4/1511. MINUTES OF THE EXTRAORDINARY PARISH COUNCIL – Thursday 4th November 2021.

Cllr Hardy commented that the minutes were written in a very diplomatic way but reflected what the outcome was.

Cllr Burgin noted that the decision wasn’t unanimous as Cllr Williamson-Cooper abstained from the vote.

RESOLVED: Agreed with the removal of the word ‘unanimous’ and accepted as a true record.

5/1511. CRIME AND DISORDER – REPORT FROM THE WARSOP PARISH TEAM - PUBLIC PARTICIPATION:

The police gave their apologies as they were either on training or not on shift.

The figures in the table are a comparison between the 1st of May and the 31st of August 2021, along with the same period in 2020. Although crime figures do not give a 100% reflection of what is happening within the community, it does give some idea as to what is being reported, and dealt with, by the police.

Total crime has lowered by 13.6% for this period, with victim-based crime falling by 15.4%.

Burglary – Residential burglary has fallen across Warsop by 42.9% in the last three months in comparison with last year’s period. This year 4 burglaries have been reported between May 1st and August 31st. I would like to use this to remind the community of the importance of being vigilant and ensuring their doors and windows are locked when they are out.

Auto Crime – Vehicle related offences have remained the same overall this year when compared with last year. However, there have been no theft from motor vehicle offences this year. Comparatively, there has been a 3x increase in interfering with a motor vehicle. This tends to be recorded when someone has attempted to steal from a car but has not been able to. There have also been three cars stolen during this period. As usual, we always give the advice of ensure that valuables are not on show in vehicles. We would also suggest that it would be best to keep any valuables such as dash cams and sat navs inside home overnight. In terms of theft of motor vehicles, I would again suggest that everyone keeps their keys in a safe place away from their front door and, if you have a car with keyless entry, investing in a car key faraday cage/bag.

Drug offences and criminal damage - There has been a 100% increase in the detection of possession of drugs. It should be noted, however, that this does not necessarily mean that more people are in possession of drugs in the Parish. Rather, this means that the police service is finding more people with drugs on them in the community. I would suggest that this is due to the increased presence of Operation Reacher and the new County Knife Crime Team, which are both proactive teams which regularly conduct operations targeting drug use and weapon carrying. There has also been a 10% increase in criminal damage crime reported to the police. We again would like to use this as an opportunity to remind the community to be vigilant to ensure that they are taking the best precautions they can, including the fitting of CCTV cameras, to prevent persons from committing offences and to ensure that we have the best opportunities in order to detect offenders.

Response Officers at the Warsop Town Hall

On Friday the 17th of September, I was part of a meeting with Councillor’s Barlow and Burgin, plus Clerk Amanda Cooper, regarding the current police use of the Town Hall. In this meeting I have requested that police officers from Nottinghamshire Police response teams (who deal with 999 calls) could have access to the building. I believe that this will have a positive outcome for both Nottinghamshire Police and the community of Warsop for several reasons, including but not limited to

  • Improved response times to 999 calls
  • Greater police presence and patrols in the Warsop area when the local beat team are on rest days
  • Greater welfare option for officers when they are Warsop
  • Improved perceived value for money from the Warsop community.

There was a concern regarding the potential increase in utility fees due to an increase in officer footfall at the Town Hall. As a compromise to this, I have suggested that response officer use of the hall be restricted to the same hours which the neighbourhood policing teamwork, 0800-2300, in order to ensure that the utility bills do not increase disproportionately. I have, however, suggested that officers do have access to the building 7 days a week so that there may be further coverage on the beat teams rest days. I believe that Councillor Barlow will raise this in the meeting, however, if there are any further queries do feel free to contact me.

The Chair was disappointed that the police were not in attendance and that the report was from September. She said liaising with the new team has been difficult.

Cllr Burgin said it was disappointing that there was no representation for the police at the Remembrance Service. He said the previous PCs Kev Parsons and Rich Cutt always attended the service. Cllr Burgin asked the Clerk to email the police regarding this matter.

The Chair informed the council that she due to put forward a proposal from the police regarding more access to the building for multiple teams/officers. She wasn’t sure if this proposal should go forward as there was more taking from the police than giving.

Cllr Hardy asked if the council should be reviewing their room hire agreement.

Cllr Burgin stated that 7 days a week, with all the extra utility costs would be a huge factor in this decision.

