsall asked if the council were going allow the Town Hall Community Group enough time to put together a business plan. She also asked if the group could collect their own quotes and would the council be considering the Town Hall.

11/1605. MATTERS ARISING FROM PUBLIC PARTICIPATION

Cllrs explained that a deadline date had been agreed with the community group of 1st February 2023. This date was agreed because there are local elections next year and purdah rules will come into effect from the beginning of March. The group have already been informed that they can obtained their own quotes in order to be able to work out costings and help with creating a business plan.

12/1605. DISCUSS THE MEETING WITH THE MAYOR REGARDING THE TOWN HALL

Cllr Barlow read through the following meeting notes.

Present: Cllr Debra Barlow (MDC & WPC), Mayor Andy Abrahams, Philip Colledge (BSc MRICS Registered Valuer Principal General Practice Surveyor & Corporate Asset Manager), Kerry Vardy (Mayors Assistant) and Amanda Cooper (Parish Clerk).

The Clerk presented those present with a copy of the Warsop Town Hall agreement meeting notes and a copy of the Warsop Town Hall Community Group meeting notes.

Cllr Barlow gave some background information to bring the Mayor and Philip up to date. She started with the Parish Council consultation, what the results were and the option that was offered to the public on creating a community group. She spoke about the current condition of the building and what was recorded in the building survey. There was also a discussion on the Town Hall being in the middle of a conservation area.
Philip gave an example of the increased costs for buildings in a conservation area. He spoke about a District Council property on Regent Street that required new windows in a conservation area. The cost for around 20 windows was £80,000.
Cllr Barlow asked if the overall cost of £250,000 on the building survey was realistic at the time. Both the Mayor and Philip suggested the figure seemed realistic and that the council should consider the increase in costs for building materials. The Clerk was asked to send a copy of the building survey to Philip.

Cllr Barlow asked the question from the community group regarding an asset transfer.
Philip stated that the Town Hall agreement is in Warsop Parish Councils name so any transfer would need to be agreed and carried out by Warsop Parish Council.

Cllr Barlow asked about the letter that was sent to MDC from WPC requesting that the 2 clauses be removed from the Town Hall agreement.
The Mayor said he would support the request if that is what the Parish Council wanted. Philip stated that the Mayor could make this decision on his own but both the Mayor and Cllr Barlow agreed this should be presented to Mansfield District Councils full council.
The Mayor did emphasise that if the clauses are removed then the Parish Council will no longer have a fall back option and will be fully responsible and liable for the Town Hall.

The Mayor asked if the Parish Council could get an up to date sale valuation to do a comparison with the value that’s stated in the TH agreement. He also spoke about the Warsop Health Hub and options that could involve WPC.
Cllr Barlow mentioned that she has considered proposing to WPC that the TH is sold, and the money is used towards the Warsop Health Hub with a request that WPC has a stake in it. She spoke about being concerned if WPC didn’t have a stake in the Hub and had an office in the Hub that a new administration comes to power at the next elections that they could remove WPC from the office space.

The Mayor asked Philip what the next steps would be. Philip would write a report on the matter but would advise the TH is kept as a capital receipt or if it was in the district council possession then he would advise they sell it.

Cllr Barlow asked another question from the Town Hall Community Group on what other options are available.
The Mayor and Philip both agreed that no other options could be considered from MDCs point of view until the community group have created a viable business plan.

There are 3 points for the council to consider and make a resolution as necessary, these are – an asset transfer, sale valuation and a new structural survey.

Cllr Wetton said there were 2 areas of this discussion that the council should concentrate on and that is a sale valuation and removing the clauses. He also believed the Mayor should make the decision and not full council.
Cllr Hardy also suggested that the clauses should be removed.
The Clerk did advise that the council should not remove the clauses until the Parish Council creates a business plan as per the councils’ financial regulations. Currently the council are not adhering to the financial regulations and the Town Hall is a huge financial burden and the 2023/24 budget is looking dire.
The Chair agreed with Cllrs Wetton and Hardy.

RESOLVED: The council agreed the Clerk should get a valuation done and gave her the power to do this without it coming back to an F&GP meeting or full council due to being time sensitive.

13/1605. DISCUSS THE BUILDING WORKS ON THE STONEBRIDGE DEVELOPMENT

Cllr Barlow updated members on a meeting her and the Clerk attended at MDC with planning. The development has started and has created an incredibly difficult living environment for those living in and around the development. Residents have had to endure noise levels well above the normal level, vibrations and dust. The noise from the diggers has been heard as far as Church Warsop. The developers started works on the edge of the field where there is hard brick and rocks below the surface. They had to bring in heavier machinery and still could not break through the rock. Cllrs Barlow and Burgin are working closely with planning to make sure the developers are adhering to the conditions it needs to. This includes sound boards, washing lorry tyres, covering vehicle loads and more.

14/1605. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk read out the update.

The date of the Christmas event has been moved forward to the 19th November due to the winter world cup starting on the 21st.

Staff have given their responses to the contract consultation so a staffing meeting will need arranging.

The PCSOs have reported that the front doors have been left unsecure on a few occasions. The Clerk will ask all organisations to make sure the bolts are secure before the Town Hall. The quote for new doors has been accepted but the company who are doing the works on away until the 23rd May.

15/1605. BIG WARSOP – UPDATE FROM CLLR BURGIN, SIMPSON N AND WILLIAMSON-COOPER

The plan is almost at the end. Discussions took place about the communication plan and the Sargison Centre at Warsop Vale.

16/1605. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

The Clerk gave an update. The paper will be 24 pages and goes to print on Friday ready for delivery the following week. The paper is heavily focused on all things related to the Parish.

18/1605. RECEIVE AN UPDATE FOR NOTTS COUNTY COUNCIL

Cllr Barlow spoke about a meeting with the leader of Notts County Council, Ben Bradley. He made it clear that he wants all Notts County Councillors to attend any Parish Council meetings within their area.

RESOLVED: The council have asked the Clerk to contact Cllrs Ben Bradley and Bethan Eddy to request the County Councillor attends the Parish Council meetings.

19/1605. RECEIVE AN UPDATE FROM MANSFIELD DISTRICT COUNCILLORS

Cllr Wetton informed members that the AGM is tomorrow, and he thanked Debra for her role as Chair throughout the last 2 years which haven’t been easy.

Cllr Barlow suggested the council send in a letter of support for planning application number 7.

RESOLVED: The council will submit a letter of support for number 7 on the list above.
Cllrs spoke about planning application number 13. Most Cllrs and the Clerk had received objections about the application from members of public which seems to have had multiple travellers visiting at one time and before the application became live. The Chair suggested that both Cllrs and the council submit comments/objections to this application.

RESOLVED: The council will submit an objection to planning application number 13 above.

Cllr Barlow thanked members for supporting the Swallows Green project via s137 funding.
