1/1506. ELECTION OF CHAIR

Cllr A. Wetton proposed Cllr D. Barlow and Cllr L. Davis seconded it.

RESOLVED: It was unanimously agreed that Cllr D. Barlow would become the Chair of Warsop Parish Council.

2/1506. ELECTION OF VICE-CHAIR

Cllr D. Barlow proposed Cllr A. Burgin and Cllr G. Simpson seconded it.
Cllr W. Williamson-Cooper proposed Cllr R. Butler.
Councillors voted 7 to 2 in favour of Cllr Andy Burgin.

RESOLVED: It was agreed that Cllr A. Burgin would become the Vice-Chair of Warsop Parish Council.

3/1506. DECLARATIONS OF ACCEPTANCE OF OFFICE

Declarations of acceptance of office of Councillors were signed and witnessed by A. Cooper, The Proper Officer.

9/1506. CRIME AND DISORDER – REPORT FROM SGT DORAN

Sgt Priestley has been moved to cover the Mansfield South area and the new Sgt for Mansfield North is Sgt Doran.

Overall, the crimes figures are very positive during this reporting period; however this has to expected due to the Covid-19 Pandemic and societies movements being very restricted.

Theft of motor vehicle has increased during this reporting period, there is however no similarity to these crimes and no particular area that has been subject to the offences.

Arson is showing a very significant increase from 2019 to 2020 of +600%. We are aware of an individual in the Warsop area who has been reported for setting small fires frequently. We are currently working with partner agencies to support this individual & prevent further offences taking place.

Anti-social behaviour is again showing a significant increase of +74.4% from 2019 to 2020. This is however not the usual youth related anti-social behaviour that we experienced in the past but reports of Covid-19 related breaches. This figure if anything is a positive sign of how serious some residents of the Warsop Parish have taken the Covid-19 restrictions and have been reporting breaches to the Police. In relation to these breaches’ education has been our first line of defence and has worked in the majority of circumstances and only where absolutely un-avoidable have we had to issue a small number of fixed penalty tickets.

Burglary non-dwelling has increased by +100% which is double the amount of burglaries from 2 to 4. Dwelling burglaries though have decreased from 7 to 4. This was to be expected though with businesses being closed for extended periods and no one checking on them and households remaining at home due to the restrictions.

Overall Warsop has been extremely quiet & this has also been experienced across the whole of the Mansfield District.

We are currently receiving lots of intelligence in relation to drug dealing in the Warsop area and are currently working with partner agencies to formulate a plan to address these individuals. Drug dealers have become much more noticeable in their activities due to the lack of others around at this time. I would ask that if you could please encourage the residents of the Warsop Parish to report these activities and reassure them that any information provided, is in absolute confidence.

The Clerk will write to Sgt Doran welcoming him the Parish and invite him to future meetings once the current health crisis has eased.

11/1506. REVIEW & DISCUSS THE END OF YEAR ACCOUNTS

Cllr Hardy was pleased with the council coming under budget overall considering the extra payments on the Town Hall and staff back pay. She thanked staff for their hard work on the budgets.

12/1506. DISCUSS THE INTERNAL AUDIT REPORT

The Council viewed the internal report from Barrie Woodcock.

RESOLVED: The council unanimously accepted the report from the internal auditor.

13/1506. TO AGREE & SIGN THE AGAR

The Council viewed the annual return. There were no comments from Councillors regarding the external audit.

RESOLVED: The Council unanimously accepted the external audit. The AGAR will be signed during the week due to the Covid-19 pandemic and the council meeting virtually.

14/1506. WARSOP PARISH COUNCIL FACEBOOK – UPDATE FROM CLLR BARLOW/CLERK

The previous Facebook page had to be deleted due to how it was set up and Cllr Barlow was tasked with creating a new one. This page will be mostly used as an information page rather than a place to debate. Comments can and will be turned on if it’s required. The agendas, minutes, road work bulletins, MDC updates and NCC updates will be some of the things being shared for the people of the Parish. The admins for the page are Cllr Barlow, Cllr Hardy, Clerk and Assistant Clerk. The Clerk and Assistant Clerk will use a separate account called Warsop Parish Council to add information to the page, this allows them to keep their personal Facebook accounts as personal accounts.
Cllr Barlow arranged a VE Day competition. Residents had to post pictures of their house/street decorations for a chance to win a prize. The prizes were already bought for the VE DAY celebrations that would have been held by the council at the Shed. The winners for the best dressed house were –
1st place – Darren and Susan Sleigh - £30 Amazon voucher
2nd place – Erin Trimble for Harry - £20 Amazon voucher
3rd place – Louise May-Roberts - £10 Amazon voucher
The street winner was Moss Carr Close in Spion Kop. The prize will hopefully be a special street sign.