The Chair explained that there was an issue when reporting some vandalism to the poppies on the Carrs and she was told that the person reporting this would need to go through 101 but at a later meeting with MDC, the police safety officer said that the police should have acted on the information as if it were reported on a face to face rather than phoning 101.

Cllr Simpson stated it’s not the same as when Kev Parsons and Richard Cutt’s were part of the team, and he normally goes to the PCSOs Dee and Kath regarding the ASB project.

Cllr Williamson Cooper said that there will be a police surgery starting at the Youth Club.

PUBLIC PARTICIPATION

Julie Jackson asked the council why the current account figure had increased by over £48,000.

6/1511. MATTERS ARISING OUT OF PUBLIC PARTICIPATION

The Clerk explained that the second half of the precept had been paid to the Parish Council and this happens twice a year. The precept is around £104,808.

The Chair commented that the expenditure will need to be added as requested at a previous meeting.

The Clerk explained that this information had already been added.

The Chair and Vice-Chair asked for a list of all the incomings to be added to the agenda.

The Clerk stated she would add those to the next agenda.

7/1511. WELCOME BACK SUMMER CLEAN UP – UPDATE FROM THE ASSISTANT CLERK

The Clerk gave the update on the Assistant Clerks behalf. The event ran smoothly and the feedback from the public was very positive. Businesses saw a real buzz on the High Street. Overall, the event was a massive success and people commented that they would like to see more of these events taking place.

The Chair said that there were lots of the younger generation involved in the clean up and the craft market was a great success.

Cllr Burgin stated that the Saturday part of the event was great and well attended.

The council thanked the Assistant Clerk for all her effort and hard work in putting this together.

8/1511. TO DISCUSS AND ACCEPT THE EXTERNAL AUDIT REPORT

Cllr Burgin asked about the statement in box one of the external audit report.

The Clerk stated that it shows we met all the relevant criteria and regulations and there was no cause for concern.

RESOLVED: The council accepted the report.

9/1511. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

DD Meeting – Monday 9th August 21

  • Reverend Angela Fletcher/Warsop Parish Church
    Boundary Wall between the church grounds and Church Side Cottages – Angela can’t find the boundary wall information; she thinks that the Dears should have the information on their deeds.

    RESOLVED: The PC to write to the Dears when work from the tree inspection is going to start.

    Tree Sponsor/Spreading of Ashes – Angela doesn’t have the answer yet but believes it will be a no.

    Remembrance Garden in the closed church yard – Angela asked if the PC are responsible for maintaining the Remembrance Garden in the closed church yard. Acer have been mowing the grass.

    RESOLVED: The council are only responsible for cutting the grass of the closed church yard (the Remembrance Garden is still open for the spreading of ashes), weeding around the boundaries, tree works and insurance and equipment (please see Agenda Item 9, Supporting doc 1). PC to ask Acer to stop mowing the Remembrance Garden.

  • Cllr Bethan Eddy
    The Clerk and Assistant Clerk had a meeting with Cllr Eddy at the Carrs. The new county councillor has agreed to continue paying for the traffic management for the remembrance service.

  • Warsop Parish News
    An update on the September edition and some issues that the Clerk is having was given and this led to the Chair asking for an agenda item to be added to the September agenda regarding Cllr articles.

    RESOLVED: Cllr updates for WPNs has been added to the September agenda.

  • Community Group
    An update was given on the number of people who have agreed to share their details with the community group leaders. There are 7 in total. All consultees’ details have now been removed from the Parish Council system. The paper copies of those who haven’t given permission need shredding.

  • Warsop Infotech
    The Clerk and Assistant Clerk had a zoom meeting with Phoebe Cox, the new Chair of Warsop Infotech and Maddy Pritchard. We discussed changing the payment method to advanced payments, when the TH will re-open, PC guidance, an issue with the front door and if the council are charging Infotech room hire charges.

    RESOLVED: The PC can change the payments, so Infotech are charged in advance. The council guidance is still in place until it’s reviewed in September. The council will not charge Infotech any room rent for the period of April to September 2021. All room hire agreements need reviewing as the charges are not consistent. The right-hand side front door will have a small amount shaved off the bottom to stop it getting stuck on the blown floor.

  • Re-opening the TH
    The re-opening of the Town Hall was discussed.

