9893. CRIME AND DISORDER

PCSO Abigail Green read out a report on behalf of the Warsop Parish beat team.

July - September 2018
Burglary (Sheds, Outbuildings & houses) - 8
Criminal damage (damage to vehicles and property windows broken) - 29
Vehicle crime (Items on display and vehicles being left unlocked) - 13
Domestic violence (Some of these are classed as incidents) - 83
ASB - 140

Cllr Barlow thanked the PCSOs who attended the last meeting. She raised concerns about how the North and South is divided and that Carr Lane isn’t highlighted as a hotspot.

Cllr Kerr mentioned a project that Graham Geoff (Rotary Club Chairman) is working on. He will be painting artwork onto wooden fencing and the steel work at the skate park.

PUBLIC PARTICIPATION

Karen Hardy raised concerns about the Stonebridge planning application and the 106 monies. She also asked about the planning process now the application has been granted outline planning permission.

A member of the Neighbourhood Plan group raised concerns about the current plan that is out for consultation. The plan that is currently out for consultation isn’t the same plan the group worked on. He asked who changed it, who authorised the changes and why was it re-written.

9894. MATTERS ARISING FROM PUBLIC PARTICIPATION

Cllr Wetton stated outline planning was granted and the 106 monies have been agreed and signed off. The planning for the development will come back to the Planning Committee.

The Chair stated that the Parish Council were aware the plan had changed at the point of the plan going out for public consultation. The Councillor who worked on the plan last is currently ill and has been for a while. The Council will be looking into this matter further.

Cllr Barlow stated she has met with Rebecca Raine (MDC Planning Consultant) and she has explained that any missing information can be added as an addendum by the Neighbourhood Plan Group.

The Chair and Vice-Chair switched roles due to the Chair feeling unwell.

9895. WARSOP PARISH COUNCIL

The Parish Council contacted Big Warsop to discuss the possibility of them taking over Warsop Market. They are unable to takeover, but they are willing to work with the Parish Council to move the market to the Warsop Youth Club premises, The Shed.

The Chair informed members of a complaint from Ian Foster regarding the market car park entrance that leads on to Clumber Street. Drivers are turning the wrong way on a one-way road and almost causing accidents most weeks on market day.

Cllr Wetton suggested the Clerk contacts MDC CEO asking her to visit the site and look at new road signs.

Cllr Allin proposed that the Council ask MDC to consider allowing 2-way traffic through the top end of the car park (Clumber St).

RESOLVED: The Clerk is to contact MDC CEO and arrange a meeting regarding the car park entrance.

The Council were shown a new proposal from NCC about the A60 from Mansfield Woodhouse to Worksop.

The Clerk informed the Council that another room in the Town Hall had been rented out on a permanent basis to a local organisation, Sports 4 Kidz.

Cllr Burgin updated the council regarding a meeting with Mike Johnson and Simon Wragg from Warsop Infotech. The proposal was that Warsop Infotech would pay £6000 and the invoices will be paid within the same tax year.
RESOLVED: The Council agreed to accept £6000 rental income from Warsop Infotech (IT Suite, Room 2, Mr Johnsons office and the copier room) and the £6000 is to be paid in the same financial year.

The Council voted on a proposal to fly a Union Jack flag on a permanent basis. This issue was due to a complaint the council received about not flying the flag on special occasions.
RESOLVED: The Council agreed to fly a Union Jack flag permanently.

9896. CARNIVAL

Luke Spence (Carnival Chairman) didn’t have an update but he intends to attend the next meeting and give an update in person.

9897. BIG WARSOP

Big Warsop’s AGM took place and included local groups and organisations who they have helped.

9898. WARSOP & DISTRICT NEWS

No update from Cllr Moody due to his absence.

9899. NEIGHBOURHOOD PLAN

This was discussed in public participation. Cllr Barlow added that the consultation is open and will run to the 19th November as a minimum. The consultation and survey can be found around the Parish of Warsop and on the Parish and District Councils website. She asked for members of the Parish to join the Neighbourhood Plan group.

9901. NOTTINGHAMSHIRE COUNTY COUNCIL

Cllr Wetton gave an update about the roadworks on Mansfield Road. The County Council held more discussions with the gas board about a date to complete the works. There would be another 7-10 days allowed for the works to be completed. Forest Rd would see a speed limit reduction; Netherfield Lane signage has arrived at NCC depot and the anti-slip road surface has been applied to the road.

9902. MANSFIELD DISTRICT COUNCIL

Cllrs Wetton, Kerr and Burgin attended a meeting at MDC with Active Notts, MDC Cllrs and Officers. Active Notts will be looking at doing a consultation for leisure in this area. To date, there has been no confirmation of this.
Cllr Barlow asked for these discussions to be minuted.

The Carrs

Cllr Burgin reiterated from the previous meetings that they are still waiting for news regarding the funding they applied for.

Meden Baths

Cllr Burgin met with Meden School regarding the sports centre agreement. Public cannot access the centre as its not specified in the schools contract.