A sunflower competition is currently running to see who can grow the tallest sunflower in the Parish.

Cllr Burgin offered to approach Sarah Troman to help Cllr Barlow in arranging the prize for Moss Carr Close.
Cllr Barlow asked the Clerk to make a special mention on Facebook to the Lifespring Church and the Warsop & surround area support group that have helped residents in the Parish during the Covid-19 pandemic.

15/1506. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

The Clerk read out the update.

• Tree Inspection – Church Yard – We received a report from Sean Davies at MDC that specifies 5 trees that require repair/removal works. 3 quotes will be obtained for these works. Sean has informed the Parish Council that they need to consider a re-planting schedule for 10 trees that have been removed from the Church Yard. Sean Davies will send a list of which trees need replanting and where.


• Town Hall Re-opening Guidance – Parish Council staff are working on plans for when the Town Hall can be re-opened. This is a complex issue that we have discussed with the Chair and Vice-Chair and we will continue to work through our plans ready for when the government advice allows the building to be re-opened.


• S137 – The Parish Council have received 2 S137 funding grant applications from CAR Warsop (set up by Lifesprings to help people affected by Coronavirus) and DUWC (Debryshire Unemployed Workers Centre). The Parish Council donated £2,300 to CAR Warsop and £500 to DUWC.


• Vacancies – The council currently have 2 vacancies, 1 in Netherfield Ward and 1 in Market Warsop. One is going through the process of allowing the public to call an election. If an election isn’t called, then it will move to a co-option vacancy after the 26th June.

Cllr Barlow updated members regarding a meeting with MDC about the Town Hall and the Clerk mentioned an email from Diane Stokes regarding the toilet block.

16/1506. CARNIVAL – UPDATE FROM LUKE SPENCE

It is with great regret that due to the Corona Virus the Warsop Carnival 2020 is cancelled. As always, the safety of the thousands of visitors we receive on the day is top priority. However, this does mean that the 2021 Carnival WILL be bigger and better than ever!!

The committee will be starting to plan next years a lot earlier because they think there'll be a lot more rules which will need adhering to but won’t know that until later in the year.

17/1506. BIG WARSOP – UPDATE FROM CLLR BURGIN

The current plan ends this month. Big Locale have agreed a one-off plan of one year that starts in July and will be open to residents within the Parish. The Big Warsop project will be coming to an end within the next few years. Activity packs have been bought and will be distributed to children of key workers who have had to continue going to school throughout this pandemic.

18/1506. WARSOP & DISTRICT NEWS – UPDATE FROM THE CHAIR, VICE-CHAIR OR CLERK

Michelle (receptionist) has contacted deliverers and advertisers of Warsop Parish News to give us an idea of what the September edition may consist of and if all the deliverers are able to deliver the paper.
This hasn’t been an easy task as some of the delivers have given up their rounds permanently or some are just unable to deliver the next edition.
There were a few people still willing to continue advertising and a couple who cancelled their adverts. On the whole most people didn’t return Michelle’s calls and certain businesses aren’t open yet due to government advice on Coronavirus.

A delegated decision has been taken to cancel the September edition of Warsop Parish News due to issues with deliverers and uncertainty on advertisers/adverts. The current vacancies are being advertised on the Parish Council Facebook page.

20/1506. NOTTINGHAMSHIRE COUNTY COUNCIL – UPDATE FROM CLLR WETTON

Cllr Wetton gave an update to the Clerk about problems with their meetings. The County Council tried to conduct it’s first meeting in the council chambers with fewer members attending but this was cancelled. The second meeting was held virtually with 66 members present.
Cllr Barlow thanked Cllr Wetton for the duck/duckling’s sign near the car park at the Carrs.

21/1506. MANSFIELD DISTRICT COUNCIL – UPDATE FROM DISTRICT COUNCILLORS

Cllr Burgin gave an update on district council services being affected by Covid-19. Some services were cancelled in order to concentrate on the most vital services. Staff from certain departments were diverted to others to help with demand. Most services like the garden waste and bulky have been reinstated. The glass recycling will hopefully be started at the end of this financial year.
Cllr Barlow has been working on the green space on the Robin Hood estate which has been named Swallow’s Green. She is hoping to start with a litter pick once Covid-19 restrictions have been eased.

Cllrs discussed item 7 on the list of planning applications. Cllr Husband informed members that there as been some activity on the old cinema site. Cllrs were sent an update from ARBA Group on the delay in starting work due to Covid-19.

There may be an extraordinary meeting on Monday 20th July otherwise the next meeting will be held on Monday 21st September. These meeting will continue to be virtual meetings.