    RESOLVED: The Town Hall will re-open on 7th September. It will be open on Tuesdays for the CAB surgery and one Wednesday morning at the end of the month so that the RBL drop-in surgery can take place. The council and CAB will be via appointments and posters will be used to advertise this.

  • Occupational Health
    The Clerk will have an occupational health assessment on 18th August 2021.

DD Meeting – Thursday 2nd September

  • Warsop Parish News – Delivery Driver
    The Clerk explained the issues staff are having with finding someone to deliver the paper to all Parish deliverers. The delivery is being left to staff and any Cllrs that offer to help. The September edition was delivered by Cllr Butler and Gemma Blagg. This resulted in a back injury to Gemma, I have been unable to ask Cllr Butler how he found it. The Clerk suggested increasing the delivery amount to £35 and for the council to make a decision moving forward if we cannot find a deliverer.

    RESOLVED: The amount for the delivery driver is to be increased from £25 to £35 and Cllr Barlow will advertise the position on Facebook. Cllr Barlow will feedback the responses to council.

  • Email from Diane Stokes
    Diane Stokes, a member of ‘Friends of the Earth’ emailed the Clerk. She asked if she could plant wildflower bulbs in the High Street car park in the early spring as a first food source for pollinators. They are proposing to use a mix of Snake's Head Fritillary, Wood Anemone, English Bluebells, Winter Aconite, Wild Garlic, and Snowdrops.
    The email also had an attachment that has been shared with the council (please see Supporting doc 2) regarding what the council’s policy is on increasing planting wildflowers and protecting bees and pollinators.

    RESOLVED: It was agreed that bulbs could be planted on the left-hand side of the car park if you are stood at the entrance looking in. This is due to a boundary dispute. The only flower that couldn’t be used was wild garlic. The timing of the planting needs to be discussed with the council’s grounds maintenance team. Cllr Barlow the Clerk to ask the group to consider planting bulbs at the Swallows Green site.

  • RBL Wreaths
    The local RBL branch Chairman asked about how many wreaths were needed for the Remembrance Service.
    Lamppost Poppies and Silent Soldiers were discussed.

    RESOLVED: Two have been ordered, one for the Warsop Service and one for the Warsop Vale Service. Council staff are to check if more poppies and a solider can be purchased.

  • Cllr Resignation – Marc Jones
    Cllr Marc Jones handed in his resignation due to a change of role at work and the extra time that was needed to do this new role would mean he would have enough time to give to the Parish Council.

  • Email from Big Warsop
    Big Warsop have given the council notice for their room hire. The room hire ends on 30th September.
    They have also offered the council a face-to-face meeting with Big Warsop for the council to discuss ways in which Big Warsop can help with the long-term future of the Town Hall.

    RESOLVED: To arrange a face-to-face meeting to inform Big Warsop where the council currently in terms of the Community Group, the lease with MDC and the decision that the council had already taken.

  • Noticeboards
    The council have had a few complaints about the new locks that were installed on the noticeboards.

    RESOLVED: The Clerk is to ask the maintenance company to install some metal plates, so the locks have something to hold on to.

  • Email from MDC Housing
    Neil Turton from MDC housing has emailed the Clerk informing the council that the housing surgery at the Town Hall will not be continuing.

    RESOLVED: Cllr Burgin will speak to the cabinet member Cllr Marion Bradshaw. The Clerk is to provide housing figures to Cllr Burgin that the Parish Council recorded at the request of John Kerr when he was a Cllr.

  • Community Group
    The Clerk informed the DD members that some questions from Community Group members had arisen regarding what the Clerk had actually done in relation to contacting the 50 people who selected to be part of a community group.

    The full list of members was given to the group leader around 11th August, there were 7.
    Out of the 50 people who selected to be part of a community group, 21 of those had already responded to the first letter that was sent in May.
    In July, the remaining 28 people received another letter from me to which no one responded.
    Out of the 21 who responded to the first letter, 2 withdrew due to conflicts of interest. The remaining 19 were emailed and asked for permission to share their details. I had to send out a second email as members who knew the group leader hadn’t responded and I needed to make it clear that I needed written consent to pass any information over to you.
    2 people came back to me from the email I sent in July to say they would no longer be part of the group due to the negativity from some of the group members.

    RESOLVED: The Chair asked the Clerk to write to the group leader on her behalf explain the above and that the PC would be arranging a meeting with MDC Mike Robinson to discuss the TH lease.

