MINUTES of the Parish Council meeting held on MONDAY 16th SEPTEMBER, 2019 at 6.30pm upstairs in the Council Chamber, Town Hall.

3/1609. MINUTES OF THE PARISH COUNCIL MEETING – Monday 15th July 2019.

RESOLVED: Agreed and accepted as a true record.

4/1609. MINUTES OF THE STAFFING MEETING – Wednesday 11th September 2019.

The Chair moved the staffing minutes to the end of the meeting to confidential items.

Exclusion of Public
In accordance with Public Bodies (admission to meetings) Act 1960 section 1 (2) the Council exclude the public and press from the meeting by reason of the confidential nature of the business to be transacted.

5/1609. MINUTES OF THE FINANCE & GENERAL-PURPOSE MEETING – Wednesday 11th September 2019.

The Chair moved item 10/1109 to the end of the meeting to confidential items.

RESOLVED: Minute 3/1109 & 5/1109 – The Clerk will retrieve quotes for investigative works from the conclusion of the building survey.

RESOLVED: Minute 4/1109 – The Council accept the quote from Asbestos Compliance Solutions Ltd and the Clerk will contact Cllr Shields (MDC) to confirm the price of £400.

RESOLVED: Minute 6/1109 – The Parish Council accepted Cllr Kerr’s request of running a Pride of Warsop Award. This will be advertised in the paper and on social media and the public will be asked for nominations.

RESOLVED: Minute 7/1109 – Cllrs Barlow and Hardy will be Parish Council staff back up support for Facebook.

RESOLVED: Minute 8/1109 – The Council will subsidise the market until December and then review in January 2020. This should allow enough time for discussions with Steve East and the management company of the Hare & Hounds.

RESOLVED: The minutes were agreed and accepted as a true record.

6/1609. CRIME AND DISORDER – REPORT FROM SGT PRIESTLEY

Sgt Priestley sent a report to the Clerk.

The crime figures are for June, July and August.

Burglary Dwelling - 5 (2019), 5 (2018)

Burglary Non-Dwelling - 7 (2019), 2 (2018)

Vehicle Crime - 8 (2019), 10 (2018)

Criminal Damage – 39 (2019), 22 (2018)

Domestic Violence – 55 (2019), 79 (2018)

ASB – 143 (2019), 143 (2018)

The Burglary dwellings are mainly insecure properties.

The Burglary non dwellings are a mixture of sheds and business premises.

In relation to the vehicle crime there has been 3 theft of vehicles, of which 2 are vans.

The theft from vehicles mainly relate to insecure vehicles, and small items stolen from within.

Of the 55 Domestic Crime incidents there are 6 repeat addresses / victims.

ASB is exactly the same as last year and has been occurring over the majority of the Warsop area.

PUBLIC PARTICIPATION

None.

7/1609. MATTERS ARISING OUT OF PUBLIC PARTICIPATION

None.

8/1609. PARISH VISION – A DISCUSSION BY CLLR HARDY

Cllr Hardy asked some members of public in Warsop Parish what the Parish Council do. The response was they didn’t know.
Cllr Hardy would like the council to develop a plan/document and publish it stating what the Parish Council do, what individual Cllrs do and what is being achieved for the members of the Parish.
Cllrs discussed different ways the Parish Council support the community and organisations within the Parish.

RESOLVED: The Council will work on a vision/plan for the Parish and Cllrs will provide updates on what projects they are working on.

9/1609. WARSOP PARISH COUNCIL – UPDATE FROM THE CHAIR/CLERK IF REQUIRED

  • Carl Parkin should have completed the tree works at the church yard on the week commencing 2nd September but due to a mix up on his end it wasn’t started. The work was completed on Saturday 14th September.

  • The system issues have now been resolved and hopefully all emails are working as normal now. The only problem is any emails that were sent during the system issues will not be received by any Parish Council Staff. The IT consultant, Kiel tranter suggested that the DNS settings had been changed by the website design company.

  • The casual vacancy for Warsop Carrs Ward has been advertised again due to not receiving any applications, the deadline is Friday 25th October 2019.

  • External Audit – An email was received over the weekend confirming that the external audit has been completed in accordance with proper practices and there are no other matters of concern.

  • Warsop’s real poppy campaign are running a charity event at the Greyhound Stadium on Friday 20th September to raise funds for the Parish Council’s VE Day event next year. Tickets are £5 and available from the Town Hall.

10/1609. CARNIVAL – UPDATE FROM LUKE SPENCE

The next update will be at the November meeting.

11/1609. BIG WARSOP – UPDATE FROM CLLR BURGIN

No update due to Cllr Burgin being on holiday when the Big Warsop meeting was held.

12/1609. WARSOP & DISTRICT NEWS – UPDATE FROM THE EDITOR OR CLERK

The Clerk and Assistant Clerk will be meeting some of the new students who will be designing Warsop News at West Notts College within the next few weeks.
The new email address for sending articles to the paper is warsopnews@outlook.com.

13/1609. NEIGHBOURHOOD PLAN – UPDATE FROM CLLR BARLOW

Cllr Hardy gave a brief update on behalf of Cllr Barlow.
The group haven’t met over the summer, but they are still trying to appoint a planning consultant as the MDC consultant has withdrawn her help and support due to a conflict of interest.

Cllr Cockroft left the meeting due to feeling unwell.

15/1609. NOTTINGHAMSHIRE COUNTY COUNCIL – UPDATE FROM CLLR WETTON

Every year Cllr Wetton puts forward projects/works that he wants the County Council to undertake.
The successful projects from the one’s he submitted last year are re-painting white lines in certain areas, resurfacing roads and changing speed limits from Spion Kop to Warsop and Warsop Vale to Church Warsop.
Cllr Hardy asked about the duck sign on the Carrs.
Cllr Wetton said it will be done but it’s just a question of when.

The Carrs - Update from Cllr Burgin

Notts County Council Local Improvement Scheme refused their application but the Friends of the Carrs group still have a commitment from Big Warsop for £10,000. This is only half the amount required for outdoor gym equipment that the group wanted to install on the Carrs.

Meden Baths - Update

There has been no progress due to school holidays so there have been no further discussions with Meden school. Cllr Burgin should have the results for the living well survey at the end of September which will show what the people of the Parish want.