  • High Street Car Park Boundary
    In the deeds the picture of the car park boundary shows that the top end with the trees running along the A60 is not within the boundary line. This would suggest they are not the responsibility of the PC.

    RESOLVED: The Clerk will try to find out who it belongs to using the land registry and what3words.

    The Clerk mentioned that as well as the resignation of Marc Jones, Mark Fowler handed his resignation to the whole council on 10th November.
    RESOLVED: The council accepted Mark Fowlers resignation.
    Friends of the Earth asked 2 questions –
    • What is the Council’s policy on encouraging the spreading of native seeds on verges and other council land to create more natural habitats for wildlife to flourish and enhance the appearance of public spaces?
    • What steps is the council taking to reduce the use of chemicals for weed suppression and to use alternative substances that cause no long-term damage to the environment?
    The council discussed both questions and Cllr Hardy as a part of the group spoke on their behalf.
    RESOLVED: Cllr Hardy abstained from the votes due to a conflict of interest. The council agreed that they support the group if they wanted to write to the District and County regarding question 1. The Parish Council have allowed the group to plant some bulbs in their own car park. The Chair has also spoken to the Mayor and other colleagues at the District Council. Off Sookholme Lane in the middle of the estate is a green space that’s quite large that is not used for anything. She has asked if she could create a community orchid on the district’s vacant land.
    The council would like further written clarification on question 2 due to the weeding being the remit of the County and District Councils and receiving high numbers of complaints regarding weeds around the area.

    Cllr Burgin asked if the issue with the noticeboard locks had been resolved.
    The Clerk said she had contacted the maintenance company who replaced the locks but had not received a response.

    The Chair said she had mentioned the housing surgery being cancelled to the Mayor. Cllr Burgin said he hadn’t received a response after briefly mentioning the closure to Cllr Marion Bradshaw. He will follow up the enquiry.

    A s137 funding application had been received from Freedom. They shared some statistics of how many people they have helped with in the Parish and what the enquiries related to.
    Cllr Burgin proposed to grant funding to Freedom. Cllr Hardy seconded the proposal.
    RESOLVED: The vote was carried by 5 votes to 2 in favour of granting funding of £450. The council asked the Clerk to contact Freedom and ask if it was 54 people or 54 families that have been supported from within the Parish and how the money is used.

  • Covid Guidance
    The Clerk asked if the council are making any changes to its current Covid guidance for the Town Hall and if we should seek the thoughts of other building users.
    The Chair said she believed that mask wearing should continue within the Town Hall when people are moving around the building. Cllrs and building users should not enter the Clerks office, this should be left at the Clerk and Assistant Clerks discretion. There should be a maximum number of 8 in the Council Chambers.
    The Vice-Chair agreed and stated that MDC still have Covid guidance in place.

    RESOLVED: The guidance will be shared with Cllrs and building users for their thoughts but mask wearing would continue, no entering the Clerks office and a maximum of 8 people can enter the Council Chambers.

  • Christmas Closure
    The Chair suggested the council close from 17th December and re-open on Tuesday 4th January.
    Cllr Burgin expressed that he didn’t want staff to be forced to use annual leave/lieu for the Christmas break.
    The Chair stated that Gemma had a lot of lieu time built up due to the events she has been organising and the Clerk stated she was happy to use some annual leave to make up the difference.
    Cllr Williamson Cooper suggested the council ask the staff.
    The Clerk spoke on behalf of herself and the Assistant Clerk and said that the council normally close for 2 weeks, so staff always prepare for that amount of time, and she knows the Assistant Clerk has more than enough lieu to cover this and the Clerk has some lieu as well as annual leave that she is happy to use.

    RESOLVED: The council will close from 17th December 2021 and re-open on 4th January.

  • Remembrance
    The Chair was concerned that due to the recent Facebook post regarding the car park scooter club and MDC that next year’s Remembrance Service might be subject to an event management plan which includes attending safety advisory group meetings.
    The Clerk explained that the council arrange the traffic management company, liaise with the police, press office and the local RBL, print the programs and order the wreaths for the Parish. If an event management plan is required, then the council would be looking at extra costs. Based on 500 people attending the event the costs would be £360 for 4 first aiders and 5 security officers would be required at a cost of £570. Public liability may incur a high cost than it does currently and if the Cllr Bethan Eddy was to stop funding the traffic management, then it would be just under £1000 for the road closure.
    The Chair and Vice-Chair both recommended that a meeting between the RBL and council should be arranged for the new year to discuss next year’s parade and who is responsible.

    RESOLVED: The Clerk is to arrange a meeting for early in the new year.

10/1511. BIG WARSOP – UPDATE FROM CLLRS BURGIN, SIMPSON AND WILLIAMSON-COOPER

Cllr Simpson stated that the Methodist Church had been purchased and Vibrant Warsop had moved in and preparing for building works to be undertaken.

Cllr Williamson Cooper thanked Big Warsop and the Rotary Club for a £500 donation to the youth club.

Cllr Burgin stated that the bid from Warsop Parish Council had been accepted.

11/1511. DISCUSS CLLR UPDATES FOR WPN – CLLR D. BARLOW

The Chair asked all Cllrs to write into WPNs with their updates regardless of how big or small. She also suggested Cllrs could set up projects and then promote them through the paper.

12/1511. WARSOP PARISH NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

The Clerk said the paper amendments and Remembrance spread would be completed after the meeting with final amendments being completed during the week ready for the paper to go to print on Friday. The front and back page will feature the summer clean up event and an advert for the Christmas event. A deliver driver will be starting for the next edition.

Cllr Burgin asked if the police could send through an update for WPN on what they have done or doing in the Parish.

13/1511. TO REVIEW OPTIONS FOR THE CAR PARK ON HIGH STREET (NEXT TO THE LIBRARY)

The Clerk received some information from Julie Snowdon at MDC regarding issues the Parish Council have been having with their car park next to the library on High Street. Some of the issues are residents parking in there and leaving their cars when on holiday and people using it as a car drop off point and traveling out of the Parish on buses or scheduled trips.

The Chair suggested that there should be signage on and around the car park.

Cllr Wetton spoke about the time the Parish Council bought the car park from NCC and the reasons why.

Cllr Burgin stated there were 2 cars left in the car park when the summer event was scheduled, and the council had asked for the car park to be clear. It was later explained that the 2 cars that were left were from residents, and they had gone on holiday. He stated he didn’t want to put restrictions on the car park, but a balance needs to be found so the car park is being used for shopping within the Parish.

RESOLVED: The council will add more signage and suggest a 2-hour parking limit. The council will monitor the car park and make notes of car registration plates of those who are taking advantage of the free parking.

13/1511. NOTTINGHAMSHIRE COUNTY COUNCIL – UPDATE FROM THE COUNTY COUNCILLOR

Cllr Wetton proposed that any written updates from the County Councillor are sent to Cllrs via email and not read out in full council.
Cllr Burgin seconded the proposal.

The Clerk advised the council that updates should be read out in full council and minuted. Cllrs are not permitted to discuss and make decisions via email. The council chose to ignore the Clerk’s advice.

RESOLVED: The council unanimously agreed not to share any of the County Councillors written updates in full council.

14/1511. MANSFIELD DISTRICT COUNCIL – UPDATE FROM DISTRICT COUNCILLORS

Cllr Burgin stated at the last MDC meeting there were some confidential items that can’t be discussed. He spoke about how successful the glass recycling scheme going and is currently on target. They should exceed the 3-year target within the first year if it continues at the current rate. He mentioned other items that could be recycled but due to the contracts in place by NCC with Veolia.

Cllr Wetton said the CEO Hayley Barsby has resigned and Mariam Amos along with Mike Robinson will cover the role in the interim.

  • Parks within the Parish
    The Chair had raised her concerns about Berry Hill Park receiving £2.9m funding from the Towns Fund to the Mayor. She asked who represented Warsop Parish on the board for the Places Committee.
    Cllr Burgin said he was the representative for Warsop Parish. He spoke about his main focus being the Community Leisure Hub.
    Cllr Wetton said he disagreed with the Chairs concerns about the money being spent at Berry Hill Park. He stated it should be spent on all the parks all over the district. He commented that Berry Hill needed the investment as well as Mansfield needing the investment to attract what’s needed for the area. He said the Carrs is a good park and there had been issues in the past with 106 monies.
    The Chair stated that Berry Hill Park does not belong to MDC, it belongs to the trustees who took over the running of the park and the works are being done straight away. She believes that all parks should have the same benefits.
    Cllr Burgin said that previous Mayor’s had the chance to invest but didn’t. He believes the Carrs deserves a better play equipment.
